Every department in the university has a student body association.

If you're studying computer science for instance, you automatically belong to NACOSS (Nigerian association of computer science students)

That association has a president, vice, and other excos.

All students from year one to final year (and if the department offers diploma courses, diploma students) are required to pay association dues every academic year for the funding of the association. This could be between 5-10k depending on the university.

Advantages of it is that you'll have the opportunity of attending exhibitions, seminars, lectures...etc. Organized by NACOSS (your departmental association) in other universities.

It's the work of the department president to oversee and organize these programs.

The HOD is totally different and far higher than him, cos the HOD is in charge of all the academic, non-academic staffs and students in the department.

The department president doesn't report to the HOD tho, he reports to the staff adviser (mostly a senior lecturer) who alongside him is a signatory to the association's account. The staff adviser in turn reports to the HOD.

The HOD is most likely an elderly professor, so you don't just barge into his office anyhow. You must meet your staff adviser.

That's how it is in most federal universities. It might be different in state and private universities.
