Implementation is the main thing not budgeting cool

Besides

We hope the government fixing benchmark at $38 when price is $32 won't turn around to blame Jonathan if oil drops to $20/barrel undecided
Ignorance Bro.

1. Goverment fixes the benchmark prices to base the budget on. There could be excess or deficit( as in this case), thus the government then states how to finance the deficit
2. Even if government fixes it at $20, the budget is about implementation of proposed programs and not how to match the oil price

Building helicopter and drones that are not marketable is complete rubbish. It doesn't turn the economy round. You build these things but still import stuffs like electric bulbs and matches. These are the things that create jobs and make a country rich, not ammunitions.
Ok, I guess we are on different wavelength, reasoning-wise, but all the more interesting. You think building an helicopter is not marketable?.......I don't know how I can explain this to you beyond this. A capacity to build an helicopter in commercial quantity will accelerate economic empowerment. Do a research and breakdown an helicopter into its constituents parts and imagine how many people are involved in the wholesome. Few years ago, the Chinese bought a decomissioned aircraft carrier from Ukrane. Not only did they refurbish it themselves, they went further to reverse engineer it and have built their own. Indian built her first fighter jet like 12years ago, fast forward 7 years later, it had gone so commercial that OBJ government bought Indian made jets for the Nigerian Airforce

Drones are crossing over from military use to commercial use all over the world. Postage companies, Super and Hypermarkets are about to start using drones to deliver goods to homes. When these things go full blown commercial, will it not make sense to have our home grown, rather than importing such and waiting like 50years before one Nigeria now makes a Toy drone to display at motor fairs?

Your argument on importing bulbs and matches is way too regurditated and stale. First off, we had no business importing the two if we had gotten our acts together. But much more importantly, we'd rather assess the situation currently, if we have competitive disadvantage, we'd better off looking into other areas

1. The Nigerian military do have robots to detect and defuse bombs

How can you all be celebrating this "Feat" beats me, when people have done things way more challenging. Need I add that that "invention" is not novelle and probably of little use in today's technology advancement. If we talk about what should we call invention, an example is a young Notherner few years ago who built an helicopter, or the other guy from the east who built a drone.....

First off, He's not the first to build such a "model" excavator. Even right from the 80s people, had been buidling "models" like that and taking it to motor fair for display.

Secondly students in Polytechnics and Universities build more challenging projects than this toy. Nigerian Engineering students both male and female had been building Eco-Friendly model cars for the Shell Universities competition around the globe and they have been applauded for such feet. Recently some Unilag students built a model electric car.

Thirdly, I know the urge to make this an ethnic-centric rant had made the naive OP to make a senseless post. I will advise the OP that toying this line is just eroding the little value you have. Nigerian students have gone far above all these.........

What should be our objective now his to reverse the trend of our talents and potentials overseas, bring them back home and put their skill and competence to work; not as bragging rights on NL. 19 year old son of my friend recently graduated from a top institute in Ukraine, specialising in building drones. How exactly did I justify stealing? What exactly is misapplied? I simply stated a basic rule which applies to some people and shouldn't be overlooked. That's why I said, the average human psychology...
It isn't even misapplied because if you ever address/interrogate thieves, you would hear reasons. Reasons that you can relate to, but then... integrity first.

There would be thieves even if salaries are increased by 500%, but then, you would know you gave it your best shot_ unfortunately the person is just a thief!!!
I don't know the benchmark, I am not the Finance minister ;she is_ but I know that following the rising inflation in the country N18000 (less than 100$) is too poor for minimum wage, it's even worse that some folks are considering reducing it. She should be concerned about stabilising the financial sector, so that people can get good value for the little money they earn.

Whether you like it or yes, lots of people work first for selfish reasons(personal interest) before company/national goals. If the pay isn't right, they are just pushing it.
Ok then. Let me learn from you some few lessons

1. What evidence justify that the average human is prone to stealing?
2. The clamour of minimum wage increase, though justified, should be directed to the ministry of Labour.......
3. The minister I believe was addressing staff under the finance ministry, which she oversees. The center of her explication is the introduction of innovation that will help improve the performance of the ministry. This I believe is the thrust of her statement......
4. Some of your statement has no research/academic basis, and I challenge you to justify the statement that people work for selfish reasons......

I am waiting for the day this woman will make a sound economic policy statement other than this gibberish. First degree in Economics is not enough to head Finance Ministry in a big economy like Nigeria. Most economic topics that are taught in the Department of Economics at the Postgraduate School are germane to managing such sensitive position. When I had a Bsc in Economics, I thought that was all I needed to understand the workings of every economy in the world. Perhaps, advanced topics at Msc and PhD levels are sine qua non in managing the finances of a nation. If President Buhari had understood Energy Economics particularly the Shale Oil development in the western world and the relationship between OPEC and the Seven Sisters, he wouldn't have been busy promising up and down and how he would stabilize the world oil price.
Bros,

some of you just show some funny and naive views with brazen effrontery.....
1. Topics taught in Post Graduate school is a pre-requisite to heading Finance ministry? where on earth did you get that from? What is the relevance of "topics taught in postgrad schools"(and which topics by the way) with the level of knowledge, experience and competence required to head the ministry? If we go by your line of thinking (ridiculous as it sounds) so Kemi Adeosun has no post grad schooling?

2. Please stop lifting and throwing words and concepts......Shale Oil development in the western world...the relationship between OPEC and Seven Sisters.........and all the jargons you put up there are rhetorics. How all these affects Kemi Adeosun in context you did not explain.......

*I'll never get caught
*They can afford it, of course the country can. Afterall past leaders looted and yet it's still remaining.
*Everyone does it_ the big reason. If Mr A a renowned politician can steal and walk heads high, why can't I?

Aunty Kemi, please pay workers well and prosecute looters. Their reasons might sound stupid to some people with integrity (which probably hasn't been tested) , but it is their reason all the same. grin

OdenigboAroli:
NECO Boss Applauds Obiano for Anambra’s Performance in Exams

The Governor of Anambra State, Chief Willie Obiano has been lauded for the sparkling performance of Anambra children in National Examination Council (NECO) exams.

Speaking during a courtesy visit on Governor Obiano at the Governor’s Lodge, Amawbia, the Registrar/Chief Executive of NECO, Prof. Abdulrashid Garba applauded the State for recording almost 80% in 5 Credits including English Language and Mathematics in year 2015.

“This is commendable sir, and that is the reason why I choose Anambra as my first port of call in my tour of states of the federation,” Prof. Garba revealed, further attributing the impressive performance of the state to the heavy investments that the state government makes in education.

“I also want to appreciate you for the good relationship that your office has with NECO and to commend you for the great performance of Anambra State in NECO examinations which is largely because of the investment your government has been making in education,” the NECO Registrar observed and further revealed that since taking over the mantle of leadership of the examination body five months ago, his mission has been to guarantee credible examinations that can be accepted worldwide and to cement the relationship between NECO and various state governments in order to build confidence and cater for the Nigerian child.

He also praised the governor for giving NECO a free plot of land to build its office in the state and commended Anambra for showing such a keen interest in NECO examinations.

Recalling that the examinations body came into existence 16 years ago to help restore integrity to the nation’s examinations, Prof. Garba revealed that NECO has a slogan which emphasizes the importance of “doing the right thing for NECO’s integrity and doing the right thing for credible examinations.”

In his response, Governor Obiano expressed happiness that Anambra has been consistent in churning out impressive results in national examinations in the past three years.

According to him, “my administration has done quite a number of things in the past 18 months to ensure that Anambra continues to do well in all external examinations. First is the initiative to give teachers in the remote areas of the state a quarter of their salaries in addition to their basic salaries.
This has stimulated a clamour among teachers to be posted to rural areas. In addition, if a teacher teaches sciences or Igbo, she gets a quarter more to encourage her,” Governor Obiano explained. He assured NECO of the support of his administration at all times.

The highlight of the visit was the presentation of a commemorative plaque to the governor to underscore NECO’s acknowledgement of Anambra’s excellent performances and the governor’s robust investment in education.
Why in this your report does it say Anambra scored highest? From the ThisDay report http://www.thisdaylive.com/articles/delta-edo-lagos-top-neco-results/219943/, Anambra is not even in the top 3

RATIO DECIDENDI

A. I. KATSINA-ALU, J.S.C (Delivering the Leading Judgment): Let me start by thanking all the senior counsel for the parties for the adroit and impressive manner in which they have put across their arguments both in their different briefs and the oral arguments canvassed in support.
The issues in this appeal fall within a narrow compass. The starting point is the decision made by this court in Ugwu v.Ararume (2007) 12 NWLR (Pt. 1048) 367. The simple issue decided in that case is that a political party wishing to substitute a candidate for another within 60 days to the election must give cogent and verifiable reasons to INEC for the substitution sought. In the said ARARUME case, this court decided that to offer the reason framed as 'error' for a change of candidate is not in compliance with s.34(2) of the Electoral Act. 2006. In this case. the same reason relied upon by the respondent in substituting the appellant with the 2nd respondent is the word 'error' without more. Clearly in my view the cases are similar and the same principle applies. In the arguments of respondents counsel, it was submitted that the fact that there was an indictment against the appellant constituted a reason for INEC to disqualify the appellant. My reaction is that the submission is untenable because there was no indictment known to law against the appellant. No court of law pronounced the appellant guilty of any criminal offence justifying his exclusion from the election. Indeed, he was never charged before any court. It is my finding that the appellant was not substituted in accordance with the law and therefore remained the 3rd respondent's nominated candidate for the Rivers State Governorship election held on 14/4/01.
The submission of the respondents that section 308 enures to the benefit of 2nd respondent is untenable. The wrong upon which the appellant premised his claim had been in existence before the election. The court below correctly decided that the section 308 did not avail the 2nd respondent. I am unable to accept that 2nd respondent enjoys any immunity in this matter.
The claim of the plaintiff/appellant at pages 68-70 of the record are declaratory and injunctive. He brought the claims so that he would not be substituted.
It is my view that the candidate for P.D.P. at the election was the appellant. His name was unlawfully removed. In the eyes of the law, he remained the candidate and this court must treat him as such. My view is that it was the appellant and not the 2nd respondent who must be deemed to have won the elections. The argument that the appellant must be held to his claims overlooks the fact that this court has the wide jurisdiction to give consequential orders and to grant reliefs which the circumstances and the justice of a case dictate. Wherever justice demands it, this court shall rise to do justice without regard to technicality.
I ought not to make an order which does not address the grievance of a party before this court. The only way to accord recognition to his rights unlawfully trampled upon is to declare that the appellant and not the 2nd respondent must be deemed to have won the April 14 Gubematorial Election.
The cross-appeals by 2nd and 3rd respondents fail. The appeal succeeds. The decision of the Court of Appeal is hereby set aside. I declare the appellant the one entitled to be in the Govenorship seat in Rivers State since he was the lawful candidate of the P.D.P. at the election. It is ordered that the 2nd respondent Celestine Omehia vacate the seat of Govenor of Rivers State immediately and that the appellant be forthwith sworn in, in his place. I will give my fuller reasons for the judgment on 18/1/2008.
I make no order as to costs.

.
OK let's watch how things are panning out and will finally pan out

@Eddygourdo,

I applaud this initiative of yours. Let me lay on ground some suggestion........

About 6 years ago, leaders of thought in the South West (Governors, Industry Captains, Religious Leaders, Politicians, Activist groups, Traditional grounds and other interest groups) converged at Grandview Plaza in Magodo Lagos with a sole purpose - SW REGIONAL INTEGRATION. A body was created called Development Agenda for Western Nigeria (DAWN) Commission http://dawncommission.org/, a development body aimed at fostering regional integration agenda of the States of Western Nigeria, comprising Ekiti, Lagos, Ogun, Ondo, Osun and Oyo States. The sole aim was for the six South West states to chart an Soci-Political and Economic path for themselve into the future. Some of the outcomes of that meet was the formation of strategic teams to look into and profer the strategic plans on the way forward, namely

1. Increase in spate of development and support across these regions. "The governments of the Southwest regional States of Nigeria-Ekiti, Lagos, Ogun, Ondo, Osun and Oyo agree and are committed to a common set of development strategies across all spheres of existence i.e. economic, technological, social, educational, human capital for the Region and its indigenes. "
2. Rapid Infrastructural development - e.g. A South-West joint investment in Rail lines that connects the 6 states, hence accelerates movement of people and goods
3. Increased open access to trade..
4. Special emphasis on Agri-Business......
5. and more

In the strategy document, the Yorubas had taken a thorough self assessment and have identified their strengths and weakness. Recomendations have been made to states, especially in areas of their competitive strengths.

This I suggest is what the South Eastern states can also do. It is not rocket science...........and the secret is that, at a time in the future when we all cannot but accept the necessity and practicality of regional autonomy, the south west hopes to arrive as a very viable and immensely wealthy region, having viable commercial and prosperous activities (Commerce, Banking, Telecoms, Trade, Oil and Gas, Agric, Entertainment, Education, Technology...name it)

My brother, there is no need to assume. The SS have said NO to SE+SS seccession. We sympathise with you and it is my desire that the dream of every Igboman/woman is actualise but we don't subscribe to SS+SE Biafra. I think you should discuss within the context by not discarding the realities on ground.
@TonyeBarcanista,

This is one question I still keep asking and seeming Igbo folks on NL pretend or gloss over it. I believe it is better the Igbos make a thorough self assessment of their "assets" apriori even if the quest for Biafra will materialise. You SS are obviously not with them in the Biafra quest, and you have your own quest. How Oil all of a sudden turn's into Igbo Oil is another fallacy that beats my imagination.........a yoruba saying "If someone is leading you astray into the bush, you'd better force yourself back on track on the road"
