Trying to be clever by halve; if communities are the owners of the land then why is it held in trust and under whose TRUST; also why do members of that community have to apply for and obtain C of Os and pay government annual land rent and other charges for the right to OCCUPY plots allocated to them from such land?

Government is obliged to pay compensation when the land is occupied and there some level of development, such as structures, economic trees etc.

However, the land is out rightly owned by government.

Apparently your southern education has so far not served you well; because if it did you would have known (from land use act) that contrary to your assumption; individuals do NOT OWN land but lease it from government, which is the actual owner and in turn permits such person the right to occupy a particular piece of land for a specific period of time (usually 99 years but may vary as the case may be) as spelt out in issued certificate of occupancy (note the key word here is occupancy and not ownership).

Igbos and their foolish discriminatory and superiority mentality against northerners -they are as usual starting another round of bigotry that they cannot finish.

Let them not forget their past misadventures against northerners because northerners always know how to beat and outdo them in their very own game:

1) In 1966, they took over power after selectively killing our political leaders and senior army officers; while taunting us - we all know what followed.

2) Under GEJ, they arbitrarily started arresting and detaining northerners in makeshift camps as Boko Haram suspects and subsequently registering and demanding them to carry special ID cards.
It took the timely intervention of the FG before resulting in serious retaliatory measures from northerners who were incensed and spoiling for war.

3) Similarly, under PMB; their IPOB started threatening and insulting northerners and their leaders in the guise of agitating for Biafra - again we can recall how they reacted, running helter skelter, cap in hand, begging for peace after northern youths gave them quit notice.

Not having learnt their lesson, they are yet again trying revive another round of ethnic/regional strife:
Do they not know that the constitution guarantees every Nigerian the right to freedom of movement and association - including the Fulani?

How would they feel if northerners start chasing them out of northern states and cities because of the crimes of the rotten eggs among them, who indulge in various crimes e.g. drug pushing; dangerous fake products; ritual killings, child theft/trafficking etc?

This is not at all an endorsement of the ongoing killings by herdsmen and damages they cause in farmlands etc; however, we should also be careful not to get carried away in painting a whole tribe with the same brush of discrimination because of the crime of a minority from them.

The legalization of cannabis farming will to some degree reduce unemployment level. This is the main reason for pushing the bill, and that is why it is gaining momentum at the senate.
You are only looking at the plus side without doing a cost/benefit analysis to also appreciate down side.
As far as Nigeria is concerned I foresee more problems with legalisation than prohibition.
