Where was your common sense when lagos-calabar rail project was removed from the budget by your colleagues?
You are asking a question too far for him to comprehend. Let us start by asking him

1. where his common sense has vamoosed to when Bayelsa State (his home state and constituency) is owing 5 MONTHS salary, yet the common sense buffoon wanted to raise food aid for Osun (who is now owing 1month)

2. Where was his common sense when Bayelsa was paying myriads of Ghost worker salaries.......(PEJ was top ghost worker) or how do you explain a Bayelsa state with 1.7million people on N6.5b monthly salary, when Lagos was on N6.3?

But what do we know. His people are contented with such leaders and obviously will reject a rail line, because they will rather choose hardship from their leaders rather than liberty from a "Northerner"

Now i know you definitely are being stupid.

I support this govt, but supporting a govt should not turn you into a sychophant and blind you to the obvious.

The average reader of the telegraph who read the article on Nigeria and isn't Nigerian has no idea what Garba Shehu said, you can argue from here till kingdom come but this is a fact. Foreigners dont go out looking for Nigerian News, if you dont bring the news to them they wont see it.

You say you will defintely know, are you really that daft that you cannot see that this is not about you but foreigners? Nigerians know the truth, I saw the article and rubbished it even before Garba Shehu responded, so him addressing me or a Nigerian audience makes no difference, we know the truth, it's foreigners that have been given the wrong impression.
Let me flag a caveat! I take no prisoners on expletives.

So mo.ron! where do I start from. It is only idiots that will see something that is so basic as "support" for the government. It is only a psychopath that will be asking for extra and cannot comprehend that there are defined channels of communication for governments. That you think the government should "take the news to the foreigners" in itself is a clear demonstration of your limitation. I cannot help if basic comprehension eludes you. How do I begin to spin what is so apparent.

Clap for yourself, for "seeing it and rubbishing it even before Garba Shehu responded".....like you've done something sane for the first time? But pray tell, when your so called "foreigners" read the the Telegraph piece, who do they look to for government's official response? You?

I told you that there are official channels (both local and foreign) for governments to disseminate press statements, releases, rejoinders and other form of communication. Prove to me that Shehu Garba had not explored these in these scenario.

Is it that hard for you to understand or are you one of these people that sees this as a criticism of the govt and so cant think objectively?

The only reason you know what Garba Shehu said is because you are a Nigerian, do you know what the media aide to the president of Sudan or Ghana said yesterday?
1. You're getting ridiculous
2. I will definitely know what the media aide to the president of Sudan or Ghana said yesterday if they channeled their release through the international public media space. Did Shehu Garba restrict this release to the local media alone?

Check this:

If the SS & SE representatives mean well for their region then they should have raised dust immediately they saw in the initial budget that provision was made for kano-Lagos Rail lines while none whatsoever was made for their region. They should have been the ones negotiating through Amaechi's Office to include the Cal-Lag Rail lines in the amendments and work together with him to lobby their colleagues in accepting and capturing it in the budget sent to the President.

But a situation where bitterness and pull-down syndrome now lords over "common sense" will make such representatives from the region shamefully curse and defend the undefendable. After all, it's the "prodigal son" that will take the glory if APC administration succeeds in their region. Yet they preach "common sense" from their high horses. A clear case of a make-up artiste that abhors the mirror.

Yes, the North have tried to outsmart the South which has been made very clear by the "prodigal son" from the South. Is it not time for the representatives from the south to bury their hatchets, commend their "prodigal son", and work together to see to it that this Cal-Lag Rail project is not only included in the budget but implemented to the latter?

There is only but a thin line between Politics and Unionism. The North know how to identify this line but the South, it's all about Politics, damn Unionism.
Thank you Bro. You're so on point. SE and SS senators / HORs are seemingly in office and don't know what they ought to deliver for their people. Worse still folks from these regions are rationalising this and trying to blame FG. Imagine TonyeBarcanista still find it convenient to pass a bulk to Buhari, who obviously is meticulous enough to call for the inclusion than a Ben Bruce whose defense is to quote Budget IT tweet or Akpabio whose silence is so deafening....

The truth is the padding of the budget is in the 2nd phase by the Senate and HOR

I totally disagree with you here.
You claimed the project was not originally included, any substantial prove on that? No!!Only media gesture.
As I learnt one of the core issues that resulted to PMB trip to China is this rail contract and handling.

@ Tonye Barcanista thank you your partly objective write up. Even though your partisanship prevented you from being 100% objective

I dont know why you ignore Niger delta senators and house of rep members in your knock list. I blame our Niger Delta Senators the most in this saga. They are even more guilty than the appropriation committee. The role of senators is to represent thier region and constituency in national discuss. For something as important as Budget, our senators were suppose to take it very seriously. They were suppose to be up and doing in looking at the Budget b4 them and how it affects the people they represent. It is even thier job to lobby the NASS to add things that were not in the budget
that will benefit thier region. NASS has constitutional power to add and to remove items in the Budget. But it is the role of our Senators and house of rep members from Niger Delta to ensure this power of NASS is used to our favour and not against us.

Actually, what the Northern senators did could be seen as people doing their true Job as senators. which is to represent the interest of thier region. they saw a loophole knowing fully well the senators representing us are docile, they took full advantage of it.

However, I dont think the floating 54billion naira is an accident in Ministry of Transportation budget. The money is too close to what is needed for lagos-calabar rail to be by accident. I think the Calabar - lagos rail was already planned to be in the budget submitted to the NASS. But was mistakenly absent as item but was present in the total sum.

There is no way Rotimi Amaechi will be defending that project before the Senate without full Buhari approval. Also if the project was not very important to the president, I dont see how the president will delay his assent to a budget because of an Item he doesnt care about. However for the initial omission, the presidency deserve some blame. But atleast they tried to remedy it.
In addition, aside from the limited objectivity on TonyeBarcanista's part, some facts are sacred and have been twisted
1. The Erroenours (call it padded) was withdrawn, corrections (ammendements) made. These ammendments were sent by the budget office to the various committees. This was based on the agreement between the joint house and the presidency. The Budget Office has released a statement confirming that Cal-Lag rail line was part of the ammendment it sent to the committee on transport and committee on appropriation.
2. Amaechi when defending the budget to both committees highlighted to those ammendments. He specifically mentioned the Cal-Lag rail lines, state specifically the routes

From the above, Goje and Jibrin reference to the original budget is not only disingenous, but in bad faith. I shudder to ask, why is Goje and Jibrin, trying to hide under the "padded-budget" excuse? Are the two telling us that they were not aware of the ammendments? when Amaechi presented it at the committees, did they raise any objection? why didn't they say ahead that they were not going to recongnise the ammendments

Also, it shows that most of the Senators and HOReps were oblivious of the details of the budget and worse still were unconcerned. Imagine, Ben Bruce's excuse was to refer to a tweet by budgetIT? All the Senators whose constituencies are along the Cal-Lag route did not even offer any form of assistance or resistance. The presidency had taken its blame on the padded budget, but this time the presidency has no blame. Why the Jibrin and Goje send the budget to the presidency without sharing it with their colleagues in the committee, then later appologise to them with the excuse of time constraints? why did Jibrin send text, alerting his committee members to be ready in anticipation of PMB's refusal to sign the budget, to be ready to resist the FG.......

I can't even imagine why anybody will see altruistic intent in Goje's and Jibrin's version of the budget. How they conveniently rerouted the claimed N57b to useless and senseless projects in the North (Keke Napep, Vaccines, Solar Street lights etc), the normal route to fleece funds out unchecked.

Bianca has said that she has never met Fani Kayode in her life. It baffles me that FFK and Bianca, two people who come from influential political families had a long standing relationship but only one person knew about it.

But let's just assume it is true that they had a relationship, that was like 30 years ago! Of what relevance is that today? I have had a relationship with the daughter of a late chief Justice of Nigeria. She moved on and is now married with kids. What would be the point of me going to papers to broadcast that I used to sleep with her? Some people are small minded
I believe it became an issue when FFK was accused of being a bigot, especially a hater of the Igbos. In a bid to defend himself, FFK mentioned the fact that he had Igbo friends and girl friends and specifically mentioned a "passionate relationship" with Bianca (Now that I don't support). Now Bianca not only denied, she claimed she NEVER met FFK and instructed her lawyers to write FFK, threatening a law suit if FFK does not withdraw the statement.

FFK apologised for the embarrassment yet stood his grounds. That I believe is what led to this...........

So this issue is who lied and who told the truth..............

I think there's no shame in Bianca accepting that they went out in their teens, if it's true...but you never know, she might be ostracized from Igbo land....

For me, I don't hide my opinion about things like this, I don't try to impress anyone or to be politically correct. I will allow you to bring up the ibaka sea project by Godswill Akpabio, you will discover the way some sections of the media propagated how unviable the project will be, they attacked and attacked the project to a halt.. now fast forward to 2016 a railway project was claimed to have budgeted for in this year infrastructure budget to a whooping sum of 60billion dollars.. choi! and the national assembly removed them because they are hindering the success of PMB (that's what they want us to believe)lol.. This same project was denied by Budgit.com at least they're somehow credible because they published the first budget when it was passed, stolen, padded and represented again (LWTMB! this budget don suffer what a funny country).
Now looking at the attention diversion strategy the conspirators of this drama, actually wanted to put the masses against nass, and absorb PMB from the blame. now ask yourself, why did the newspapers report that the Nass removed those project, ? "Mind you the main target here is Calabar -lagos railway line" the reason is to divert attention and blame...
Then on another angle, why is the railway line seem to be more important to calabar than to lagos?
what and what have changed on viability of calabar/akwaibom to host sea port, but railway line by some sections of the media propaganda. The answer is simple, the railway line is a project that's aimed at diverting attention and those supporting it now, are supporting it because it's not a project that will give you (south south) economic independence, rather a parasitic one to lagos...
why not use that same money to make all the coastlines viable for goods and services.. they will come and tell me how important the mirage railway line will be,but they'll never tell you same about ibaka sea
shine your eyes! this project is a poisonous project aimed at diverting a lot of things not only attention!
Bros,

Your post is laced with crass ignorance and bile, this has probably robbed it of the intellectual value it should have been. Ibaka port is Akwa Ibom state project. PDP was in government for virtually the whole time the port was conceptualised, yet it never materialised. You should ask yourself why? You blame a government that is trying to get off to start for a supposed project (a state project for that matter) that Akwa Ibom could not bring to light? Meanwhile are these port projects not supposed to be private sector led?

Now my tots on the project is even different. The Akwa Ibom state government may not be able to muster the strength to pull it off as quickly as Lagos did Lekki FTZ Port and Airport. The two environments are different, Lagos is light years ahead of Akwa Ibom on all fronts and investors will see through these criteria to put their money.

Now to the Cal-Lag rail........
1. What still baffles me is that you lot seem so myopic that you cannot see the big picture. How can you be looking for the benefit of Lagos or Calabar in isolation when the rail line will traverse Calabar >> Uyo >> Aba >> PortHarcourt >> Yenegoa >> Otuoke >> Yenegoa >> Ugheli >> Warri >> Sapele >> Benin >> Agbor >> Asaba >> Onitsha >> Benin >> Ore >> Ijebu Ode >> Sagamu >> Lagos. Or do you think the rail line will fly on water from Lagos to Calabar?

2. Some of you people are your own worst enemies. How in the world can you say a rail project that is passing through 11 south-south cities is "aimed at diverting attention and those supporting it now, are supporting it because it's not a project that will give you (south south) economic independence, rather a parasitic one to lagos". What other development are you looking for? Are you going to force ships to a non-existent and not-to-be-in-the-near-term Ibaka port?

3. South Easterners like you need to ask yourself what do you truly want? 2nd Niger bridge, you complain, Cal-Lagos Rail you complain.........

Awon olofo SINators. When they are even unaware of the details of the Bill submitted to them, how are they going to perform? According to Ashafa, the Lagos-Calabar railway wasn't included in the first padded budget that was submitted but after it was discovered that those in the Budget Office had tampered with the budget, the Presidency submitted an original copy and contained in it was the railway project which Amaechi later defended in from of the Transportation Committee. Also, according to Ashafa, the Lagos-Calabar railway project was contained in what the transport commitee submitted to the Appropriation Committee, but like what happened in the Budget Office, the details were tampered with again. This country has a lot of enemies and some of them are our so-called leaders. Little wonder they didn't want to release the details of the budget to the Executive.
[b]@AbdulAbmj got it wrong. Federal Government Included And Defended The Inclusion Of Lagos-Calabar Rail In The 2016 Budget At The Senate- Senator Gbenga Ashafa
I have carefully followed the news items making the rounds in relation to the budget presented to the National Assembly and what was defended by the Ministry of Transport before the Senate Committee on Land Transport which I have the privilege of chairing.
The focal points of controversy seem to be the Lagos to Calabar railway modernisation projects and the completion of the Idu – Kaduna rail line.
I confirm that the Lagos to Calabar rail line was not in the original document that was presented to the National Assembly by the Executive. However subsequently at the budget defense session before the Senate Committee on Land Transport, the Hon. Minister for Transport, Rotimi Amaechi, did inform the committee of the omission of the Lagos to Calabar rail modernisation project and indeed sent a supplementary copy of the ministry's budget to the committee which contained the said project.
The minister noted that the amount needed for the counterpart funding for both the Lagos to Kano and Lagos to Calabar rail modernisation projects was in the sum of 120 Billion Naira, being 60 Billion Naira per project.
While the committee did not completely agree with all the changes made in the subsequent document, being fully aware of the critical importance of the rail sector to the development of our dear country, distinguished members of the Senate Committee on Land transport keyed into the laudable (Lagos to Calabar, rail modernisation) project and found ways of appropriating funds for the project without exceeding the envelope provided for the ministry.
In so doing, the committee observed that the Lagos to Kano rail rehabilitation project had been allocated the sum of N52 Billion Naira as against the sum of 60 billion which the Hon. Minister requested as counterpart funding while no allocation whatsoever was made for the Lagos to Calabar rail line.
Hence, the sum of 54 billion Naira that was discovered by the Senate Committee on Land Transport to be floating in the budget of the Ministry of Transportation as presented by the Executive was injected into augmenting the funds needed for counterpart funding of both projects (Lagos to Kano and Lagos to Calabar Rail modernisation), as at the time the committee defended its report before the senate committee on Appropriation. The Lagos to Calabar rail modernisation project was therefore included in the Senate Committee on Land Transports recommendation to the Senate Committee on Appropriations.
With regard to the Idu to Kaduna rail completion, the Senate Committee on Land Transport did not interfere with what was provided for in the budget as sent by the executive, being approximately 18 Billion Naira hence I am equally surprised to read on the pages of the newspapers that the amount allocated to the said project was reduced by 8 Billion Naira.
While I would have preferred to wait till Tuesday April 12th 2016 when the National Assembly reconvenes in order to have the benefit of viewing the details of the budget that was conveyed to the executive as passed, I am compelled to place the facts in proper perspective as it relates to the activities of the Senate Committee on Land Transport.
Without prejudice to the considerations and powers of the Senate Committee on Appropriations with regard to the appropriations process, the foregoing is the true reflection of what transpired at the committee level with respect to the Land Transport sector of the Ministry of Transport.
Senator Gbenga Ashafa (Lagos East)
Senate Committee on Land Transport
