In that case, they can decide to marry legally. It is not compulsory for parents to attend 'court wedding'. A registry marriage only requires witness from both intending couples. Under the law, a 19yr old is no more a minor, she is able to make her decision on her own. Most early marriages like this are often caused by frustration from parents or guardians.
