Jim Yong Kim For World Bank Head: Obama Nominates Dartmouth College President

WASHINGTON — President Barack Obama on Friday nominated Dartmouth College president and global health expert Jim Yong Kim to lead the World Bank, an unconventional pick that could help to quell criticism in the developing world of the U.S. stranglehold on the international organization's top post.

Obama said Kim, a Korean-born physician and pioneer in the treatment of HIV, AIDS and tuberculosis, has the breadth of experience on development issues needed to carry out the financial institution's anti-poverty mission......

TravelNigerian Woman With Record Heroin Haul Arrested In US -nigeria No Dey Carry Last by linearity(op): 11:38pm On Mar 22, 2012
A record was set at Dulles Airport, United States, over the weekend - the most heroin ever recovered from a human stomach, 9 News Now reported on Wednesday.

advertisement

On Saturday, US Customs and Border Protection officers arrested Bola Adebisi, a Nigerian, who'd allegedly ingested 180 thumb-sized pellets of heroin.

That amounts to four pounds, 12 ounces.

Adebisi, 52, arrived at Dulles from Nigeria on Wednesday, March 14. During a secondary inspection, Adebisi said she was going to stay with her brother, but was unable to provide her brother's address, phone number or physical description, authorities said.

During a routine patdown, a female CBP officer noticed that Adebisi's stomach was abnormally rigid, and an X-ray at a local hospital discovered some hidden cargo.

By the time an affidavit was submitted for criminal charges, Adebisi had passed a number of pellets that had a combined weight exceeding 100 grammes. She remained in the hospital until Saturday night, when X-rays confirmed she’d passed them all.

Adebisi will be prosecuted by the US Attorney's Office for the Eastern District of Virginia.

“The amount of pellets and heroin this woman ingested is incredible, a serious health risk, and very troubling if these numbers become the new normal,” said Christopher Hess, CBP Port Director for the Port of Washington, D.C.

The previous largest “internal pellet seizure” at Dulles was March 30, 2011, according to CBP. A 46-year-old Nigerian man was arrested after expelling 100 pellets of heroin with a combined weight of a little more than four pounds.

PoliticsSo How Along Will These New Nigeria Police Uniforms Go In Changing Their Image? by linearity(op): 4:54pm On Mar 22, 2012
The Inspector General of Police, Mohammed Abubakar, was on the front pages of some national newspapers last week, decked in military-style camouflage uniform that he introduced to the nation as a new operational uniform of the police.

The new uniform as modeled by the Acting Inspector General of Police, Mohammed Abubakar.

The police top boss said the idea for a new police uniform, which he claimed to be test-running, is in line with the transformation agenda of the Federal Government. It is also a part of the plan of the police hierarchy to reform the image of the force, and it has the approval of President Goodluck Jonathan.

Since the unveiling of that new uniform, tongues have been wagging on the desirability of new clothes for the police at this period of serious security challenges. Those wagging tongues, I believe, belong to those who have “bad belle” and are jealous of the new black and white fatigues........

BusinessRe: CBN Raises Cash Limit To N500k For Individuals & N3m For Corporate Bodies by linearity: 4:22pm On Mar 20, 2012
The bottom-top approach to a cashless Society look half thought-out.

I would have implemented it top-down and that would have been more effective.

Make whole-sellers of goods and services whose daily output exceed a particular amount to install POS equipments. Institute daily penalties payable to the Federal Government until they comply after the grace period.

Reduce VAT (I do not know what the VAT is in Nigeria now, but e.g. if the VAT is 5%); reduce VAT to 4.0% for all customers who use the POS equipments to complete their transactions instead of Cash. And increase VAT to e.g 7.0% for all Cash transactions.

Then inform the people via daily national broadcasts, Ads, etc about these 'money saving tips'. Before you know it, the citizens will start getting cashless and patronize sellers that have POS system or make deliberate choice to be cashless. I would not be surprise to see people pressurizing their regular joint to go POS....because it is a win-win...more business for the joint and more 'savings' for the customer.

HealthRe: Male Doctors Should Stop Pertaking In Pregnancy Check Up. by linearity: 12:15am On Mar 18, 2012
Stephen1000: I think male doctors should keep their noses out of examining women when it comes to personal exams. Men are men! And forget about the bad stuff that male doctors have to endure; I'm sure the young, attractive, healthy women make up for it. I'm not joking when I say this--I say this with all honesty: the majority of men in this world would thrive on having the power to coax beautiful women into letting them open their vaginas. Men are fervently stimulated by "sight." That's why pornography sells; pornography sells like hot cakes. When it comes to attractive women, a man has to use unnatural efforts to keep his mind pure. You will never convince me in a million years that a male doctor won't enjoy examining a young, beautiful, healthy woman: sitting between her legs, his face just a few inches away from her crotch, opening her up with his barbaric tool, etc.

Only doctors have this kind of authority over women. You can't say they are immune from lust and perversion just because they have been to medical school. What hogwash!
Na police force you go hospital? no bi by force na. If the woman no want make male doctor examine am, she go voice am out during the first visit and hospital go write am down or she can stay for house born....if complication happen and their are no female doctor immediately available to render help...that na the person luck.

I have never been put in a position to deny that I am a Nigerian despite the fact that, I am an America citizen, A lot of co-workers approach me about some Nigerian 419 emails that they receive and I tell them that, I also received the same type of emails despite being a Nigerian.

Few weeks ago, my Boss received an email with a new twist and he called me on the phone asking me if he should respond, I asked that he read the email to me; after a few lines, I told him that, it is fraud and that he should delete it. I am now using my Nigerian 'sense' to guide them out of trouble and they appreciate it. Not all these emails have fore-taste of fraud, many are innocent looking foreign investment opportunities and legitimate looking partnership ventures.

That said, I understand what the OP did. It is perfectly logical, despite what we might think or say; every single human being's first instinct is survival, The Bible said there is a time for everything, That is not the time to defend Nigeria and blame those foreign government for equally the same act. It is a time to weep and to condemn the violate act.

Another approach the OP would have taken, was to identify himself as a Nigerian and condemn the act and empathize with the people there. But him alone can sense his imminent danger and the wisdom in doing that.

I have many times decry the violence in the Niger Delta in the presence of my American co-workers and in those occasions; I also explain the Land-use decree of Nigeria to them and how poor and impoverished these people are, with no access to good road, education and their means of livelihood of fishing and farming is been destroyed by oil pipelines and spillage, after these careful explanation of their situations, you will be surprise that, these people who were against the uprising a few minutes ago, will flip sides and say, they would do the same thing, if someone usurp their land, impoverish them, their kids and descendants without paying royalties and caring for the environment.

It is the same thing here in the US, all you need to do is accompany your wife to all her pre-natal clinics and be there in the delivery room, female nurses will also be there,

As a male have you ever gone for Physical checkups, The truths, I as a male will prefer a lady doctor to check mine blokus and areas underneath there for hernia and other diseases than one peeve male doctor, have you also done prostrate examinations?

If it is done in a health facility with female nurses around, I am okay with it, more so within that environment and in that situation, you will not even think anything intimate. I am not yet 40, but I once went for prostrate exam, where the dr will insert some probes through ur pen1s and shine light inside ur blokus to see if there is any growth, etc, there were two beautiful female nurses helping the dr, but man mine no even go that side, infact the thing no stand, ejust shrink, I was even more annoy that the thing no show him full length than the presence of the female nurses. After the procedure, all I was thinking is how to go back and tell those lady nurses that, what they saw was not real and that they actually saw one tenth of the actual size, smiley

This is a welcome news, at least it is market forces and current situations that created this needs and as long as the drivers are not been forced to engage the services of these policemen as 'senior conductors' it is great. Until the government deal with the issue of algeros, the drivers have to self-sustain.

This is no different than luxury buses employing the services of armed policemen to accompany their buses during their trips. Both saw a need and freely engaged free labor to safe-guide their investments.

As you indicated, the business have branches in Abuja, Abia, Ebony, etc, it is even more faster for the Son to deploy to Abuja from UK to handle an emergency than some1 from Abia or Ebony.

In this 21st Century, their many options to manage businesses that are not local.

If you still seriously want to go, I will advice you take the kids there for an extended holiday visitation eg 2-3 months when they are on holiday and get back to UK and compare notes with your kids. You must consider their opinion as well, not just your husband's family obligations and your obligations to your husband.

FamilyAre Gifts Between Couples In A Marriage Really Useful? by linearity(op): 12:46am On Mar 06, 2012
Myself and my wife have multiple combined accounts, I take care of mostly domestic bills utilities, phones, house, gas, credit cards, tax filings, etc, while she take care of things like daycare for the kids, groceries, shopping, etc, we are both working, her salary goes into one combined account, that I do not touch and mine goes into another combined account that she does not touch, but we all have access to all the accounts, even combined credit cards, she have some store cards for female stuff and some small credit cards, alone, while I have access to business credit cards and other accounts alone,

During birthdays, valentine, Christmas, etc, she usually buy me gifts, cards and I also do the same thing with flowers, I usually say thank you, but most of the times, I do not need the things she buys, the truth is, if I needed it, I would have bought it, more so she just bought it with one of our credit cards that I will have to pay off at the end of the month, the flowers are dead and discarded within a week, the cards are set on the table for a while, after sometime they are shredded and discarded,

Are all these gifts and cards really needed for married couples? I can type up what is written in those cards and send them as email, what about the presents? As married couples, you pull all your money together, is the present among yourselves from pulled resources really worth it? She would have bought the stuff herself if she needed them, she might not like what I bought, the same thing applies to me,

Now the question, why not old fashion love, going out, candle night dinner and loving-lovin-makin, etc instead of gifts and presents between couples, just like out parents did it and their love is still very strong, Is it really a present if you will have to pay for it from the family combined resources?

What do you guys and gals think?

Travel****fresh Nigeria Travel Warnings From Usa To Her Citizens***** by linearity(op): 3:51pm On Mar 02, 2012
February 29, 2012

The Department of State warns U.S. citizens of the risks of travel to Nigeria, and continues to recommend that U.S. citizens avoid all but essential travel to the Niger Delta states of Akwa Ibom, Bayelsa, Delta, and Rivers; the Southeastern states of Abia, Edo, Imo; the city of Jos in Plateau State, Bauchi and Borno States in the northeast; and the Gulf of Guinea because of the risks of kidnapping, robbery, and other armed attacks in these areas. Violent crime committed by individuals and gangs, as well as by persons wearing police and military uniforms, remains a problem throughout the country. Based on safety and security risk assessments, the U.S. Mission requires advance permission and justification as mission-essential for U.S. official travel to all Northern Nigerian states, in addition to the locations listed above. This Travel Warning replaces the Travel Warning for Nigeria dated January 12, 2012, to update information on recent violent activity, and to inform U.S. citizens that the U.S. Mission to Nigeria has placed restrictions on all travel by U.S. government personnel to Northern Nigeria.

On December 31, 2011, the President of Nigeria declared a state of emergency in 15 local government areas in the states of Borno, Niger, Plateau, and Yobe. According to the Government of Nigeria, the declaration of a State of Emergency was in response to recent activities of extremist groups. The State of Emergency gives the government sweeping powers to search and arrest without warrants.

On January 9, residents of Nigeria participated in a national strike in protest of the government’s elimination of a gasoline subsidy, causing the closure of businesses throughout the country. Several large protests took place across Nigeria and some clashes with security forces resulted in deaths. Authorities established curfews of varying lengths in the cities of Kaduna (Kaduna State), Kano (Kano State), Oyo (Oyo State), Potiskum (Yobe State), Yola (Adamawa State), and Gusau (Zamfara state). Both international and domestic air travel were disrupted during the strike which ended on January 13.

On February 7, the extremist group known as Boko Haram claimed responsibility for three simultaneous attacks on Nigerian military targets across Kaduna in which dozens were killed and injured. In addition, eleven people were killed during a January 22 gun battle and bomb attacks in Bauchi, Bauchi State. On January 20, elements of Boko Haram claimed responsibility for multiple explosive attacks and assaults against various Nigerian government facilities in Kano. The attacks lasted several hours and caused numerous casualties. Boko Haram has continued attacks in January and February, focusing on Borno, Yobe, Bauchi, Gombe, Kano, and Kaduna states, and the group continues to publicly threaten attacks throughout northern Nigeria.

On January 6, gunmen reportedly killed 12 worshippers at a church in Jineta-Yoli, Adamawa State. Gunmen also attacked gatherings in Gombe, Gombe State and Mubi, Adamawa on January 5, reportedly killing 28 people. An explosive device was thrown into an Arabic-Koranic school in Sapele, Delta State on December 28, 2011 injuring seven people. Boko Haram also took credit for church attacks on December 25, in Niger, Plateau, and Yobe States that killed dozens. On August 26, a suicide bombing at the UN Headquarters in Abuja killed 25 people and wounded more than 80 other individuals. This attack was the first against an international organization and the fourth bombing in Abuja during the past year. It followed a similar bombing against the Nigerian Police Force Headquarters ten weeks earlier that killed five individuals on June 16. These bombings were in addition to bombings elsewhere in Borno, Yobe, Gombe, Adamawa, and Plateau States throughout the last year.

The risk of additional attacks against Western targets in Nigeria remains high. In December 2010, a bomb exploded near an Abuja “fish bar,” killing several people and injuring many others. Also in December, several explosive devices detonated in Jos, Plateau State, and alleged members of an extremist group attacked police and others in Maiduguri, Borno State, leading to significant casualties. In October 2010, two car bombs detonated in downtown Abuja during Independence Day celebrations, killing ten and wounding many others. Since March 2010, five improvised explosive devices (IEDs) have detonated in the Niger Delta region, causing one to three reported casualties in each case.

In September 2010, over 150 members of Boko Haram escaped from prison in Bauchi, some of whom now may be participating in attacks in other parts of the country. A loose alliance of militant groups in the Niger Delta region has conducted a number of attacks against oil installations and posts of the Nigerian military's Joint Task Force (JTF), which had attempted to close the militant camps. In June 2009, the Federal Government of Nigeria offered unconditional amnesty to any militants willing to surrender their arms and accept the government's amnesty program. While almost all major militant leaders accepted the offer and the amnesty remains in effect, the potential for violence and the risk of kidnapping remains, with violent incidents involving "ex-militants" continuing.

Kidnappings continue to be another security concern. In January 2012, a U.S. citizen was kidnapped from his vehicle in Warri, Delta State and his security guard was killed. Assailants kidnapped a German citizen, also in January 2012, along a road where he was reportedly working in Kano, Kano State. In 2011, there were five reported kidnappings of U.S. citizens in Nigeria. The most recent occurred in November when two U.S. citizens, along with a Mexican national, were taken hostage in international waters off the Nigerian coast and held captive for over two weeks in the Niger Delta. Others have occurred in Lagos and Imo States. Also, a British national and an Italian national were kidnapped in Kebbi state in May 2011. Since January 2009, over 140 foreign nationals have been kidnapped in Nigeria, including seven U.S. citizens since November 2010. Six foreign nationals were killed during these abductions, while two U.S. citizens were also killed in separate kidnapping attempts in Port Harcourt in April 2010. Local authorities and expatriate businesses operating in Nigeria assert that the number of kidnapping incidents throughout Nigeria remains underreported.

Travel by foreigners to areas considered by the Nigerian government to be conflict areas without prior consultation and coordination with local security authorities is not recommended. The Nigerian government may view such travel as inappropriate and potentially illegal, and it may detain violators. In 2008, Nigerian authorities detained six U.S. citizens, including journalists, on six occasions, in areas where militant groups had operated. The Nigerian government interrogated these U.S. citizens for lengthy periods of time without bringing any formal charges before ultimately deporting them. Journalists are required to obtain a special accreditation from the Ministry of Information prior to traveling to conflict areas in the Niger Delta region states. This special accreditation is in addition to the general press accreditation and a valid Nigerian visa which are required to conduct such activities elsewhere in Nigeria.

Many foreign oil companies operating in the Niger Delta states of Akwa Ibom, Bayelsa, Delta, and Rivers have implemented “essential travel only” policies for their personnel. The U.S. Mission requires advance permission for U.S. government travel to these states, as well as the states of Abia, Edo, and Imo, the city of Jos in Plateau State, and Bauchi and Borno States, given the safety and security risk assessments and the U.S. Embassy or U.S. Consulate General's limited ability to provide assistance to individuals detained by Nigerian authorities in these states. Due to recent violent activity, the U.S. Mission has temporarily restricted all travel by U.S. government personnel to Northern Nigeria. All travel requires advance permission and justification as mission-essential for U.S. official travel to all Northern Nigerian states. U.S. citizens who are resident in these states are advised to review their personal security in light of the information contained in this Travel Warning.

Nigeria is a multi-ethnic, multi-religious society in which different ethnic and religious groups often live in the same area. The States of Bauchi, Borno, and Plateau have experienced violence in the past year exacerbating tensions along those lines.

Violent crime committed by individuals and gangs, as well as by some persons wearing police and military uniforms, is an ongoing problem throughout the country, especially at night. U.S. citizen visitors and residents have experienced armed muggings, assaults, burglary, carjacking, rape, kidnappings, and extortion - often involving violence. Home invasions remain a serious threat, with armed robbers accessing even guarded compounds by scaling perimeter walls; following, or tailgating, residents or visitors arriving by car into the compound; and subduing guards and gaining entry into homes or apartments. Armed robbers in Lagos also access waterfront compounds by boat. U.S. citizens, as well as Nigerians and other expatriates, have been victims of armed robbery at banks and grocery stores and on airport roads during both daylight and evening hours. Law enforcement authorities usually respond slowly or not at all, and provide little or no investigative support to victims. U.S. citizens, Nigerians, and other expatriates have experienced harassment and shakedowns at checkpoints and during encounters with Nigerian law enforcement officials. Traveling outside of major cities after dark is not recommended due to both crime and road safety concerns. There are regular reports of piracy off the coast of Nigeria in the Gulf of Guinea. Armed gangs have boarded both commercial and private vessels to rob travelers. The Nigerian Navy has limited capacity to respond to criminal acts at sea.

U.S. citizens who travel to or reside in Nigeria are strongly advised to enroll through the State Department’s Smart Traveler Enrollment Program (STEP). U.S. citizens without Internet access may enroll directly with the nearest U.S. Embassy or Consulate. By enrolling, you make it easier for the U.S. Embassy or Consulate to contact you in case of emergency.

U.S. citizens should contact the U.S. Embassy in Abuja or the U.S. Consulate General in Lagos for up-to-date information on any restrictions. The U.S. Embassy in Abuja is open Monday - Thursday 7:30 a.m. to 4:30 p.m. and Friday 7:30 a.m. to 1:30 p.m. The U.S. Consulate General in Lagos is open Monday - Thursday from 7:00 a.m. to 4:00 p.m. and Friday 7:00 a.m. to 1:00 p.m. The U.S. Embassy in Abuja can be reached by telephone, including after-hours emergencies, at +234(9) 461-4000. It is good news that, security is beefing up in the arrival hall of the Airport.

My experience has been that, there is no security there to mention. Once you get out of your flight, you are welcomed to hot wave of air that reassures you that, you are now in 9ja. You walk to those custom agent who absent mildly check and stamp your 9ja passport. You then walk directly into the baggage area, wait and pick your bag, the NDLEA & Custom sent standing at te exit and the ones seating in the baggage area stops you and DEMAND, 'oga wetin you bring for us' showing them enough $$$$ alway ensure and guarantee your free passage without your luggage been search.

My theory is that, the Panistan man been foreign to 9ja way of 'doing business' did not tip the agents or did not give them the amount of money they were asking for, hence his luggage was searched, leading to this discovery.

I have not noticed any scanner in the arrival hall or those serious looking agents you encounter in the departure side of the Airport.

Get documented proof of advances and your refusal and also about his numerous demand for money and the amount you have paid so far, This can easily be done by taking his phone calls and recording them, also if he initiate email communications, response to him, stating why you can do not what he is asking of you, get alot of documented information such that, there will be no denial or him turning the tables around and saying you were the one that initiated the one thing by offering him your body in exchange for better grades,

The more information of him pushing and you refusing and pleading that he approve your grades with no favor, the better you are.

You can take this information to any news paper publishing house, make sure you have enough information before you do this and you did not in any way lured him or contributed to this act. Also report him to the local police and the University office. Yes, I know the Police might not do anything, but you are establishing a record with the authorities that, you were against this and you are doing something about it. At the end of the day, if things comes to a head, they will ask you that; if you were not into the plan why did you report it to the authorities.

More so, if things are actually as you described them, this guy is not going to approve your project until you sleep with him and since you are not going to sleep with him; it means your graduation is jeopardy, so sitting, doing nothing and hoping that the problem will vanish or take care of itself is childish, If you are serious about graduation report him to the authorities, Police and visit many News Paper houses with your full-proof documented evidence of his demands.

At the end of the day, this lecturer will be dismissed from the office and there is likelihood of him returning your money back to you. Also and very important, he is doing it to other female students and like you, they are suffering in silence or taking it, if you expose him; a lot of female students will come out and back up your story.

Asking your husband to enter the whole fray is not a wise decision, it will complicate things for you and he might act out of rage or revenge and do something overboard. Approaching a senor female lecturer or a senior female administrative personal with your documented proof is also a wise action.

webdezzi:
i have said it many times that the way to curtail this is to put bait all over the place, bait cars, undercovers etc

let him tell us how? give us detail of how you achieved this Deputy!

and evidence that your strategy works. number of arrests made since the curtail.
bait cars and baits in general is against the unofficial policy of the Nigeria Police Force. The police would not want to confront thieves or armed robbers. They only do it when there is no other way out or excuse, putting bait cars or baits would make to to confront thieves and armed robbers face-to-face on a daily bases, not a smart Nigerian Police move!

What is the value of asking a court for divorce in Nigeria? Especially in unions where little or no assets that would have need the intervention of the court?

In situations like that, what is the difference between walking away and getting a divorce? I do not see how nothing getting a divorce prevents a guy or a lady to remarry in 9ja. In the US and UK, it is a completely different ball game.

Jobs/VacanciesRe: Pawa 774: Are They Real? by linearity: 1:20am On Feb 21, 2012
It appear to be legit, Though I am not asking anyone to part with $3k before doing their own research,

This is the company's contact from their website, why not give them a call or better still pay a visit or if you are in any of these places; ask someone to visit them, walk into the office, ask the receptionist one or two questions, I believe they will be more than happy to answer your question.

Though personally, even if it legit, I will never pay a fee or anything to a company that intend to employ me.
