And it seems they obey the Bible the most:

According to Jesus everyone is your neighbor.

The Jews believe that only fellow Jews are their neighbors that's why Jesus used the illustration to show them that anyone can prove to be a neighbor whether you know him or not.

But a brother is someone with whom you share something in common which will make the both of you feel attached to one another.
My colleague at work is my brother in business.
My relative is my brother because we are from the same background.
My fellow believer is my brother because we both share the same line of thought.

Your assertion that only those who try to be nice are neighbors is wrong that's not what Jesus meant you can prove to be a neighbor just as the Samaritan did.
