A lot of people came to the university from diverse backgrounds where some things that may be strange to others are considered normal. If she is expelled, she could take legal action against the university.

It's not her twerking that got her expelled... The school must have a set of rules guarding against scanty dressing which she clearly flouted all in the name of having fun. It's up to the school to decide to relax their rules. However it is what it is. nothing backward about this.
