The Federal Government has said it is keenly aware of the difficulties that Nigerians are currently facing over the lingering fuel scarcity and poor power supply, and that it is working round the clock to provide the relief for the citizenry.

”As a government that was propelled into office by the power of the people, we cannot but feel the pains of our compatriots, and we deeply empathise with them,” the Minister of Information and Culture, Alhaji Lai Mohammed, said in Abuja on Wednesday. ”Our message to our compatriots is that this Administration, under the able leadership of President Muhammadu Buhari, is working round the clock to ease the pains of Nigerians, and that very soon, the efforts of the government will begin to yield fruits for the benefit of Nigerians,”
he said during a visit to the corporate headquarters of Daily Trust newspaper, as part of his tour of media establishments in the country.

Alhaji Mohammed said the Government is aware that Nigerians have started questioning the genuiness of its Change Agenda, adding: ”We understand the skepticism of Nigerians in questioning whether this indeed is the change they voted for. I can tell Nigerians that our Change Agenda is real, and that indeed Nigerians will get the change they voted for.”
On the fuel situation, the Minister said immediate measures are being taken to end the scarcity while medium and long term solutions are being worked out to prevent a recurrence. ”Petroleum supply and distribution have been ramped up across the country by the NNPC to ensure product availability in the country, but repeated trips to filling stations and the backlog are making it impossible to immediate feel the impact ”Monitoring has also been intensified to ensure full compliance with approved prices.

Violations of approved prices and hoarding of petroleum products attract severe penalties, including ‎giving out of petroleum products free to the public, sealing off of fuel stations found to be hoarding petroleum products, payment of fine as well as withdrawal of Marketer’s License,” he said. Alhaji Mohammed said that in the medium term, the supply constraints due to foreign exchange challenges are being resolved through collaboration with the Central Bank of Nigeria on innovative ways of closing the gaps in accessing foreign exchange.

A combined team of Armed security personnel Wednesday halted the annual Maulud procession of Islamic Movement in Nigeria otherwise know as Shiites in Katsina.

Daily Trust gathered that as the members were gathering at Central mosque are early in the morning for the take off of the procession, the armed officers dispersed them.

Security men also patrolled the major streets of Katsina today inorder to avert breakdown of law and order .

It was gathered that the 'Sayyada Zahara Maulud procession' was a yearly event held by the movement to commemorate the birthday of daughter of Prophet nMuhammad, Fatima.

Speaking on the issue, the leader of the movement in Katsina , Sheik Yakubu Yahaya said about ten armed vehicles including an ambulance stormed the venue confisticating banners, flags which scared the crowd.

According to him, it was an unfortunate incidence giving the coordinated operations of the security operatives noting that 'we are in a state of fear and have resorted to prayers.'

In a related development, the state governor Aminu Masari said his administration will not compromise on security as it will not seat and watch what happened in kaduna to repeat itself in Katsina.

" We will take all measures to ensure Katsina remain a peaceful place as it has been," he said.
"We have no intention to trampled on rights of worship, but ones right stops at the door step of another. We will not allow group to take over public places for their procession" he said.

If this budget was padded, why didn't Buhari write the national assembly and withdraw the padded budget, then present the original copy, or, is he telling us that he did not doctor the preparation of the budget of change as the president?

As intelligent as Buhari is, he is supposed to have his own soft copy of the unpadded budget.

This is just the height of illiteracy ruling 170 million Nigerians that has about 80% educated and 60% IQ professionals.

ABUJA—Another cloud of uncertainty is hanging over the 2016 Budget estimates approved by the National Assembly last Thursday as the Appropriation Bill may not be signed into law for full implementation any time soon. File: Buhari during the 2016 budget presentation to the National Assembly.

Instead, there may ensue a showdown between the Presidency and the National Assembly on the budget. Investigations by Vanguard had revealed that the lawmakers may have played a fast one on the Presidency by transmitting only the highlights of the budget and kept the details in their custody. Release of the budget highlights without details makes it difficult for President Muhammadu Buhari to know what adjustments were made by the lawmakers.

To this end, it was learned that the President and his ministers, who investigations revealed, were eager to sign and begin implementation, are now boxed into a corner. Investigations further revealed the Budget Office, which also needs the details to work with, is handicapped at the moment. This gives an impression that it was either the budget was not well tidied up or that by approving the estimates three months after it was laid, the National Assembly had left itself off the worry of Nigerians and now passed the buck to the President, who is not likely to sign the bill into law until the details were made available to him.

Face-off looms--- Vanguard gathered that the development was fast prompting a face-off and crisis of confidence between the Presidency and National Assembly which may delay the passage of the budget to the detriment of Nigerians. Efforts to contact spokesmen of the President, Messrs Femi Adesina and Garba Shehu, for confirmation last night proved abortive as they could not be reached on phone. Text messages sent to their mobile phones were also unreplied.
However, a member of the Senate Committee on Appropriation, Senator Rafiu Ibrahim (APC, Kwara South), said yesterday that full details of the passed 2016 Appropriation Bill were with President Muhammadu Buhari for assent. In a text message to Vanguard last night, Senator Ibrahim who is also Chairman, Senate Committee on Banking, Insurance and other Financial Institutions, said the bill was at the moment going through a process.

His words: “There is nothing like the President refusing assent to the Appropriation Bill. We worked closely with the executive in passing the bill. We are aware it is going through the normal process before the President assents. “If anybody tells you that the President refuses to assent, let the person tell you the reason. The Appropriation Bill is already with the Executive with full details.”

Slashed budget-
It will be recalled that the National Assembly, upon the passage of the budget, slashed the estimate from the original N6.08 trillion to N6.06 trillion. However, while presenting the report on the budget at the plenary for consideration in the Senate, Chairman, Senate Committee on Appropriation, Senator Danjuma Goje, had noted that the budget was filled with controversies, and many lapses. He added that if the Senate had insisted on clearing up the lapses, the committee would not have been able to meet up with the deadline of submission. The Senate said its approval of the 2016 fiscal document was due to its satisfaction that the country would benefit if it was passed into law. He had said: “This budget is full of controversies and we did not want to have more controversies or else it won’t have been presented today and the National Assembly would be blamed.

The people would not understand it because people are even saying that we are playing politics. “This budget exercise was a follow-up negotiation, going forward and back. When the budget was presented as attested by many committees, there were strategies discovered that couldn’t close the personnel cost in various committees and these were highlighted by various committees and the total amount involved was presented to the executive during our interaction with the budget office.
“We presented that these are the shortfalls from personnel and other overhead cost which we believe should be taken care of. So, because this budget is full of controversies, we didn’t want to add more controversies and if we added more controversy, the report wouldn’t have been submitted today and the National Assembly would be blamed for delaying this budget. That is why we did everything possible to ensure that we beat the deadline in bringing it today.’’

As economic downturn persists, the number of unemployed and underemployed persons in Nigeria surged to 22.45 million in the fourth quarter, Q4, 2015, about 9.1percent or 1.75 million, higher than 20.7 million recorded in the third quarter. In addition, during the period a total number of persons in full time employment (that did any form of work for, at least, 40 hours) decreased by 710,693 when compared to the previous quarter.

According to the National Bureau of Statistics, NBS, unemployment is the proportion of those in the labour force (not in the entire economic active population, nor the entire Nigerian population) who were actively looking for work but could not find work for at least 20 hours during the reference period, to the total current active labour force population.
Accordingly, you are unemployed if you did absolutely nothing at all or did something but not for up to 20 hours in a week. Underemployment, according to NBS, occurs if you work less than full time hours, which is 40 hours in a week, but work at least 20 hours on average a week and /or if you work full time but are engaged in an activity that underutilises your skills, time and educational qualifications.

The development in the labour sector reflects the landmark declines recorded in key economic indices since last year, with the gross domestic product, GDP, on steady decline hitting a three-year low of 2.1 percent in Q4,2015 while a steady inflationary pressure had pushed the headline rate to 11.4 percent in February. In its employment report yesterday, NBS also stated that the economically-active population or working age population (persons within ages 15 and 64) has increased to 105.02 million in Q4 2015, from 104.3 million in Q3 2015, representing a 0.68 percent increase over the previous quarter and a 3.2 percent increase, when compared to Q4 2014.

The report also said that in Q4 2015, the labour force population (those within the working age population willing, able and actively looking for work) increased to 76.96 million from 75.94 million in Q3 2015, representing an increase of 1.34 percent in the labour force, during the period. This means 1.02 million persons in the economically-active population entered the labour force, and NBS stated that this increase was the highest quarterly jump in the labour force population in 2015.
According to the report, the number of underemployed in the labour force (those working but doing menial jobs not commensurate with their qualifications or those not engaged in full time work and merely working for few hours) increased by 1.21 million or 9.16 per cent, resulting in an increase in the underemployment rate to 18.7 percent or 14.42 million persons in Q4 2015, from 17.4 percent or 13.2 million in Q3 2015. During the same period, the number of unemployed in the labour force, increased by 518,102 persons, resulting in an increase in the national unemployment rate to 10.4 percent in Q4 2015 from 9.9 percent in Q3 2015.
