PoliticsStates Will Receive N300b Presidential Special Intervention Fund Soon-presidency by olokfor(op): 5:35pm On Jul 28, 2015
Press statement from the presidency

"The implementation of a three-pronged financial intervention of President Muhammadu Buhari to assuage workers plight and support the states is now in progress. Specifically, state governments will start benefiting from the special intervention fund of between N250B to N300B in a matter of weeks.

Currently, planning meetings are being held between members of the Federation Account Allocation Committee, FAAC and CBN, on the one hand, and also between CBN and commercial banks on the other hand, regarding details of the special intervention fund and the debt relief program of the President for the states.

Such meetings are reviewing loan profiles of the states, issues around restructuring of existing loans including time span, and reconciling the figures.

Already, it has been agreed that existing state loans be restructured for 20 years, and regarding the bond option, the rates to be applied would be market-based but with a cap to make it affordable. Within weeks from now, the states are expected to start benefiting from this two other parts of the presidential intervention. It would be recalled that the details of the presidential intervention are in three parts: The sharing of about $2.1B in fresh allocation between the states and the federal government. The money was sourced from recent LNG proceeds to the federation account, and its release okayed by the president.

A Central Bank-packaged special intervention fund to the tune of about N250B to N300B that will offer financing to the states. This would be a soft loan available to states. A debt relief program by the Central Bank of Nigeria and Debt Management Office, DMO, which will help states convert their commercial bank loans into bonds, and restructuring such loans by extending their life span thereby reducing the debt-servicing expenditures of the states.

By extending the commercial loans of the states, the third part of the presidential intervention would therefore make available more funds to the state governments which otherwise would have been removed at source by the banks. To be able to offer this option to the states, President Muhammadu Buhari brought the financial muscle of the federal government to bear on behalf of the states guaranteeing the elongation of the loans.

Besides, the availability of the $2.1B from LNG which has now been shared to the states was made possible because President Buhari set a new fiscal standard and tone that all monies generated should go to the federation accounts. Before that constitutional standard was upheld by the president, LNG dividends were going to other NNPC designated accounts.

None of the three parts of this intervention would have been possible without the creativity and approval of President Buhari. It should be noted that the backlog of the salaries in some of the states went back several months before the president took office.

To date, the states have now drawn from the LNG taxes and dividends totaling $2.1B, besides a second sharing from the federation account-ie the regular monthly allocations-a sum of over N518 Billion last week. Finally states have been advised during NEC meetings to take certain steps to avoid a similar financial crisis in the future.

These include: Making the payment of salaries, a first-line charge. Do more to increase their internally generated revenue. Clean-up their payroll to eliminate ghost workers. Have a fully-functional Debt Management Offices.

PoliticsHouse Of Representatives Crisis Is Finaly Over- Consolidation Group by olokfor(op): 3:00pm On Jul 25, 2015
The crisis in the house of representatives over principal positions is over, Abdulmumin Jibrin, spokesman of Consolidation Group, has said. According to Jibrin, “gladiators” in the Femi Gbajabiamila camp have settled for the “Dogara formula” for the allocation of principal positions. Gbajabiamila and Yakubu Dogara, the speaker, had been enmeshed in a rift over the sharing of principal positions of the house.

Speaking at a press conference in Abuja on Saturday, Jibrin said: “Please recall that since the inauguration of the house, the issue of those that will assume the positions of the remaining principal officers among members of our party, All Progressives Congress (APC), has been enmeshed in deep controversy.

“Specifically, this controversy surrounded those who will occupy the vacant positions of House Leader, Deputy House Leader, Chief Whip and Deputy Chief Whip. Several efforts were made to find solution to the crisis and a couple of proposals were advanced. It is in this spirit that the Speaker, Hon Yakubu Dogara, proposed in what is now known as the Dogara formula an equity team.

“Mr Speaker’s argument has always been since the north-east and south-west have produced the speaker and deputy speaker, the remaining principal officers positions should go to the north-west, north-central, south-south and south-east in the spirit of equity, fairness, justice, a strong precedence and provision of the constitution. In the interest of peace, unity and harmony in the House, Speaker Dogara reached out extensively to individuals and groups and committed lot of energy and time toward finding an amicable solution to the nagging issue.

“This became extremely necessary in order to actualise the needed peace and unity in the House so as to commence work for the Nigerian people and provide support for our President, Muhammadu Buhari.

Let me reiterate our resolve that President Buhari is going to enjoy the maximum and unprecedented support of the APC caucus in the House in order for him to achieve all the laudable programmes of this government. “Permit me to point out, however, that the intense consultations carried out by Speaker Dogara is what eventually led to the birth of the Dogara Formula that saw the emergence of what is now known as the Equity Team.

In line with the Formula, the Equity Team has Hon. Alhassan Ado Doguwa (APC Kano, North West) as House Leader, Hon Buba Jibrin (APC Kogi, North Central) as Deputy Leader, Hon Pally Iriase (APC Edo, South South) as Chief Whip and Hon. Chika Okafor (APC Imo, South East) as Deputy Chief Whip. “Interestingly, both the Speaker and a great majority of the APC caucus in the House including gladiators in the Gbajabiamila’s group like Hon Mongunu, Hon Doguwa and Hon Pally support and stand by the Equity Team.

We have commenced collection of signatures which has reached advanced stage to affirm the Dogara formula. All other interests, including those excluded from the principal officers, specifically Hon Gbajabiamila and Hon Mongunu will be duly accommodated with commensurate responsibility to serve. Since the Speaker has about 200 positions to share out, many members will have the opportunity to serve the country.

“In light of this development, it is heart-warming to announce to you that the disagreement in the House, which many have erroneously labelled as crisis, has finally come to an end. We hereby express our deep appreciation to Mr President for his fatherly disposition during this disagreement. We also commend our party for its patience and understanding and re-affirm our continued support for the realisation of its objectives

. “We thank Speaker Dogara for his maturity and gentle disposition towards ensuring that the disagreement is amicably resolved. We thank our other colleagues who disagreed with us for their willingness to dialogue and accept our compromise position for the peace and stability of the House and overall national interest. We will make a particular mention of Hon Mongunu, Doguwa and Pally for their patience, maturity and understanding.

Finally, we thank Nigerians and once again pledge that this House will now get down to work for the Nigerian people.” Gbajabiamila is yet to comment on the latest development, which means he can no longer be majority leader as proposed by the party leadership.

PoliticsI Am Happy That Am Already Fulfilling My Campaign Promises- Wike by olokfor(op): 2:44pm On Jul 25, 2015
Wike says positive response by beneficiaries of his administration’s road projects inspires him

Rivers State Governor, Nyesom Ezenwo Wike has declared that he is happy that the people of the state are responding positively to his administration’s concerted efforts to fulfill critical campaign promises made before they gave him their mandate.

Speaking on Saturday when he inspected road projects in Port Harcourt and Obio/Akpor Local Government Areas, Governor Wike said that the joyous reception he received from the people as he inspected the road projects is an inspiration to further deliver quality service to the people.

He said: “ We shall complete all the critical road projects abandoned by the previous administration. These roads lead to densely populated areas and completing them would revive the state’s economy.

"The people have suffered untold hardship as a result of the poor state of the roads. We promised to reconstruct these roads and that is what we are doing.

"The warm reception I have received from the beneficiaries of these roads will inspire this administration to do more for the people"

The governor said that his administration is embarking on a comprehensive rehabilitation and reconstruction of roads across the state, noting that some road projects will start next year.

He said contrary to claims that he is concentrating on the urban centres, work is going on at Abonnema and Oyigbo in the state.

He, however, stated that the administration will initially rehabilitate roads in the urban areas with a larger percentage of the state’s population.

Governor Wike specifically stated that work on the Opobo Unity Road will start early next year.

Special Assistant ( Media ) to Rivers State Governor.

PoliticsWhy I Allowed Abacha To Arrest Me – Obasanjo by olokfor(op): 9:59am On Jul 25, 2015
Former president, Olusegun Obasanjo has revealed real reasons why he allowed himself to be arrested and jailed by former military head of state, General Sanni Abacha.

Recall that the former president was among top politicians who openly stood against the administration of the late military head of state. General Sanni Abacha had however ordered their arrest, trials and sentences of these people but spared their lives due to international pressure.

Obasanjo in his newest controversial memoir, ‘My Watch’, narrated how a group, National Unity Organisation was formed. It came into existence to frustrate Abacha to leave power. Obasanjo said Abacha “was so much below average as an officer that no serious attention was paid to him until he was made to announce the coup”.

“I was not in doubt that Abacha would attempt to silence me. This was clear from his apparent ambition for life presidency of Nigeria in insatiable appetite for corruption; his looting directly from the Central Bank; his need to silence everyone that could oppose him in any form; his actions towards my close friends and associates and his close surveillance of me by his security both within and outside Nigeria.”

Also recalling how during his visit to Kenya for the funeral of the father of the opposition leader, Raila Odinga, the Nigerian Embassy officials wrote a report indicting him, stating that “since Odinga was in opposition to the government of Kenya when he died, I had gone to Kenya to create problems for the Kenyan government by supporting the opposition, and the Nigerian government should restrain me from causing great problems between Nigeria and Kenya.”

“Rumours about Abacha taking action against me started to spread and ring louder and louder. ”I had no fear because I had done nothing to cause me fear or anxiety. I was about my life and my business unperturbed.”

Recall that business mogul and politician, Chief Moshood Kashimawo Abiola, popularly known as MKO, who was part of the opposition party died amidst the brouhaha. Just recently, MKO Abiola’s daughter, Hafsat Abiola-Costello, said that her father sacrificed all for the nation at the expense of the suffering of his family.
