NERC needs to step up and live up to their responsibilities as these Disco guys are useless when it comes to power supply. They care less about rendering quality service but are interested in bills payment for those who use post-paid metres. NERC needs to tell us how they intend to checkmate Disco and ensure that they only charge for the power supplied and not inflated figures as their usual practices which does not reflect the power they supply.

Have you checked if there is the English Language proficiency test exemption too? There is also a section that talks about countries exempted from the English Language proficiency test asides the general requirements.

Have you contacted a Professor at the department of your choice? I think this is the first step for you to secure this scholarship. Having a Professor ready to accept you as his research student is the first step in the right direction. You should also check if IELTS is a requirement for Nigerians doing PhD in the program. Some schools in Canada waive IELTS for Nigerians.
