The funds, he said, include N7.78 billion from the local government councils in the country, as well as banks, state governments, oil companies and government parastatals. The list of allegations also includes misappropriation of loans obtained from foreign sources, as well as trading on cars with motor companies like Elizade Motors, Glove Motors and Coscharis Motors. This, he said, was contrary to the PEF mandate which was only to source funds and hand over to the police-designated authorities after deducting an agreed percentage for running expenses. Martins is also required to account for the sale of tickets printed by Chisco Motors, expected to generate N250,000 daily.
The petitioner said an estimated 2,500 luxury vehicles were purchased from Coscharis Motors at an inflated cost of N13 billion. Some of these cars were alleged to be part of the ones used during the COJA games and not ideal as operational vehicles. A N50 million loan was said to have been obtained from First Inland Bank, Ikoyi, Lagos with a falsified form CO7, among others, prompting his call for an investigation into the activities of the foundation.
PEF is said to have derailed from its mandate by donating cars to other agencies of government like the Economic and Financial Crimes Commission, the Nigerian Army and the Nigerian Navy, among others, an act believed to be intended to compromise it. If indeed PEF is guilty of forgery and fraud, as alleged, would the security agencies be able to prosecute it?"

The Police Equipment Foundation Fund on Wednesday denied recent reports that it misappropriated N50bn that was claimed to have been raised by it.

Although the foundation did not mention the funds it had gathered since inception, it said that it had judiciously utilised the funds it raised.

At a press briefing in Lagos, the solicitor to PEF, Dr. Olatunji Abayomi, said that the foundation did not and had not sustained the loss of any N50bn, but that funds raised by the foundation were used to purchase vehicles for security agencies.

He also denied insinuations that vehicles were bought for any president of the country, either past or present.

He said, “No BMW vehicle was attempted to be donated or donated to any president, past or present or their organisations by whatever name called. Neither did the Fund purchase used-vehicles from any seller.”

According to him, the use of money cannot be termed losses as it was contributed by individuals and government agencies for specific purposes and utilised as appropriated.

Abayomi, who was specifically responding to allegations raised by a Lagos lawyer, Mr. Festus Keyamo, also denied the purchase of two helicopters by the Fund.

He noted that a Ukraine firm already had two helicopters in the country earmarked for sale, adding that the foundation wanted to explore the opportunity to purchase them for the Nigerian Police Force.

He also denied claims that the helicopters were bought for the Federal Government or the police, adding that no money was paid to purchase it.

“No Ukraine helicopters were ever purchased by the Fund or returned after payment,” he said.

Abayomi added that PEF never at any time received grants from the Federal Ministry of Finance and Exim Bank.

When asked if the change of name from Presidential Committee on Police Equipment Funds to Police Equipment Foundation was not an attempt to personalise and siphon public funds by some group of persons, Abayomi explained that the PCPEF was a public-private body that lived while it was possible and was never a government idea.

When mistakes are made on headline stories on a regular basis, then there is something wrong with quality control
Nigerian editors or whoever is responsible should improve.

What in the world do you mean by that?? I said quality does not count much in Nigeria. Just saying it does not mean it is the situation in that country. I mean from watching the trend in that country, any person who is realistic will see that quality does not count for much in that country. From government to the average Nigerian, people do not place much care on making sure that it is all quality goods that are offered them and that is why the markets are filled with fake goods and what nots. If Quality really did count, from the floor up, the markets would have to respond with quality goods and nothing more knowing the people would not accept anything less. Same would apply to government in that country, the goons we have had in office in the past and the present would know that they can not get away with making empty promises and not having anything to show or concrete to give the people at any point in time.

I live it. I do not watch from afar
I do not know how much you know about the Nigerian trend to sweepingly conclude that quality does not count in Nigeria?

You want too know why people focus on govt contracts because Govt is the main driver of the economy. I share your sentiments on SME's that don't depend on govt but again wats the proportion, its less than 20% of the income generating units.

Let the govt delay release of votes for 2-3 weeks and see the impact on the economy, then u will understand why.

I am not of the view that the private sector is ethnically driven but the fact that tribe remains a factor in Nigeria shouldnt be wished away it is real and affecting the national development until we tackle it headson we will continue to have substandard leadership and skewed economic growth.
The budget for 2008 has just been passed and the economy hasn't collapsed
The people who really drive our intenal economy (I hope there is something like that) are the SMEs
They employ more than 80-85% of the employables or the people who are ready to work
As for the budget, the government officials steal over 80% of it anyway
But this is not my focus

For your second point, I agree with you that tribe/ethnicity is still a major factor.
But my question is, should the private sector of the economy be ethnically driven?
Shouldn't it be more ethical than ethnical?

You can clone the old disk to the new disk, by using Norton Ghost or Acronis True Image
These are large programs
If you do not know what to do, take it to somebody who can.
If you live in Lagos, take it to the Computer village

In most cases it does exist in private sector, otherwise the company stands not being favoured by the FG or the Nigerian people with contracts, patronization and other benefits. Find out from Adenuga, Dangote and most of these banks.
There are 1001 other companies who do not depend on government contracts
These are the companies that drive the economy to a large extent and these are my main focus

Why do we always focus on government contracts?
Like I wrote above, there are many more services provided by small to medium companies.
In most cases, these companies do not even care about government contracts
What they need mostly is an enabling environment

So if you run your own company here, would you employ/trust only people from your tribe even when they are not qualified?

Well, to be fair to you, it only counts to a few in Nigeria. But majority takes the vote, so it doesn't count.
80% of the goods we use in Nigeria ranging from clothing, food, to other materials are imported, 75% of the goods are substandard and Nigerians are okay with it.
Most of the work or contracts executed in Nigeria, either by private or the public sectors are substandard. Otherwise how do you explain houses and bridges worth billions of naira collapsing almost on weekly bases?
Should i talk about health and drugs, telecoms, media, leadership, management etc?

Sooner or later, if you produce/sell substandard goods/services you will be left behind, whatever tribe you belong.

If goods and services are of good quality, Nigerians dont care who made them or who is offering

I once said in one of my entries that when we're dealing with the delta issue, we should be pragmatic in our reasonings.

If we have been producing oil in the country fro the past 50 years at an average rate of 2 million barrels/day, that means we've produced some 2million*365*50 barrels of crude oil. And if the price of the barrel of crude is averaged at 40 dollars per barrel over this period, the Nigeria have realised:

2million*365*50*40 dollars in the past 50 years. That's some staggering: ~ 2 trillion dollars!

Now, how much of this can we say was ploughed back into the Niger Delta over the past 50 years?

And why won't I be passionate about these things? Who will be in my shoes and not be passionate about the issues affecting his place? I bet if you're in my shoes, you will be at the rooftop shouting away at the injustice meted to your people.

So also we were not producing 2mb/day in 1958/1968/1978

This type of statistics does not help our arguments.
