"These are" means these passport are ; it is the passport that made the request
in the name of the president, not the individual.

You don't need the president personal approval to travel, your passport is the
approval you need.

Why do you think the court sometimes seize an accused passport ?

It is your fundamental right to travel without the president's knowledge.

You are free to travel unless you have been barred by a court from doing so.
