1. The story is fake.
2. If true, then the village witches and wizards have not departed from tormenting the groom
3. 50k shoe? this groom is a wanna be and a local bush rat. Inferiority complex the worry am

Unfortunately, the groom's failed to realise that his idiocy and complex cost him a day of ordained by God. It's about to cost him a life partner........except the witches and wizards were doing them both.

1. First of the titling of this piece by the OP and the reporter is sort of a wrong contextual capturing.
2. Ambode was invited to the tweet-meet by Japhet Omojuwa, and a Japhet with a twitter followership of over 274,000, was a strategic event for people to have their say directly with Ambode
3. I am suprised that NLers probably did not know about the event.
4. It was gentlemanly for Amode to honour the tweet meet and respond as best as he could to the torrent of questions

Think of it........how often would you have direct access to leadership, have your say and get a response? How often will a governor tell you personally through twitter that you should hold him by everything he's about to say on twitter even before answering the first question.

I'll advise that people get on tweeter and search for #JJmeetsAmbode so as to get better view of what transpired.

The lesson I learnt in this meet is that we can collectively build the society.........

I know that and that's the reason I said they're confused. They should have linked it to the National ID database from inception through a web service. That way before your BVN is captured as a Nigerian citizen, it must verify your identity. Doing it as an after thought would create a lot of discrepancies in records not verified.

Madam,

I was surprised with your "Confused People" jibe initially, at the risk of lumping you with the "brain-fart" wailers. But your submission is spot on. In my days in IT, I remember one NCS conference where we had a rep from NIMC presented a paper on Identity Management, the house was unanimous in condeming the strategy of creating unnecessary redundancies (multiple databases that are not linked).

This approach could be a right step in righting the wrongs of the past. If we can premise our national identity on the two (BVN & Nation ID), then we can capture many people. The problem though is that we have many "unbanked" way more than 60% of the population. So we may have to include the GSM data registration

The Ransom Kuti man just didn't want to fight a useless fight. A fight that was self-inflicted by religious big wigs in the north who clamoured for sharia criminal laws.
Religious wars are usually endless.

Boko Haram has made it plain several times that it's fighting for a country governed with sharia criminal laws. And millions of people up north of Nigeria share with Boko Haram the same aspirations for a country governed by sharia criminal laws.

Sometimes Nigerian soldiers do not even know who the enemy is.
Bros,

1. I no dey for many of the conjectures you put up here. Let's deal with facts and not fictions, figments, distortion, concoctions and manipulation of stories
2. Gen Kuti as any soldiers is not concerned with "civilian, or ethnic" affairs.

You lack military bearing, who told you generals dont go to war, who leads?. As a matter of fact he was the multinational Joint Task Force Commander at Baga, a special operation different from the Operation lafia dole. That Task force has been even before Boko Haram started. The General will be released because he has been in detention for more than 6 months and his dismisal will be converted to retirement on further appeal. Gen Kuti is a very hardworking and nice officer known to me since he was a Capt in the 90s. It was a well planned 4am attack by Boko boys.
1. My brother, are you minding Mofos......the same Kuti that led efforts during the Liberian civil war and was successful?
2. The Nigerian Army seem to contradict themselves with this verdict. If he was exonerated from the accusation of cowardice, how can you now condemn him for abandoning weapons that never worked? It wss becos the weapons never worked that made him commanded his men to pull back.....
3. I heard from grapevine that he could have gotten out free if he had struck a deal, but he maintained his innocense and refused the bargain, wanting to be proven innocent in the courts

I agree with you there.
The president seemed to be dodging questions, which must have gotten on the interviewer's nerves...sort of.

Regardless, that's basically what Upfront is all about;
Buhari should have been more than aware what he was signing up for when he agreed to be interviewed by Mehdi.

Apparently based on facts, Mehdi has a mindset that things are currently moving from bad to worse in Nigeria.
The president on the other hand was speaking on the contrary, as someone who is on ground.

He (Buhari) contradicted himself on the Amnesty International report. However, Mehdi gave him credit where due when he said that some staff of the army were sacked on his assumption of office.

The question he was asked on Sharia, and his response leaves much to be desired.
Now, I can confirm that Buhari really uttered those words.

Aside the mild altercation they had, I think it was a fair performance. I have to state though, in my opinion, that Buhari's capacity as leader in terms of Charisma and Mien is uninspiring, flatly uninspiring.
Madam I like your analysis but I differ a bit on some lines
1. Buhari was upfront and open with Mehidi.
2. Mehdi's position on Boko Haram's killings are twisted. He wanted a total head counts as a benchmark of performance, Buhari was explaining a perspective of lands coverage. For example, Boko Haram was controlling an equivalent of the size of Belgium, now Buhari said they've been restricted to Sambisa forest and night ops and that they are incapacitated from carrying out coordinated attacks as they used to do before
3. You cannot confirm Buhari uttered any stupid words when the person (a Yoruba Thisday journalist) that concocted the nonsense confessed before he died.
4. Every other thing are your personal opinions.......

menumchi:
Hehehehehehehehe! I laugh in pidgin.

This conversation is really interesting. It goes a long way to say that the Nigerian Youths aren't dumb as alleged by the 'elders' and I'v learnt a lot.

Anyways, I think the OP made some points and those who replied have made arguments worthy of note.
Suffice me to make certain deductions from the foregoing narrative:

1) Fashola wasn't under any oath whatsoever or legal cross-examination. It was more or less an interview session for a Ministerial portfolio so he has the right to self-defence and to counter questions intelligently (as most of us will, if put in that condition) using any mechanism at his disposal, as would any other nominee.
......For instance, d outrageous amount spent on website design was thrown @ him (Fashola) and he technically defended himself, whether or not he was right or wrong was left for the Senators to decode. #pls tell me who wouldn't do dat when in dat condition.
.........The issue of the amount is sometimes a function of the contractor that executed d design and dat largely depends on the kind of website the State actually wanted (leme leave dat for the I.T gurus). More so, price range also differs cos what Mr. A will 'charge' to design a website will b different from the price of Mr. B since there isn't any fixed price to website design and dat goes for all other technical and expert jobs. #Bt trust me, dat amount was way outta line#...........
....Talking abt d issue of who signed cheque or not, the Chief Admin of a State can't categorically say he is unaware of what went out of d State coffers, or who signed a certain amount to be released and for what purpose. Cos b4 even d entire process is concluded, he (d Chief Admin) must give his express approval. And so to me, his claims on 'institutional process' is neither here nor there. Cos if dat should b be anything to go by, it simply indicates he isn't meticulous and his admin prowess is questionable.

2) It is left for the interviewers to ask him (using Fashola's interview as a case study) relevant and pertinent questions with regards to his antecedents as a Governor, Leader, Administrator and perhaps as a SAN. And hence they failed to do that, that is to the advantage of the nominee, bearing in mind that he needs d job else he won't be there. Cos I know u don't expect the nominee to remind the interviewers of questions they probably should ask him/her. Nobody goes to an interview room/hall and after d session, starts reminding d interviewers that.....oh! U forgot to ask me dis and dat.

3) And I think we should be more constructive in our criticism with respect to the OP's narrative and let go of issues bothering on political party sentiment, tribal inclinations and character/personality assasination cos we are one Nigeria and whether we like it or not, we are all inteconnected in one way or the other. So to an extent whatever affects A will have an impact on B as well.

4) Finally, I would say that our 'interviewers', the senators of the Federal Republic should bear in mind that they are representing the entire Nation and so questions that bothers on Nominees' skill set, admin and leadership prowess, competence, versatility on the issues affecting the Nigerian State and pragmatic approach to combating these issues rather than allowing themselves to be bamboozled by intelligent speeches and grammar renditions and applauding same to the utter chagrin, disappointment and disillusionment of the populace.

#Fashola or any other nominee isn't the problem of Nigeria.
#Not a fan of Fashola or any other nominee. The Senate should try and do a good job for us.
#Lets all hope for d best as we keep evolving democratically.
#God bless Nigeria and NL.
@ menumchi,

I think you are about the only person that shares my perspective to this whole saga

1. Fashola like a typical smart ass is playing a chess game with his accusers
2. Fashola is toying the line of the burden of proof rather than self-defense. In other words, Fashola is saying is "Prove my guilt" rather than he proving his innocence. Conventionally, you're better of fighting for a space when you are in the space and the opponent is outside, than both of you being inside the space or worse still you're outside and they are inside. Fashola will not tender any evidence to prove his innocence except the accusers can
3. One way of doing two above is to get someone to sneak out the details of the contract or get a court to compel them to make it public. The complication of this is unimaginable......it's not just worth it

Be that as it may, here are my few thoughts

1. 8years of my career sojourn was spent in IT. I had even led software projects of similar nature in the past.
2. Can this project be worth 78million? it depends on how it's couched, the scope and associated software Licensing and consultacy fee. (Caveat: I am not going to answer yes or no, as I was not involved in LSG website projects). I have been in a project team of a software project cost $600,000. ERP projects cost in excess of a $1m and the end user only get to see web pages........
3. Some also argue that software projects are intellectual proprietary works, hence the valuation is subjective. I remember I called for quotation for a a corporate intranet collaboration work based on Microsoft Sharepoint. (In other words, these companies were going to design using what Microsoft had already started and not that they were starting from he scratch).I had 2 top software firms in Lagos and was bewildered when I saw quotation of N18m and they will not bulge when I requested a downward review. I remember also inviting these 2 guys that had done web jobs for Guiness and didn't bother to call them for a second meeting when I heard the "ridiculous" stuffs they were talking about...........
4. At the end of the day, people could have padded the contract......can we prove it?

Hey stupid,

See my reactions in blue

chigo93:
Must you make use of senile words? - Senile words? You seemingly want to engage in a discourse way beyond your intellectual capacity....

You are the one lacking understanding, cos the constitution spelt out the roles to be performed by every stakeholder as the op rightly quoted. Interesting. Bros what the constitution spelt out is obvious, what is ridiculous is the jaundiced interpretation. Barcanista is playing mind games, but you're simply gullible

No one said due process wasn't followed, what the op tried pointing out is the moral decadence in awarding a contract to develop a website for 78million naira.I knew your intellect is limited. The OP rebutal is on the alledged incorrecteness in Fashola's defense that there's an INSTITUTIONAL PROCESS followed. The OP in this case is not arguing the morals. He on premised his argument on the constitutional provision which he claimed Fashola interpreted wrongly. Even if I will oblige you an argument on that premise, as some as said, the provisions and instituted process can only be addressed on legality terms and not your moral cry. Was there an instituted process? was it followed? was it breached? I expected that someone would have gotten the terms of the contract by now, and give a breakdown analysis of the details of the contract. It could be that it was indeed a fraudulent contract. But let us demonstrate factually and intelligently that it is and not this watery arguments.

Such issues are brought before the concerned commissioner which he (fashola)appointed, and I believe his commissioners brief him on happenings in their various ministries. Bros, in structured organisations, tenders board is a semi-autonomous entity and the commissioner CANNOTinterfere with their works till they submit their final recommendations to it. The commissioner CANNOT even amend their recommendation. If he has any exception, he sends it back to them for further clarification. The tenders board is also an audit-able entity. The commissioner is also not into price verification. There is an organ of the tenders board that has the responsibility. So that the commissioner briefs Fashola on is relative. The important thing is that whatever will get to Fashola from the commissioner, would have gone through scrutiny......

You are just speaking english,a competent commissioner who fashola appointed should know that there is no where in the world where a website costs 78million naira, and so even kick against such an outrageous cost inorder to save money for his ministry, unless ofcourse he has ulterior motives. At this point, I'll say, stop being childish. I'm not Fashola or holding brief for him, but when we bring a technical argument, let's make sure it's sound. The contract details is not yet public and till then I hold my final comment. If and when the details is made public and Fashola is guilty, I will humbly submit.....

Can't u see you are demented, its you who now reasons in reverse gear, what is the purpose of appointing commissioners then if not for advisory purposes since the governor can't be everything. You don't expect fashola to do market survey, thus his reasons for having commissioners who give him the best possible advice, whether he likes it or not, he appointed his team by himself, he appointed people he felt shared common goals with him, maybe budget inflation is a common goal they share too *just saying*You're still a toddler in common sense.

The accountants act based on interventions by politicians,in this case the commissioner who can be said to be an extension of the governor. This is new. Accountants act based on intervention by politicians? I would rather you assert, who sign cheques? accountants?

Madam,

The way you've even asked the question shows you're far from understanding how the basic approval process works. If the issue is 78million naira website, I can tell you that it depends how the contract is structured, which we do not have the details. The question should have been what are the line items that culminated in the said 78million and not who signs the cheques.

when push comes to shove, if the contract is fraudulent, it is Fashola that bears the whole responsibility and not who signs the cheques

TonyeBarcanista:
At the ministerial screening earlier today ex-Lagos state governor Raji Fashola was asked a direct question regarding the N78million appropriated for the building of personal website. Here was Fashola's response...

While we all agree that award of contract is an Institutional process, FASHOLA refused to tell the Senate that the process is only finalised when the relevant commissioner in charge of the affected ministry append his/her signature as prescribed by Section 30(5) of Lagos State Public procurement Law (2011) which Fashola signed into law... In fact subsection 5 was very clear...

30.— (1)   There is established by this Law in each of the State’s Ministry, Extra-ministerial Office/Department/Agency, Parastatal, Corporation, a Tenders’ Board.

(2)   Subject to the approval of the Board, the Agency shall from time to time prescribe the membership of the Tenders’ Board.

(3)   The Tenders’ Board shall have power to award and be responsible for the procurements of goods, works and services within the benchmark set in the Regulations to this Law.

(4)   In all cases where there is a need for pre-qualifications, the Chairman of the Tenders’ Board shall constitute a technical evaluation subcommittee of the Tenders’ Board charged with the responsibility for the evaluation of bids which shall be made up of professional staff of the procuring entity and the Secretary of the Tenders Board who shall also be the Chairman of the Evaluation subcommittee.

(5)   The decision of the Tenders’ Board shall be communicated to the Commissioner for implementation.
(EMPHASIS Mine)
http://www.lagosppa.gov.ng/ppa-law/tenders’-boards

Fashola Indicts Himself:
From the section (SPECIFICALLY subsection 5) it is expressly clear that the Fashola's administration through the affected Commissioner 'okayed' the contract to be awarded at that RIDICULOUS amount. We should also note that Commissioners are not elected but appointed by Governors and they report to Governors. That means the affected Commissioner must have reported the said contract to then Governor Fashola while reporting the activities of his ministry to his boss.

Looking at the defence that Fashola put up and placing it side by side with procedure, two things can be deduced;

1. Fashola was aware of the whole thing but deliberately LIED before the Senate to cover his track. He was fully aware of the deal. The job of the Commissioner is to ensure that contracts by the Tender Board is in the public interest. His/her signature is a testament of endorsement. Fashola as briefed but deliberately refused to revoke nor question the contract. In fact, he was silent about it until Ambode raised alarm. OR

2. Fashola was not aware thereby making him complacent of his duties as governor of Lagos state. If this is true (which is doubtful), then we beg to ask how many more inflated contracts went undetected by the Governor? This second is a statement of incompetence.

Both 1 and 2 are indicting if we look at them from any angle..

The 'I Never Signed Chequ' Holds No Water
The Fashola's 'I never signed cheque' statement is untenable anywhere. No Governor or Presidents signs cheque for the award of contract in Nigeria. There are Accountants that effect payment. What is required of the political officers is to APPROVE contracts for the Accountants to issue cheques. So why should Fashola use that as defence? Let me also remind all that NO Governor or President 'steal' or inflate contracts directly! The process to loot has always been INFLATION of contracts through relevant Commissioners/D-Gs etc.

It is however unfortunate that the Senate FAILED to ask relevant question but instead nod their heads in ignorance. It is very shameful that the same Nigerians that called for the head of Princess Stella Oduah over the N260million vehicle were singing Fashola's praise for the shabby defence that he put up.

TonyeBarcanista,

1. Sometimes I wonder if you choose to comprehend things on the reverse gear
2. While it is plausible that your exposure to procedures is limited, but I do not expect your comprehension to be
3. Your interpretation of the constitution to address Fashola's defense is flat way-off.
4. Fashola DID NOT deny that those stated amount was spent, but rather his "i don't sign cheques and my commissioners don't sign cheques" meant that there is an instituted process, which is in operation and it was that process that was followed.
4. That the relevant ministries (Planning, Science and Technology and Procurement Department) handled those contracts in question as their statutory and constitutionally duties
5. That he had a government to run and operational issues of such nature are not even brought to him for approval

Your twisted interpretation of the constitution is flawed on these levels
1. The tenders board are primarily setup to review contracts, negotiate and get the best deal for the government. The tenders board make approvals to the commissioners and it is based on these recommendations that the approval is gotten and the contracts are awarded. The commissioner in this context rely's on the approval of the tenders board. The tenders board had also relied on the the internal benchmark price setup by the planning department. It is based on this benchmark price, that the tenders board negotiate. This is also how it is done even in the private sector. The summary of that submission is that a system is put in place that handles procurement and contracts, and this system is matured enough to be self operated regardless of who sits as commissioner or governor
2. Even if the commissioners reported these contracts to Fashola, after the tenders board recommendation, I dare ask, is it Fashola's job to do market surveys?
3. Your rebutal itself shows how limited you are in knowledge of how things work
- Accountants are not the ones that sign cheques. Signatories are determined by according to control frameworks of each entity
- Your accusation of contract inflation can only be proven if you can establish that the constitutional provisions was subverted or sidelined to achieve such.

Finally your recourse to a comparison of Stella Oduah's stealling is unnecessary. I am not suprised, as your weak arguments speaks for itself.
