for the fact that the FHC had given a verdict on it, any other court of same weight has lost locus standi to even entertain the case. Only an Appellate or the same court that gave verdict can.
The abia HC did nt decide on the merit of the case. Just an application for stay of the judgment.
If the abia HC decided on its merit, then that's an appeal.

My position is that the defendant should have gone to the same judge to apply for stay of execution or to the Appellate Court, and not another High Court.
The ruling from Abia state HC did not overide the earlier judgment. It maintaiined the status quo for the moment. Which the FHC or state HC can do on that matter.

Both courts are of co-ordnate jurisdiction. There is nothing superor there. Don't let the word federal in fhc decieve u. They both have jurisdiction on the matter.

Op is correct.
Apart from rice production, we also saw a decline in the fish farming and production which was on a rising scale as at the last admin, made possible by the policy on frozen fish import and subsidy on the ever costly feeds.
My recomendations:
We need to campaign for family size agric involvement, like plant a tree, own a poultry, or a small backyard farm
We need to stop the unnecessary tax on the movement of agric produce, all those thugs that use logs of wood riddled with pointed nails on the highway, collecting rates n tax from conveyors of agric pproduce
We need to establish a governent owned cold room and silo in all LG especially the North, for a large scale preservation.
We have to create in all LG along the line of agric yield, a govt owned plantation of whatever, cashew, mango, palm tree, pear, tomato, whatever it can yield
We shoold encourage and set down the laws for corporative farming, an association of farmers doing it together large scale

My grouse with this cert issue is mainly, the precedence it will lay in our polity of unqualified candidacy, to the extent of a presidential candidate, which is an insult to Mr. 'Freeze' and all our educational and electoral system. From salisu buhari to tinubu to patrcia eteh and host of others, now a whole president.
Whether his competence in office matches his 'yet to be produced cert' is another long thesis of its own.

I agree that this present case is civil but you need to understand the technicalities in most civil proceedings.

Remember that Buhari can't be declared unqualified if he didn't lie on oath or forged certificate.
A declaratlon that he lsnt qualIied ab initio cannot make him a criminal in law. Only conviction does, and he cant be convicted civily

The ACJ Act of 2015 can't be used here, because it's not a criminal matter. This certificate issue is purely civil. I'll explain.

Firstly, only government can prosecute a criminal matter in court. Where they don't want to, and a private individual wants to, the individual has to gain the consent of the Attorney-General, to be able to do so. The reason why instituting a criminal action against Buhari at this time won't hold is because the constitution protects the president from criminal prosecution. If the plaintiff in this suit can prove that Buhari doesn't have a WASC, then after Buhari may have been removed, criminal action may be instituted.

One of the best ways to differentiate between civil and criminal matters is in the relief being sought. While in criminal matters, the judgment is either imprisonment or payment of a fine, in civil matters, it's more about compensation, or a return to status quo(which is the case in this certificate matter).
I endoorse ur reasoned and trite opinion.
