To grasp the difference between someone who is a neighbor and a brother is simple:

Brothers takes orders, instructions or guidance from the same source while neighbors don't each goes his or her own way!

Neighbors are people living around you they may not even know you or what you believe so when talking about orders a neighbor doesn't expect you to act the same way like him but a brother knows you both get instructions from the same source.

So if my brother does something wrong i have the right to call and remind him the rules or guidance binding us as one if he agrees all he needs to do is to accept he's wrong and tender apology but if he disagree i will call two other brothers with whom we all share the same line of thought to speak with him if he still disagree then the body of elders will intervene in the matter if he still disagree with the elders of our spiritual family from that moment he seizes to be my brother in Christ! But what if he keeps committing blunder and coming back to me remorsefully admitting he's wrong Jesus said he still remains my brother no matter how many times he commits blunders i must not disown my brother! Matthew 18:21-22

Is Jesus a hypocrite for saying this?

Because this person is a sinner who is on the process of washing his dirty robes (working on his old personality) he remains obedient to the same rules that's why he keeps tendering apology because he knew and agreed that he was wrong. So he remains my brother.

Well for the benefit of interested followers of this thread all humans are NEIGHBORS because one way or another we get to see and help ourselves despite our differences but when talking about BROTHERS that means we must be related somehow.

We can be related by birth so we call such a person "BROTHER" Jesus is not moved by such relationship.

We can also be related by business so we call our colleagues "BROTHERS" this also doesn't move Jesus.

Lastly we can be related by beliefs Jesus so much appreciated this that he called all those who share his thoughts "BROTHERS" while his own mother and blood brothers were waiting for him! Matthew 12:46-50

So the same applies to his real disciples today (Jehovah's Witnesses) throughout the world people know this group for the ONE LOVE we share {John 13:34-35} no matter where the person comes from as long as he or she gets baptized as one of Jehovah's Witnesses he or she automatically becomes a member of this global family.

So while everyone around us is a neighbor even though there are well meaning neighbors as well as unkind neighbors anyone with whom we share the same beliefs is our brother, sister, mother, father and family in general! Matthew 12:46-50 compare to Matthew 19:27-29

God has one purpose for mankind and it is stated in His word:
