Let's borrow a leaf from what happened in the first century. A man walked up to Jesus and knelt humbly before him and ask:

Jesus' response shows that it's not an individual thing where the man can just be on his own claiming he believes in Jesus because going by his attitude this man already believes that Jesus is God's only begotten Son.
But what happened along the line?

This means he must associate with Jesus' disciples and do whatever Jesus commanded them. But to most Jews in the first century Jesus' disciples were looked down upon as worthless men for they keep going about preaching and teaching God's Kingdom message in his name.
The man felt he could be a believer in Jesus without having to join the group in their assignment.
When Jesus' disciples saw a Jew doing what Jesus taught them they felt jealous and stopped the man because he hasn't been going about with them so Jesus told them the man is doing the right thing which they supposed to be doing fearlessly. Luke 9:49-50
In view of this event many today feels it's appropriate to be a lone preacher in the name of Jesus but that's a misconception.
WHY?
Jews in the first century all knew what the scriptures says about the promised Christ what they don't know is the Christ himself and what he taught so if any Jew goes about telling his fellow Jews that Jesus is the Christ all the Jews knows what being the Christ means therefore it is enough for any Jew back then to acknowledge Jesus as the Christ.
But today most people don't even know what the scriptures says about the Christ so they need to know first what the scriptures say the Christ will achieve and why Jesus didn't fulfill all these things in the first century otherwise by the time such individuals face challenges in life they will be confused as to what they thought they believe!😟
So being a Christian means to associate with people who knows what the Christ supposed to do, what should be the result and why God will destroy those who aren't adherents of what the Christ taught his disciples that is what makes one fully competent and completely equipped Bible scholar: CHRISTIAN! 2Timothy 3:17

Believing in Jesus is part of God's law.
So whoever refuse to believe in Jesus is no longer a worshiper of God. God's law says after Moses has given the Israelites the commandments in later times God will raise another prophet like Moses for the Israelites and whoever refuse to obey that prophet will be cut off from the list in God's memory book! Deuteronomy 18:18-19
Therefore believing in Jesus is included in the worship of the true God but when people don't know the true Christians or are not convinced to see the light there is no way they can believe what is not clear to them.
That is what Paul meant in the verses below:

There are many religions groups in Israel when the first century disciples of Christ claim they have known the Christ whom their God promised as means of salvation.

God's judgement is only for people who don't OBEY God's commandments not people who lived by conscience because that's what they know! Romans 2:14-15

So the judgment of people who don't know God's laws or His word is not within our grasp because they don't know the basis for their being judged!

Only true Christians can answer this and convince whoever wants to know but as for churchgoers they have no idea in fact the Hebrew word SHEOL and it's Greek equivalent HADES translated HELL has a totally different meaning from what the churches are telling people because Hell simply means the grave and both the good and bad goes there.
So when you now ask a Churchgoer what will happen to nice and sincere people who can't believe in Jesus since they are not rased as Christians the Churchgoer will be lost in thought as they don't know what Christianity in itself stands for!😟

I remember back then in Islam once you follow adherents to the mosque and do what they are doing bowing and turning right and left you have become a Muslim to their imam but one thing they failed to realize is that the same person could be easily brainwashed to kill members in the mosque after all he doesn't know the reason why he joins others in bowing towards the same direction.
