All these depots are connected to Matrix jetty via a cargo line, which means the depots are on the same side of the shore which I supposed was carful chosen to be that way based on Design and standard engineering practice for easy discharge from vessels to the tank farms.

My team receive every vessel bringing products to the Terminal and for this reason, all member of my team and I are the first line of contact by the captain of the vessel. The communication from the captain was prioritized to be so loud and clear enough that every member of my team must receive it via a communication radio assigned to each member of the team.

HOW IS IT DONE?
At about 1kilometer to Matrix Energy Jetty, the captain open communication via our dedicated VHF channels, on receiving the vessel arrival notice, we would proceed to the jetty and direct the captain on proper positioning of the vessel as it bathes and remain ready to discharge its content.


After the vessel had been confirmed bathed, the vessel personnel boom down the crane to pick up the gantry. what is gantry? Gantry is that constructed staircase used to access a heightened craft. It is also temporarily attached to aircrafts at airports for easy boarding and onboarding of passengers. After hanging the gantry and installation of safety ropes around the gantry, we would communicate with Terminal head via a radio channel, informing him the vessel is ready for inspection which mandatorily put him on his feet to come on board with his team.

Terminal head inspection team comprises DPR representative, NNPC, Nigerian Navy representative, Nigerian immigration Service Representative, Nigerian Custom representative and so on..

How and why are they there
Government through oil and gas regulatory policy mandated it to Matrix Energy to, as a matter of compulsion and urgency, create a well-furnished and comfortable offices for all these representatives within the depot. This shall enable the immigration to confirm the vessel wasn't used to illegally bring in foreigners via the sea, custom to confirm appropriate cargo was on board the vessel based on standard and appropriate duties paid, DPR/NNPC control and confirm quality standard and quantity capturing in a case of subsidy. All these representatives board the vessel with Matrix Energy Terminal heads. DPR/NNPC representatives would come down with relevant certificates (detail composition, speculated specification and discharge cert. from loading point), and a sample collected from the bulk cargo being conveyed by the same vessel in their presence.

Let me mention this:
In the course of building a depot, it is a tradition that every terminal must build a well-equipped and global standard laboratory, sufficient enough to analyze the composition of cargo of any specification. I on my own has gone to inspect Matrix Energy Terminal laboratory while a sample collected was being analyzed on countless occasions. for the entire time it takes the sample to be analyzed, the vessel MUST remain bathed at the jetty for as long as it takes the laboratory analysis to be concluded which sometimes take 2 to 3 hours to get the laboratory result of the cargo awaiting discharge operation.

NNPC/DPR representatives scrutinize the result and approve by appending their various signatures with the agency seal before a drop of cargo on the vessel could be discharged. after all the documents has been cleared by all these agencies and everyone has appended their signatures, the surveyor would climb the 70 feet gantry again to submit a copy of the composition analysis and certificate to discharge to the captain of these vessels. it is at the point of receiving the certificate that the captain now opens communication for commencement of discharge.

We line up the cargo and network respective cargos to be laid to its respective beds.

NNPC/DPR are the strongest and major stakeholders in discharge of every cargo that arrive that jetty.

Hidden Truth.
On the shore of Escravos where these depots are concentrated in Delta state, they are not less than 8 active depots that engage in daily back-to-back loading activities in that area. Amongst them are, Matrix Energy, Petrosat, AYM Shafa, Synod, A&E and so on.. let me make it clear to you guys that, part of criteria to operate a depot activity by standard, especially white product activities are:

1. A functioning independent fire truck of high capacity, which must be inspected and certified by regulatory body (DPR).

2. Well trained and certified fire men subject to scrutiny by the regulatory body.

3. Fully equipped hospital with full capacity to handle emergency and provide stability at point of call..

4. Competent and experience Doctors and nurses for 24hours ready services.

5. Global standard high-capacity lagoon pumps to curtail emergency supply of water in case the entire depot go on flame.

6. Well trained, competent, and able minded safety personnels with vast experience in handling all the firefighting equipment.

On the shore of over 8 depots, only Matrix energy is constantly harassed and bullied to comply with all these provisions, this now made every other depot around there now depend on Matrix clinic, Matrix fire trucks and Matrix personnel for their daily loading activities.

On a few occasions, my team was hired by AYM Shafa to render a sensitive cargo operation on the jetty of Petrosat, and by extension, AYM Shafa and every depot around there rely on Matrix compliance and competent personnel to cover up the gaps they probably could not meet due to inability to invest as much as Matrix invest on its daily operation.

I actually got to know Kemi Adeosun through a friend that used to work in Wale Edun's office at Ikoyi far back 2015. These people's loyalty to baba was beyond ordinary.
