Boko Haram has claimed responsibility for attacks in Chad’s capital N’Djamena and the Nigerian city of Maiduguri, the SITE Intelligence Group said last night. The US-based monitoring group said the claim of responsibility, made on Twitter, was signed “Islamic State, West Africa Province”, as Boko Haram has styled itself since pledging allegiance to the Islamic State group in March. “West Africa Province [formerly Boko Haram] of #ISIS claimed the suicide bombings today [Saturday] in Chad and Nigeria,” SITE said on Twitter. A statement citing Boko Haram’s Twitter message identified the attackers and said they had “pounded strongholds of disbelief in West Africa”. At least 15 people were killed in a suicide bomb attack at a crowded market in N’Djamena on Saturday. Boko Haram had previously claimed responsibility for a June 15 attack in the city that left 38 dead. In Maiduguri, two persons were killed when two suicide bombers tried to target a busy bus station. Heavy security prevented the attackers from getting into the terminal. Emenike replaces Ghana striker Asamoah Gyan who has joined Chinese Super League side Shanghai SIPG on a two-year deal. The deal includes an option for Al Ain to buy Emenike at the end of the loan. The 28-year-old, who scored 4 league goals in 27 matches last season, knows he has much to live up to after Gyan’s 128 goals in four years in the UAE. “This is a big club with high expectations and I promise to give my best,” he told BBC Sport. “It is true that [Asamoah] Gyan has done a remarkable job here so I understand there will be expectations. “But I also want to succeed alongside the fantastic players here and win trophies because that is what the club is all about. “On a personal note this is a fresh challenge that I need in my career and I hope to make a great contribution at Al Ain. “I’ve been given an amazing welcome by the club and my focus now is to deliver on the pitch.” Emenike endured a turbulent period at Fenerbahce having initially transferred to the Turkish side in 2011. However, a match-fixing scandal, for which he was later cleared, prompted the Istanbul club to sell him to Russian side Spartak Moscow less than two months later. He re-joined Fenerbahce in 2013 and helped propel them to the 2013/14 Super Lig title and the 2014 Turkish Cup crown. But Emenike, who made his Nigeria debut in 2011 and was top scorer at the 2013 African Cup of Nations, suffered a dramatic dip in form last season which attracted negative reactions from Fenerbahce fans. A suicide bomber driving a tricycle (Keke Napep), this morning, detonated opposite the state security office in Maiduguri. Security sources disclosed that the blast, which occurred around 7am, killed one person and the bomber, while four people were injured. A Twitter user, Yax Mandara, who narrowly escaped the bombing, witnessed the explosion. Mandara shared the gory details on her page a few hours ago: My driver just narrowly escaped a bomb blast. The police on Friday confirmed the death of five persons during explosion at a gas station in Suleja, Niger State. Mr Abubakar Yahaya, Police Area Commander, Suleja, confirmed the death in an interview with the News Agency of Nigeria (NAN) in Suleja. He said the police were immediately deployed to the scene to safeguard further loss of lives and property. "Some staff of the company said three staff and two customers lost their lives while those injured were rushed to Sabon Wuse General Hospital," he said. Read Etcetera's message to President Buhari below... Wake up, President Buhari. Get in the game; you have left the door open for more Federal Government bailout. The question is, why would the Federal Government get involved? And, beyond that, why should it? Can the Federal Government really help a state like Osun? Hell no!! The predicament of these states is due primarily to two causes. One is mismanagement, which has amounted to billions of their total shortfall. The second is the money that was borrowed through the years for unseen projects and other unnecessary obligations. Disappearing jobs, empty factories have all played a role, too. There are so many reasons why bailing out cash-strapped states that mismanaged public finances with over N7bn should be prohibited henceforth. We are talking about public funds here and Nigerian taxpayers need to watch their wallets. If not, there will be a call for a federal bailout to finance the purchase of private jets for state governors. The National Assembly should act now to ensure taxpayers aren’t forced to pay for years of mismanagement by government officials. Failure of some of these states to properly manage their funds might be rooted in an unholy alliance between the governors and their godfathers. The issue of ghost workers is another thing that should be looked into. It is a fact that some of the commissioners liaised with the permanent secretaries to milk the states by employing ghost workers. ADVERTISEMENT Leaving aside the argument of the merits or demerits of federal relief for these financially troubled states, the way these governors squander public funds makes it morally troublesome and that’s to put it lightly. It would have been understandable if this bailout was as a result of natural disasters like earthquakes or outbreaks of terrible diseases such as Ebola. Seeking federal bailout to pay workers’ salaries is preposterous, especially when the said states have been receiving regular monthly federal allocations. Osun State needs to lie in its own poorly made bed; the rest of the country cannot be expected to pay for the myopic misdeeds of a lazy government. Consider an uninsured driver who negligently makes an illegal turn that causes an accident with another car. Witnesses call the police, reporting who is at fault; the police transmit this information to the traffic offence unit. When they arrive at the scene and find that the car of the driver at fault is uninsured, will they tow his car to the workshop and have it repaired at the expense of the government? Let us also pause and consider whether this bailout shows respect for ordinary Nigerian citizens. The state governors having chosen to run their risks, they deserve their misfortune, so society need not save them from it. There are so many good reasons why the Federal Government shouldn’t have offered a bailout to these states. That the government treasury is empty is certainly one salient factor. United Nations Population Fund (UNFPA) has said that about 16,000 Nigerians have fled the north eastern parts of the country seeking refuge in neighbouring Niger, Chad and Cameroon. This statistics was contained in a statement signed by Kori Habib, UNFPA Media Associate in Nigeria as part of the activities to mark the 2015 World Population Day scheduled for July 11. The statement read “Nigeria has about 1.5 million Internally Displaced Persons (IDPs) largely due to communal conflicts and insurgencies in the north eastern part. “The majority of the IDPs are women, children and elderly and 52 per cent of the IDPs are estimated to be children under the age of 18 years.” The National Population Commission (NPC) with the UNFPA and other stakeholders has also revealed plans to celebrate this year’s world population day with the Internally Displaced Persons (IDPs) in the North East. In a statement issued by the Director of Press, Simon Otene, the commission said “The theme of the 2015 WPD is of crucial relevance and timely to Nigeria. President Muhammadu Buhari has described as inexcusable the misinformation in the past Jonathan Administration among its security agencies that resulted in the delay in moving to rescue the Chibok girls. The President made these remarks while receiving a delegation of the Bring Back Our Girls movement at the Presidential Villa on the 450th day of the abduction of the girls by members of the Boko Haram Sect. Leaders of the group had presented a list of demands they expected the present administration to implement key among was concerted efforts to rescue the girls still in captivity within the shortest possible time. They also called on government to get citizens more involved in the battle against insurgency. A Kado Grade 1 Area Court, Abuja, on Tuesday, sentenced a-28-year-old salesman, Vershima David, to three months jail term for theft. The convict, of no fixed address, pleaded guilty to the one-count charge levelled against him. The Judge, Alhaji Abubakar Sadiq, said that the sentence would serve as deterrent to other potential offenders. Sadiq, however, gave the convict an option to pay N10,000 fine. The judge also ordered that the convict must pay N185,000 compensation to the complainant. Earlier, the Prosecutor, Cpl. Friday Idi, had told the court that the matter was reported by one Adeogun Ayobami of Gwarimpa Estate, Abuja, at the Gwarimpa police station on June 4. He said the complainant reported that sometime in 2013, she employed the convict as salesman in her shop in Gwarimpa. Idi said the convict stole wrappers, some under wears, sandals, shoes, one generator, an electric iron, weaving machine, a plastic table and some pieces of thread, all valued at N185,000. The prosecutor said that the salesman ran away to unknown destination until he was arrested on June 4. He added that David had begged for mercy and blamed the devil for his action. No fewer than 30 persons and 32 cows were killed early Monday morning in a ghastly road accident that occured along the Lokoja- Abuja highway. According to an eye witness account, the accident was caused by a road block mounted by armed robbers along the Irepeni axis of the highway. The witness said a Luxury Bus with Registration Number KRD 799 LC which was coming from Lagos and heading to Abuja suddenly ran into the road block mounted by the armed bandits. As the bus was trying to manoeuvre its way, a Trailer Truck with registration number KTN 711 YZ loaded with dozens of cows suddenly rammed into the bus killing several people on the spot. The impact of the accident, it was observed chopped off the front row of the trailer while the first seven rows of the Luxury bus collapsed with most of the passengers dead, including the driver of the Luxury bus. Our correspondent who was passing through the highway at about 8.00 am yesterday saw scores of corpses with some mangled bodies been conveyed into vehicles by men of the Federal Road Safety Corps. About six bodies of the affected passengers were counted which had their heads completely severed, as FRSC officers, the Police and sympathisers all combined to gather some severed human parts into nylon bags which were conveyed along with the corpses to the mortuary. Also, about 32 cows were counted dead at the scene of the accident, while the surviving ones were seen scattered around the scene of the accident. One of the victims of the accident who identified herself as Chinyere said that she lost her husband. The couple had just wedded. The accident caused a serious traffic gridlock along the highway as motorists had to pass through the bush path to negotiate their way out of the gridlock. The Kano State Government at the weekend described as false report in some national dailies and online media that Governor Abdullahi Ganduje banned Christians resident in the state from going to church on Sundays. The state Commissioner for Information, Mallam Muhammad Garba, who made the remark while briefing journalists in Kano, said the report was false and unfounded. “Our attention has been drawn to the rumour making the round, particularly in the online media, regarding the restriction of movement of people, Christians or Muslims to attend places of worship in the name of a direct policy or under the guise of any other policy. “I want to state here categorically that the story is a complete lie, false and lacks any iota of truth and substance,’’ he said. The News Agency of Nigeria (NAN) reported that Garba said the state government was very much aware and mindful of the freedom of religion as enshrined in the Constitution of the Federal Republic of Nigeria. “We in Kano State as a people and a government cherish and respect our religious differences and therefore will never introduce any policy that will be inimical to our peaceful co-existence and mutual respect,’’ he said. He then called on journalists to always check facts and balance their stories and report with high sense of fairness and responsibility. Garba said the government extended the monthly sanitation exercise up to Sunday but only for the staff of the Refuse Management Board to enable them clear up the heap of refuse in the state. The commissioner expressed the determination of the state government to implement people-oriented programmes. The Peoples Democratic Party (PDP) says it would continue to demand the removal of the Acting Chairman of the Independent National Electoral Commission (INEC), Mrs. Amina Zakari as resolved in its 403rd National Working Committee (NWC) meeting, despite unwarranted attacks on its officials by the Presidency. The party said it is privy to the fact that “Mrs. Zakari who has a strong relationship with President Muhammadu Buhari and a very prominent APC Northwest governor is collaborating with the ruling party to post Resident Electoral Commissioners of its choice to Kogi and Bayelsa ahead of the forthcoming governorship elections in those states.” The PDP also alerted of moves to use the period of Mrs. Zakari’s stay as head of the commission to tinker with electoral personnel and materials for the two states in favour of the APC. PDP National Publicity Secretary, Chief Olisa Metuh in a statement on Saturday said “President Buhari, in appointing Mrs. Zakari, failed to take into cognizance the moral call to detach himself from the operation of the electoral body thereby completely eroding the independence of the commission. The party pointed out that the issue at stake is not that of Mrs. Zakari’s competence or performance in office but the fact of nepotism and her closeness to the President and some key APC leaders, which calls into question the independence of the electoral body under her. “We want Nigerians to know that with this appointment, INEC has been stripped of its independence and can no longer command the confidence and respect of the citizens and all other critical stakeholders in the nation’s electoral process. “We however find it astonishing, discouraging and disheartening that the spokesperson of the President will address Nigerians and lie to the entire citizenry that Mrs. Zakari never had any relationship with the President or an APC Governor in the Northwest. This is the height of deception coming from the respected office of the President of our dear country. “We ask, is the spokesperson of the President, oblivious of the public fact that the Acting Chairman of INEC was once a staff of Afri-Project Consortium, a company well associated with the President? “Is he by any means feigning ignorance of the fact that Mrs. Zakari also worked in the past as Secretary of Health and Human Services, Social Development and later, that of Agriculture and Rural Development in the Federal Capital Development Authority, then under a current APC governor of the Northwest? “How much of Mrs. Zakari’s roles in the last general elections does the spokesperson of the President, who has just been appointed, know to warrant his brazen defence? “Even where we concede to the worn-out argument that the President has the powers to appoint any person he deems fit as the INEC Chairman, does moral obligation not demand that in doing so he should take into cognizance the sensitivity of the position? Otherwise he can as well appoint his wife or brother as the electoral umpire on an argument of merit. “Whilst the PDP might not be opposed to Mrs. Zakari becoming one out of the numerous national electoral commissioners to be so appointed, we completely reject her being an executive chairman who takes major decisions in an independent electoral commission while having a strong relationship with the President and a prominent APC Northwest governor. “Indeed, never in the history of Nigeria has there been an executive chairman of the electoral body with such strong relationship with the president of the country. “If therefore the stance and choice of words of the Presidential spokesperson, which apparently fall short of the civility of a democratic setting, reflect in any way those of President Buhari, then there is serious question on his credentials as a converted democrat. “Conversely, we caution that presidential spokespersons in representing the President, must note that the psychology of their personal sudden flight to political limelight should not engineer a trauma of monumental deceit to our great nation”, the PDP said. Insisting that Mrs. Zakari must be removed, the PDP said having in the last 16 years reformed the nation’s electoral system to an enviable status that is being commended by the international community, it cannot sit back and watch too early in the day, its gradual destruction by partisan interest. Workers in Osun State under the aegis of Nigeria Labour Congress(NLC) have displayed their agitation over the proposed 50 per Addressing the newsmen in Osogbo, the state chairman of the union Comrade Adekomi Jacobs said the resolve of the state government to cut the salary of the work force in the state by 50 per cent from January 2015 was unacceptable, satanic and a means to frustrate the work force in the state. He also described the government plan as wicked, maintaining that it was suicide for any government to arrive at such position after he had failed in his constitutional responsibilities for the past eight months. Recounting the calamities that had befallen members of the union as a result of non-payment of salaries by the state government, the NLC chairman said almost 350 deaths of pensioners were recorded as a result of inability of the government to pay pension arrears. Buhari’s administration is clearly not making any progress in the war against Boko Haram terrorists. Ever since lost territories were recovered from these bastards by the Jonathan administration, there has not been any proactive/pragmatic effort to minimize suicide bombings by the terrorists. I was shocked when I compiled the casualties in the last 36 days of this administration. 406 innocent Nigerians have been killed in the last 36 days by Boko Haram in the North-east. That is an average of 11 people killed daily. Please, check out the timeline below. It is a shame that some people have suddenly relegated reports about these atrocities to the background. We are not putting pressure on this administration to take proactive action. Even Governor Kashim Shettima of Borno State and Ibrahim Geidam of Yobe State have suddenly become quiet. So, these lives no longer matter because two of them now belong to the party at the centre? The Buhari administration has simply been grandstanding about taming Boko Haram; all words no action. Running to the leaders of Chad and Niger Republic for help is not a bad idea. Goodluck Jonathan did the same; but it cannot put an end to suicide bombings in our country. Troops from the MNJTF won’t come into Maiduguri or Damaturu to help stop suicide bombings. They can only help battle cross-border infiltration. The trip to G7 Summit by President Muhammadu Buhari where this same issue was tabled was obviously a waste of time. Deep down, the G7 guys are not bothered one bit about the war against Boko Haram. Buhari should be moving close to Russia and China. Aside from moving the Command and Control Centre of the war to Maiduguri, Buhari has so far not done anything special in the war against Boko Haram in the last 36 days. This is basically because he has no blue print for tackling the crisis. While campaigning for the Presidency, Buhari simply played politics with the Boko Haram crisis. He did not have any Think Tank working on strategies for taming the monster. The movement of the C and C to Maiduguri did not impact positively on the war as seen from the data below. The movement itself is an archaic war technique. There is clearly no sense in this. Buhari simply wants to jeopadise the Command and Control Centre. The United States did not move the Pentagon to the Gulf region before decapitating Iraq troops. Just as I clearly stated in an earlier piece, the suicide bombers are within the country, manufacturing and using Improvised Explosive Devices. They are using petrol and gas cylinders, all obtained within the country. Intelligence gathering and technology are vital for detecting and curtailing the deadly activities of these suicide bombers. Community policing is also key. We need to put our internal security in order instead of just running to G7 leaders, Chad, Niger, Cameroon and the rest of them. Of course, leadership matters a great deal if we are to curtail terrorism. Buhari needs to be told that occupying a position of authority does not make a man a leader. It is the ability to inspire others to achieve a positive goal that makes a man a leader. Being honesty alone does not make a man a leader. Competence is a key factor in leadership. Ability to identify other competent people and then making positive use of them is also vital in leadership. If honesty is all that is required to turn around the fortune of a country, then, a country like Tanzania would have joined the league of developed country. Their former President, late Julius Nyerere who ruled the country for over two decades was one of the most honest leaders in the world. When he left office, he had no house of his own. The country had to build one for him. In spite of his honesty, Tanzania remained on the inglorious list of very poor countries in the world. The point I am making is that in this war against Boko Haram and other challenges facing this country, we need a leader who combines competence and honesty. For now, I don’t think we have that leader. A man cannot give what he does not have. An honest leader who is not competent will not get us anywhere. A competent leader who is dishonest will also not get us anywhere. May Allah save us from the scourge of Boko Haram and Buhari’s ineptitude. According to a Twitter user, the people below above were protesting against NYSC Bayelsa + Bayelsa State Government over the non payment of their allowances.
