Because Nigeria is made up of 36 States and the FCT.

States are Federation Units, the FCT is not.

The essence of the 25% in two thirds of the whole of Nigeria is to ensure 'spread' or broad based support across most parts of Nigeria so that a particular ethnic group or Geo-political zone with high population will not be lording itself over the rest of Nigeria, so you need support of people in two thirds of the country.


Now, the FCT is populated by people who are Gov't workers or have certain things to do with Gov't or Representatives of Foreign Countries , domiciled in the FCT. There is nothing special about the votes of the FCT that make it superior to votes of other Nigerians in the determination of who should be the President.

1) The world views of most Hausa-Fulanis are quite different from that of the Southerners.
