There is a protest ongoing at the Lagos State House of Assembly.

The protesters are calling on the House to shelve talks of impeaching Akinwunmi Ambode, Governor of Lagos State, which formed part of the discussions at its plenary session on Monday.

At the plenary session on January 28, 2019, there were allegations against Ambode that the 2019 budget, which had not yet been presented to the Assembly, was already incurring expenditure.

After deliberations, Ambode was given one week to respond to the allegations.

Japan is set to approve legislation that would officially open the door to foreign workers to do unskilled jobs and possibly eventually become citizens.

Lawmakers were due to vote late Friday on a government proposal to allow hundreds of thousands of foreign laborers to live and work in a country that has long resisted accepting outsiders.

It's seen as an unavoidable step as the country's population of about 126 million rapidly ages and shrinks.

Many short-handed industries, especially in the services sector, already rely heavily on foreign "trainees" and language students. The country also selectively grants visas to white-collar professionals, often from the west.

Bringing in foreign laborers is a last resort after Prime Minister Shinzo Abe's ultra-conservative government tried to meet labor shortages by encouraging more employment of women and older workers and using more robots and other automation.

"Japan has come to a point where we had to face the reality that there is serious depopulation and serious aging," said Toshihiro Menju, an expert on foreign labor and population issue at Japan Center for International Exchange.

"Shortages of workers are so serious ... that (allowing) immigrants is the only option the government can take," he said.

Abe's latest plan calls for relaxing Japan's visa requirements in sectors facing severe labor shortages such as construction, nursing, farming, transport and tourism — new categories of jobs to be added to the current list of highly skilled professionals.

The number of foreign workers in Japan has more than doubled since 2000 to nearly 1.3 million last year, out of a working-age population of 67 million. Workers from developing Asian countries used to stay mostly behind the scenes, but not anymore. Almost all convenience stores are partly staffed by Asian workers and so are many restaurant chains.

The fastest growing group of foreign workers is Vietnamese, many of whom are employed in construction and nursing. Construction workers are particularly in demand as Japan rushes to finish building venues and other infrastructure for the 2020 Tokyo Olympics.

In many cases the workers are subjected to poor working conditions and other abuses.

"I had no time for holiday ... Even if I worked so hard I still had no money," said Eng Pisey, 33, from Cambodia, who came to Japan on a training program in 2016 and worked at a garment factory in Tochigi, north of Tokyo.

She ended up quitting after growing ill from overwork and said she was underpaid and had to borrow $4,000 to pay a broker to arrange her job.

Under the proposed legislation, two categories of workers would be accepted: less-skilled workers and former interns with basic Japanese competency are allowed to stay in the country for only up to five years as visitors and cannot bring in family members. That is meant to encourage them to leave when their visas expire, preventing them from settling in Japan.

The second category, those with higher skills, Japanese language and cultural understanding, would be allowed to bring their families and apply for citizenship after living in Japan for 10 years if they commit no crimes.

Many Japanese understand the need to make up for labor shortages. Industry groups have urged the government to expand the work visa program so they can legally hire more foreign workers.

But Abe's traditional political base and opposition groups oppose the change — for different reasons.

Abe has denied Japan is opening the door to immigrants. His right-wing supporters view Japan as a homogenous society and want to keep out outsiders, especially those from other Asian countries. They cite concerns over the risk of more crime.

Human rights activists and lawyers have criticized the legislation, saying it has insufficient protections and support for foreign workers and lacks a vision for how Japan might create a more inclusive society that accepts diversity.

Since 1993, Japan's Technical Intern Training Program has provided on-the-job training in the name of international cooperation, mostly to workers from other Asian countries. The trainees often have worked under poor conditions; in 2017 some 7,000 of the 270,000 technical interns fled, citing underpay and mistreatment, according to government statistics.

Shoichi Ibusuki, a lawyer specializing in labor cases who aids victimized foreign students and interns, says the program is a guise for using cheap labor. He says it should be scrapped and replaced.

Ibusuki supports giving unskilled workers official status, but says the bill fails to provide enough protections for workers. In particular, he is unhappy with the lack of restrictions on recruiting brokers who are cited as a cause of abuse. "The program seems to treat foreign workers like goods, not humans," he said.

Huang Shihu, a Chinese intern, said he came to Japan to study the language while working, but suffered a severe hand injury after working for about six months at a tin factory in Kobe. He said his employer claimed it could not pay him compensation because it was bankrupt.

"With this hand injury I can't work. I don't know what to do," Huang told reporters, showing his still bandaged fingers. "I really feel wronged by the company."

Menju said the lack of oversight in the existing trainee program allowed mistreatment to persist, with foreign workers seen as cheap labor willing to tolerate harsh conditions. He hopes the new program will allow a fresh start.

The legislation is not so great, he says, but may mark a turning point. "This is the first time people started to discuss the issue of foreign workers," Menju said. "Before that it was a taboo."

In a compensation deal unique to the video-gaming industry, Sam and Dan Houser, the brothers responsible for Grand Theft Auto, will get most of an expected $538 million in royalties this year, thanks to their latest, Red Dead Redemption II, due Friday.

The British-born brothers and a few key insiders share half the profits of Rockstar Games Inc., the Take-Two Interactive Software Inc. subsidiary that makes both titles, according to a lawsuit filed by a former employee. Last year, Take-Two distributed $383 million in what it called internal royalties.

Take-Two said its compensation programs allow employees to join in the success of software they help develop. The company declined to say how much of it went to the Housers. Gerrick Johnson of BMO Capital Markets estimated the brothers received the bulk.

“As long as Grand Theft Auto is chugging along, no one seems to care,” Johnson said.

The Housers’ haul shows just how far video games have come since the days of Pong and Space Invaders. The industry is expected to bring in $138 billion this year, according to market researcher Newzoo. Red Dead II will sell at least 15 million copies by the end of the year, analysts said, at a retail price starting at $60 for the base package.


Bad Guys
Grand Theft Auto V, the latest installment of the shoot-’em-up gangster series, has sold nearly 100 million copies and generated over $6 billion in revenue. That’s more than the last 10 James Bond films combined. It was one of the first major games in which heroes were bad guys who could murder and thieve at will. Last year, the online version brought Take-Two $758 million in revenue, according to an estimate by Piper Jaffray Cos.

Sam, 46, and Dan, 44, grew up with a love of movies and pop culture, according to David Kushner’s 2012 book, “Jacked: The Outlaw Story of Grand Theft Auto.” Their father, Walter Houser, ran Ronnie Scott’s, a famous jazz club in London. Their mother, Geraldine Moffat, is a former actress who appeared with Michael Caine in the 1971 crime drama “Get Carter.” Some gamers say the movie’s style and ethos permeates the Grand Theft Auto franchise.

Rap Music
Sam Houser in particular was infatuated with American rap music and the gritty New York of the early 1980s, which are also influences on Grand Theft Auto. He focuses on game play and the look of the games. Dan, who studied literature at Oxford University, plots the stories.

The brothers, who joined Take-Two in 1998, are known to be workaholics who drive their employees hard. In 2006, workers sued for unpaid overtime in a case later settled. In 2010, a letter, published by the website Gamasutra, complained of staffers working on the Red Dead series being driven to depression and physical illness due to extended hours, canceled vacations and modest pay raises. A Rockstar spokesman said the brothers have a “very dedicated work ethic.”

Profit Margin
Leslie Benzies, a former Rockstar executive, said in a 2016 lawsuit that he was squeezed out of a royalty pool that may have generated $843 million for the Housers.

While analysts and industry insiders said it’s not unusual for game designers to share in the profits, the Housers’ take is extraordinary. By comparison, Michael Morhaime, the former president of Activision Blizzard Inc.’s Blizzard Entertainment division, earned $12.3 million last year, according to a public filing.

Benzies, through a lawyer, declined to comment. His case is expected to go to trial next year.

Wedbush Securities analyst Michael Pachter said he wondered why the Housers’ pay isn’t disclosed. Take-Two has a narrower profit margin than rivals Activision and Electronic Arts, partly due to the royalty structure, according to Bloomberg Intelligence analyst Matthew Kanterman. But since revenue has doubled and earnings before interest, taxes, depreciation and amortization have nearly quadrupled since 2012, Take-Two shareholders haven’t complained. The stock is up more than 10-fold since then.

Housers’ Leeway
Take-Two Chief Executive Officer Strauss Zelnick gives the Housers leeway in running their business, analysts and former employees said. A spokesman for Take-Two said it’s in the best interests of shareholders for Take-Two management to leave marketing and other decisions to the Rockstar team.


Red Dead Redemption II is much anticipated, in part, because of its level of detail. In the Old West, characters traverse snow-capped mountains and dusty plains. They rob stagecoaches, chat up ladies of the evening and blast every bounty hunter or U.S. marshal who gets in their way. Arthur Morgan, the main character, gets his outfit dirty over time, and players can clean his clothes once he gets to town. Over 190 pieces of original music were composed for the game. Following the model set by Grand Theft Auto online, the web version of Red Dead, due in November, is expected to include opportunities to spend real money to purchase gear.

Unlike Grand Theft Auto, Red Dead II creates a reward system for doing good. The better a character cares for his horse, for example, the more likely the animal will respond quickly to facilitate a getaway.

“What really makes those games is the freedom to run around and do what you want,” Kushner said. “What’s made Red Dead a success is that freedom. It’s the brothers’ greatest contribution to video games.”

Planet Domination
Michael Hickey, an analyst with Benchmark Co., said the Housers make the “highest-quality game software in the world” and could easily venture out on their own.

The brothers, both naturalized U.S. citizens, may be too busy cashing checks. In 2012, the New York Observer reported that Dan Houser spent $12.5 million on Truman Capote’s former townhouse in Brooklyn, New York. The brothers also keep homes on Long Island and in upstate New York, according to public records.

Sam Houser seemed to encapsulate his life philosophy in an August 2007 email to Benvies, mentioned in Benzies’s lawsuit.

“Let’s make some cool f---ing sh-t, enjoy doing it, change the world, have some time off — then dominate the planet,” he wrote. “We can. So why not?”

Abbas Hakimzadeh's jail cell was bleak. High walls, one sink and a window. Just enough light crept in to distinguish between morning and night.

This was solitary confinement in Iran in 2009. The government was in the thick of the largest crackdown on political dissent since the 1979 revolution, jailing scores of protesters, intellectuals, and journalists.


Hakimzadeh spent 120 days living like this, not seeing family or friends - just prison guards and interrogators, who occasionally beat him.

Publishing a student newsletter critical of then-President Mahmoud Ahmadinejad at Amirkabir University in Tehran had seen the computer science student thrown into jail.

"The guards lined us up against the wall, put blindfolds on us and we waited for them to take us to our cells," Hakimzadeh, now 34, told Al Jazeera.

"A soldier came up from behind me, cursed me several times, saying he'd beat the hell out of me.

"I was taken to the interrogation room. For two or three hours they beat me. They kicked and punched me in my face, in my legs and in my back."

Illegal trade dealings
During his detention, it became apparent the government had been snooping on him for some time. They had managed to hack both his email and phone.

"In these interrogations, I understood they already had … every email I had," he said, adding they had also accessed text messages and chat applications he had used.

Iran is one of many countries that uses increasingly powerful spyware to quell the voices of political dissidents.

In "Spy Merchants", a new investigation by Al Jazeera, our undercover reporter worked for four months posing as a buyer for clients from countries including Iran and South Sudan - subjects of international sanctions - purchasing the kinds of surveillance systems that ensnared critics like Hakimzadeh.

The investigation exposes illegal trade dealings that could put millions of citizens at risk of privacy violation today, as well as putting dissidents in vulnerable positions.

"Anyone who has looked at Iran, at the young population, can understand the enormous pressure and fear that they live under in a country where surveillance and restrictions and monitoring are not only systematic, but the consequences of being caught speaking your mind can be death," said Marietje Schaake, a member of the European Parliament.

More than half a decade since Hakimzadeh's imprisonment, the global surveillance industry is flourishing.

While the so-called Arab Spring uprisings demonstrated the power of popular protest, they also provided a gold rush for the global surveillance industry.

"We had actual victims coming from Libya, from Syria, who had survived torture, detention and saying this was the cause of my arrest; 'They wouldn't have identified me they wouldn't have tortured me if they hadn't been able to monitor my communications'," Clemence Bectarte, a lawyer with the International Federation of Human Rights, told Al Jazeera.

The technology government leaders used to crack down on protest organisers and contain the spread of revolution, more often than not, came from outside their borders, from countries such as the United States , Italy, Germany and the UK .

"I found that activists, students, journalists, opposition figures in North African and Middle East were targeted, and sometimes imprisoned, as a result of these systems coming from Europe and I found that unacceptable then, and I find it unacceptable today."

And as Al Jazeera's Investigative Unit reveals in Spy Merchants, spyware companies today are illegally selling powerful equipment to governments which continue to persecute dissent - thousands of citizens could still be at risk.

Circumventing sanctions
Companies are breaking the law by selling and exporting surveillance equipment powerful enough to spy on entire populations to countries like Iran, but vendors circumvent sanctions and export rules.

These are powerful devices which can intercept, record and otherwise interfere with people's communications.

The backroom deals of such technologies are often difficult to quantify.

Al Jazeera's Investigative Unit, however, has revealed how extremely invasive spyware, which can also intercept the electronic communications of a city, can be bought on the "grey market" by repressive governments.

Spy Merchants exposes the negotiation of several illegal, multi-million dollar deals that breached international sanctions, including a proposed deal to supply highly restricted surveillance equipment to Iran.

Rights groups and privacy experts say they are concerned that IMSI-catchers or IP-intercept systems are being sold to authoritarian governments.

An IMSI-catcher is a portable device that allows its users to track and snoop on multiple mobile phones, with the ability to allow its user to send fake messages from your contacts.

An IP-intercept system has the capability to snoop on data sent over the internet, track who is clicking on certain websites and - by using particular keywords - can accumulate your entire internet history.

Such a system could be employed to monitor an entire country's internet traffic.

"These are not designed to be the simple bugs that you stick under the table to record a conversation," said Claire Lauterbach of Privacy International. "These are powerful devices which can intercept, record and otherwise interfere with people's communications."

Systems to search for political dissidents
Syria has also bought heavily into surveillance technology.

In 2009, aware of growing dissent before civil war tore through the country, Syrian President Bashar al-Assad sought to enhance his country's surveillance capabilities.

Basically, the system they needed wasn't going to be used to look for criminals. It was going to be used to search for political dissidents.

Claire Lauterbach, Privacy International

Syrian contractors contracted AREA, an Italian surveillance hardware and software company, to bolster their arsenal of spyware.

A former AREA employee-turned-whistle-blower, who requested to remain anonymous, disclosed the murky inner workings of the deal to Al Jazeera.

He was told the 13 million euro ($13.7m) system was a civil project bought to assist in criminal investigations.

But on a trip to Damascus, he realised the nefarious intent of the potential deal.

"Once we landed, we found some people waiting for us," the whistle-blower recalled. "They belonged to the Syrian intelligence service. They needed to know the identities of the individuals who could be the first ones to start the uprising against the regime. Basically, the system they needed wasn't going to be used to look for criminals. It was going to be used to search for political dissidents."

He alerted AREA's management, but was rebuffed and told the company wasn't responsible for how the system would be used. Instead, he went to the media .

Public protests followed, and AREA withdrew from the project. At the time, the company claimed that they had a valid export licence to supply Syria.

In December 2016, AREA's dealings with Assad caught up with the company, when its Milan headquarters was raided by Italian police, who seized nearly eight million euros ($8.5m) received from Syria. Company executives were accused of falsifying the export documents relating to the Syrian deal. A criminal investigation into the case is ongoing.

"Throughout history, corporations and individuals have profited from war, and the surveillance industry is really just carrying on a tradition there," Julian Richards, an intelligence expert and former Government Communications Headquarters (GCHQ) employee, told Al Jazeera.

South Sudan is also accused of buying invasive spyware.

Since 2013, tribal and political conflict in the country has led to the deaths of tens of thousands of South Sudanese and the government itself has been suspected of human rights injustices.

The bloodshed triggered European Union sanctions and calls for an international arms embargo.

Pagan Amum, former Minister for Peace in South Sudan, was targeted by surveillance equipment purchased by the government.

In 2013, Pagan fell out with President Salva Kiir , which resulted in his arrest. He had been accused of plotting a coup against Kiir. The government used communications that it had intercepted as evidence against him.

"The government, when they interrogated me, and told me that they have recordings of my telephone conversations that would incriminate me, and that they were going to charge me with treason, punishable by death, of course, I could not believe it," Pagan told Al Jazeera. "I was in shock."

As South Sudan's political crisis continues to spiral, Pagan fears the effect that the further supply of surveillance equipment will have on his country.

"The government with that surveillance has reduced the political space for our citizens to speak, the right of freedom of speech has been curtailed, even to speak in private," he added.

Escaping surveillance
Now in Turkey , the Iranian political activist Hakimzadeh remembers feeling under threat - even after he was freed from prison.

About a year after his release, he received a cryptic phone call. The voice on the other end was familiar.

'"You [don't] recognise me?'" the caller said.

"At that moment, I knew it was my interrogator," Hakimzadeh recalled. "I recognised his voice."
