An account officer will essentially manage records and accounts, receicipts, invoice book keeping, he will also liaise with External organs

An accountant is responsible for the accounting activities of a firm, he will perform accounting activities including, statement if fin position, internal auditing, company Account Management etc. Hope that helps

A register survey is survey that is lodged into government record and can be traced. If a family has large portion of land they might run it and by apportioning it to different family members plot by lot through layout survey. Incase A wishes to sell his land B might choose not to see but they all have individual right on the property. That may be what he called a family registered survey.
