Hi, I always advise people with low CGPA to do the following:
1. Do WES evaluation, i.e., convert your grades to American standard (/4.0)
2. Write TOEFL and GRE/GMAT and obtain very good scores (this shows that you're ready for graduate school, you set aside months to prepare for these exams)
3. Research on schools that accept low CGPA like 2.75/4.00 (remember you must do WES evaluation to know your grade /4.0). For example, APSU.

So I think what you put in your ds 160 is very important, you should be careful while filling and go over it many times before you submit. You need to also note and try not to sell a story that. Ishtar contradict your ds 160. Above all, pray and prepare. Trust me, it works.

Yes, most PhDs in the US are fully funded. Any school that asks you to pay for a PhD probably does not value or regard you. You are better off not attending such schools.

In response to their fully funded offer, yoy may be required to offer some assistantship (teaching, research, etc).

I do not know what area of the humanities you belong, but I know schools like Rutgers University offer fully funded Philosophy PhDs (Rutgers is insanely competitive). Also, University of Arizona offers a fully funded MA program in Creative Writing (insanely competitiveas well). Philosophy and Creative Writing happen to be some regarded programs in the humanities, by the way!

P.S.: I do not have a PhD nor am I currently a PhD student. I know these things based on accumulated knowledge.

It is very possible to get funding . Meanwhile, funding comes in different ways , you could be given a GA, RA position , all these mostly comes with full tuition fee waiver and monthly stipend.

Best way to travel is through school because it's very straightforward and with low hitches provided you carefully comply with each steps along the way.

Keep money for school fees sha and pile your account or do fake account piling (I can help) for them to believe that you have money and will not be a burden to them when you come over. These will have them believe that you are just there to study at your own expense.

TIPS
DRESS COMFORTABLY. I saw people who over dressed and still got denied. Even a guy who wore a complete 3 piece suit with a hat got denied.
CONFIDENCE IS KEY. This was probably the hardest part for me because I am very shy. You can be talking to me and I'll be replying the ground. Work on your eye contact and try to keep your voice and upper body stable since they can't see your legs.
BE HONEST
BE EARLY AND ENSURE YOU HAVE ALL YOUR DOCUMENTS AND PASSPORT PHOTOGRAPH( in the correct dimensions). I even carried an affidavit, since me and my dad don't share the same surname.
PRAY PRAY PRAY. I prayed and kept on reciting 2 Timothy 1:7 till it was my turn.
The VO that interviewed me denied two people before me but mine was approved.
FILL YOUR DS-160 BY YOURSELF.
ASK YOURSELF IF YOU SOUND CONVINCING AND IF YOUR INFORMATION AND APPLICATION SEEMS RIGHT.

A PhD in that field of yours is viable, but has its limitations. What was your masters grade? Did you work on a thesis?. Sometimes your most recent grades are what schools use to judge and grade your mental uprightness. At this point, you should be taking any probable exam that can embellish your profile.

I graduated with a second class lower distinction (2.6) in English, and had my masters in the same course. I wish to go study same course for PhD but from what I’ve read here, it seems like the requirements are way beyond my grades. Any help?

Your sentimental attachment to this issue is alarming, yet interesting. I have promised not to give comments on sensitive issues like this but I need you to know something. If you were able to finish reading the OP’s post, you would understand it is beyond the hijab. They were also demanding for mosques to be built inside the school. Keyword on Demanding. And to them it is a must. If you live in Kwara state like I do, you would understand the preferential treatment given to the Muslims as well as the hostile treatment accorded to the Christians. In fact there’s a limit to where you worship as a Christian. But that’s by the way
Have you heard of Al-hikmah Universiry in Ilorin? The students, regardless of their religion (Christian inclusive) MUST wear an hijab regardless how comfortable or uncomfortable they are in it. What do you make of that? I’ve never heard of non Muslims requesting for churches to be built inside the school. Also, it is almost impossible to have a Christian fellowship inside the school as it is seen as an offense.
In essence, my point is, every institution has their own rules and tenet and each student must follow such rules and guard them judiciously.
