Sizzorkay: Nigeria unveils record $39.8 bln budget for 2022, spending up 25%
ABUJA, Oct 7 (Reuters) - Nigeria's president unveiled a record 16.39 trillion naira ($39.8 billion) budget for 2022 on Thursday, with a projected 25% year-on-year rise in government spending as the economy struggles with the impact of the pandemic.
The plan for Africa's most populous country and top oil exporter assumes crude production of 1.88 million barrels a day and an oil price of $57 per barrel, Muhammadu Buhari said.
The deficit would rise to 6.26 trillion naira, or 3.39% of GDP, funded mostly by new borrowing and privatisations, he told a joint session of both houses of parliament.
"Some have expressed concern over our resort to borrowing to finance our fiscal gaps. They are right to be concerned. However, we believe that the debt level of the Federal Government is still within sustainable limits," he said.
"It is unlikely that our recovery from each of the two recessions would have grown as fast without the sustained government expenditure funded by debt," he added, referring to a 2016 recession and to the 2020 crisis brought on by COVID-19.
Buhari confirmed a previously published 2022 GDP growth forecast of 4.2% and an inflation projection of 13%.
"Our target over the medium term is to grow our Revenue-to-GDP ratio from about 8 percent currently to 15 percent by 2025," said Buhari.
"At that level of revenues, the Debt-Service-to-Revenue ratio will cease to be worrying. Put simply, we do not have a debt sustainability problem, but a revenue challenge which we are determined to tackle to ensure our debts remain sustainable."
Nigeria has passed a string of record budgets since Buhari took office in 2015, but the country has struggled to fund the spending plans due to low revenues. The pandemic has added to the revenue problems.
The economy is projected to grow by up to 3% this year after it expanded by 5% in the second quarter. It contracted in 2020 due to the pandemic, though it managed to exit recession in the fourth quarter, but growth is fragile Please do you know how much money is going to the military? |

Besides none of them can produce 100 MRAPs in one year, currently DICON is producing 54 MRAPs for the army let's see how long it will take them. |

In strategic military thinking the whole concept of what makes a nation is factored into going to war: the population size, number reaching military age and fit to fight, industrial capacity, oil; a critical factor, external support both political, diplomatic, economic and military and many more even things as little as paved roads if you consider that little which is not exactly because in a high intensity warfare they double as runway for fighter jets. In a nutshell human and material resources of a nation make and decide wars. That's the power behind the machines, equipments, weapons & technology. So as much as quality, quantity also matters depending on context in which it is debated.
China may not yet have empirical military status as being more powerful than the US but it is a peer power and has enough deterrent to dissuade the US from daring any foolish war. Demmmmm you are so good, I want to learn from you because you are simply the best military analyst around here |

In a modern warfare you can't just go make a defensive line of trench and you have no air defense capability, because with out air defense you opponent will just send just one aircraft and I assure you your trench defense line will be destroyed but this was not the case in world war 1. Now we hear things like 5th generation jets or stealth bombers |

Our state of the art equipment is posted here day-in-day out, from the Hornet Special forces vehicles, Oryx and Rooivalk choppers, advanced stealth frigates (while you're still arguing about to get 2 covertes), 4.5 gen aircraft (Gripen), advanced submarines. You have no analogue to many of our capabilities in many areas, e.g. no frigate with anti-ship and anti-air missiles (SA has homemade SAM), no submarines, no 4.5-gen jet (The Gripen's have been around since Mandela .
