I Saw this link from a previous discussion about the Lekki project, I don't see anything about FG funding, but not sure if they got a guarantee from them.

The US$450m Lekki–Epe Expressway in Lagos is a real toll road with full market risk. Most of the initial 49km phase of the scheme, financed by this deal, involves upgrading the existing road, although there is also a 6km stretch of new road to be built also. The scheme is the first project finance real toll road in Sub-Saharan Africa.
Standard Bank Plc’s role in the landmark deal was as Lead Arranger, Underwriter, and largest lender to the project as well as the sole arranger of currency hedging. In addition Standard Bank of South Africa (Project Finance) acted as Co-financial Advisor to the project.
Funding for the project, which should take 3 years to complete, comes from the Lagos State which has invested Naira N5bn (US$42 million) in a 20-year mezzanine tranche. The African Development Bank provided N10bn (USD85 million) senior debt over 15 years and local bank lenders provided a 12-year note facility of N9.4bn (US$80 million).
The scheme is being developed by the Lekki Concession Company (LCC), made up of ARM, Africa Infrastructure Investment Fund (AIIF), local firm Laraure and contractor Hitech.  ARM, Rand Merchant Bank and Standard Bank advised the consortium.

Because Dangote is also into haulage biz, not just for his companies but for many other companies. So technically the rail project will be closing a line of his biz/investments.

Some people believe he is one of the people that influenced Yaradua to cancel the rail line project that obj started.

Very sad, but I'm not surprised at all.

I may be wrong, but I think Ibadan to Lagos is just 1 hour 30mins by car on the terrible road we have, but that is without the Lagos traffic factor though.

Anyway, what this thread has just buttressed is the need for a weaker center with little control over every sector beyond regulation.

The Federal Government will have to be partnered with to get both access and even security for  some of these projects, I can imagine Credit Suisse reluctant or even unwilling to lend funds for a State or regional infrastructure project unless the FG guarantees a large chunk of the loan

Eku, if you can use same tracks for both cargo and passenger, then that is extra revenue stream then, I was just focusing on cargo, I'm worried about the cost though and how to sell that to PPP partners and the big IB's

If you are speaking of FG I can understand, I recognize the drag effect of a silly but strong FG.

EX: Dangote gets products out of Lagos traffic quickly through cargo rail, deposits at Oyo or SW border warehouse for onward truck movement to North or east, same thing when he's bringing products or materials in from his factories outside the SW why would he work against that?

Except he's making extra money from all those trucks he uses/leases.

Are we speaking of Cargo rail or commuter rail?

If you've been on the road between Lagos and most of the SW hinterland or even just on Lagos-Ore Road you w'ld have definitely noticed that we have a considerable amount of cargo traffic on those roads, rail transport can easily absorb those and free up whatever modest expansion we can manage on the road networks between our cities.

I think we can start with cargo first, definitely commuter rail will follow, I see so many companies willing to reduce transport cost, increase efficiency and cut time on those routes. We are talking about a route feeding products and raw materials to 15+million people in the Lagos Oyo Ogun area.

Did you read the statement made by the OPC alluding to "National sovereign Conference"etc because of the crisis in the North of Nigeria similar to Massob statement and the only differing voice was the Niger Delta(MEND) protecting and defending the centre ? GEJ must be defended and protected because it's our "turn" or our "Son". Suddenly democracy wears a new kind of garment or meaning different things to different people . I've said it many times without number that Nigerians do no[/b]t want "[b]Change".

Almajiris or area-boys etc are just symptoms of our national malaise in our so called country. The so called security apparatus in Nigeria has been compromised longtime ago and only used as tool of oppression and control of dissenters by the "few" ruling elite as @ Gadogado put it succinctly about 10,000 persons from the South to the North PDP and GEJ are very much part of that group who will never appraise let alone welcome any serious national conversation or discussion.

Sadly, the only group that have any discernible power of terror or bargaining ace is  the Niger delta(MEND) or his backyard, but in some perverse way they have forsworn their ideals for the perceived "Centre".

GEJ cannot give any meaningful orders to the security apparatus(Army) etc to control the crisis not because he does not care but because the history of control of such crises in Nigeria have never been decisive and purposeful enough to send a clear message that terrorising fellow citizens is unacceptable and can never be tolerated.

Terror in the North of Nigeria, for a very long time has become the norm, tolerated, rewarded and 'natural', that it has become subject of 'pseudo-intellectual' exercise amongst southern Nigerians. Nigeria is technically divided into two parts whether we admit it or not. The ruling political 'class' sincerely have a vested interest in 'chaos' and 'status-quo'.

Change or Transformation is not what they are about but maintaining the status quo as it is. It's a shame and I cannot see the light at the end of the tunnel. 'Religion' or Islam is not the cause of the crises in the North of Nigeria. Nigeria is not the only place in West-Africa or Africa with religious zealots yet [b]loss of lives and Terror have become a permanent feature of the Nigerian landscape. Why do we behave as though we have monopoly of religion/God in Nigeria despite the fact that we are amongst the last to embrace Islam and Christianity in our domain?

Yes,  I was saddened by the killings in the North, No one has the right to take another man's life like that, but I'm also terribly disapppointed by the conversation we've had (as a country) in the aftermath, if we even had any conversation at all.

Today, at the State Elections, the PDP probably routed the CPC and took the North back. Those who see things from the perspectives of PDP goons and Strong Center oppressors will be happy, But I'm not. I think we've squandered a good chance.

IMO, We broke the resolve of poor Northerners who wanted change, we only assisted their oppressors.

We might've only succeeded in delaying the liberation of the oppressed poor(in the North)who got a small window of opportunity to chase feudal lords and political oppressors from their cities through CPC.

We labelled them extremists and some of them deserve that label, but on the whole, we gave power back to their oppressors, the same people whose bad leadership turned them to poorly educated desperate killers, the same people they were trying to get rid of.

It is sad really, let's see wait for what history and time will say about 2011.

Maybe PDP will prove us wrong, I'm not hopeful about that though.

But the question in the minds and on the lips of those who truly wish Nigeria well is: at what national cost to the Nigerian nation is the recent resurgence of Yoruba nationalism? Policy wonks take note. Members of our legislature take note. The presidency, please take note. The Judiciary too. A politically (one party dominating) homogenous Yoruba (or any other ethnic group in Nigeria) should be seen as a threat to the peaceful co-existence of the peoples of Nigeria. It is a stumbling block on the path of building a true Nigerian nation. It is a symbol of a Nigeria on the throes of disintegration. An antidote is now needed. That antidote would have been a Nigeria better served by the concept of true federalism - a concept that would weaken the centre while keeping power in the hands of the powers that be in their respective regions. Without that, it is goodbye to real nationhood for Nigeria, with the Yoruba getting back into their political shelves – as they were used to before OBJ scrambled/shuffled it in 2003.

But even if it turns out to be so, Asiwaju Tinubu should wear that adulation as an opprobrious badge of shame not that of honor if he believes in the concept of a Nigeria, indivisible. Asiwaju Bola Ahmed Tinubu’s name should be entered into our history books with bold asterisks[b]. He it was who is credited to have started our nation’s reversal of fortunes in the South West. I am scared, aware and conscious that the direction of Yoruba behavior often defines the political movement and direction of the Nigerian nation. What Yoruba do, for example, others to try to copy and sometimes copy to imperfection! With their voting trend in last week’s presidential election and how they may vote tomorrow, my thoughts are enmeshed in guided optimism. May be and maybe not. Postscript: A caller from New Jersey in the US said he, too misunderstood OBJ. The story he told went like this: “It was January 12, 1970, at the Alvan Ikoku College of Education campus, in Owerri. With the impending Oyo result i think it will be safe to conclude that the YORUBA people are the most politically savvy in Nigeria.

When it comes to presidential they vote someone close to them irrespective of the fact that they hate his party. But at the state level they've gone for a more progressive party. I bow for the Yoruba People, how many Zones can make such bold independent move?
