The House of Representatives on Wednesday began moves to decongest the 244 correctional centres spread across the country.

This is as the lawmakers at a plenary session on Wednesday presided over by the Deputy Speaker, Benjamin Kalu, called for a holistic overhauling of the system, including quick dispensation of justice for awaiting trail inmates as well as reforms and rehabilitation of the centres to global standards.

The resolution was sequel to the adoption of a motion moved by member representing Ikwo/Ezza Federal Constituency, Ebonyi State, Mr Chinedu Ogah.

Leading the debate on the motion tagged, “Call to decongest Nigerian correctional service,” a member of the All Progressives Congress, Ogah lamented that over 70,000 inmates in the country face inadequate facilities despite government efforts, adding that “Some have not been charged with criminal cases, while some are unable to pay the fines imposed by the courts despite having their cases determined.”


He continued, “The House is disturbed that the Nigerian criminal justice system is plagued by flaws, with cases often lingering without resolution for years, thus overcrowding the correctional centers in various geopolitical zones.

“The House is also disturbed that a data system reveals that federal offenders comprise less than 10 per cent of correctional system inmates, leaving over 90 per cent to state offenses.



“We are also alarmed that overcrowding of the correctional facilities has led to a huge revenue drain for successive governments, leading to prison dilapidation, criminalization, and inability to separate awaiting trial inmates from convicted ones,” stressing that implementing the criminal justice system and the adoption of non-custodial measures would effectively reduce the overcrowding of national prisons.”

While referring the motion to its Committee on Interior, the House urged the Federal and state governments to provide comprehensive reforms of the country’s correctional system, including modernizing custodial centres, building new facilities, and redesigning the bail system.

It also tasked both layers of governments to “Propose legislation to allocate time for the speedy dispensation of justice and the number of inmates awaiting trial; examine the role of the federal and state governments in the correction of inmates; propose sustainable, efficient solutions to address the congestion in 244 jails nationwide and devise and promote effective reformation, rehabilitation, and reintegration of inmates.”

The House also called on the federal and state governments to utilize their prerogatives of mercy to grant amnesty to deserving inmates, just as it urged the Federal Ministry of Justice to prevent delays in justice dispensation and enhance the process of meeting bail conditions.”

It further called on security agencies to avoid arbitrary arrests.

The Lagos State House of Assembly has told the Lagos State Neighbourhood Safety Agency to prepare for the emergence of state police.

The Chairman, Lagos State House of Assembly Committee on Information, Security and Strategy, Stephen Ogundipe, gave the charge while on a working visit with other members of the committee to the LNSA office on Monday, according to a statement by the agency on Monday.

Ogundipe, while applauding the management of the Lagos State Neighborhood Safety Agency and the Corps, led by its General Manager, Ifalade Oyekan, “for the massive shift forward,” implored the agency “not to rest on its laurels as it continues to prepare the corps for the emergence of a state police, which is in the offing.”

He noted that the agency “has improved in terms of service delivery and continues to show the way to go about community policing to other similar agencies.”


In his response, LNSA GM, Oyekan, thanked Governor Babajide Sanwo-Olu “for his unalloyed commitment to the safety of lives and properties in the state” which, according to him, is “the fuel spurring the agency’s unwavering drive for excellence.”

The safety corps boss said the agency was determined to live up to its mandate in the governor’s T.H.E.M.E.S. Plus Agenda, and thanked the Assembly, the visiting committee, and Speaker, Mudashiru Obasa, “for their legislative and oversight support at all times.”

The PUNCH reports that President Bola Tinubu at an emergency meeting with the 36 state governors in February agreed to set up a committee to come up with the modalities for setting up state police to tackle the nation’s worsening insecurity.

The food basket of the nation is found in the middle belt of Nigeria and 2e all knows what's happening in the middle belt right now.

Massive killings in benue, plateau, southern kaduna, nasarawa and others in the past since 1999 till date is enough to cause total catastrophic in farm produce. Just imagine how many farmers killed, villages sacked by this blood thirsty demons.

Jonathan bearly did much. Buhari first term in office told the whole world that his brethren have the right to grase on grasing route. These give these devil incarnate right to penetrate all states in Nigeria and disrupt the almost all the farm lands. Middle belt which is the food basket of Nigeria till today is under serious attack. Tinubu is not doing much and he doesn't understand what's causing the food insecurity.
Tinubu is doing a lot in terms of security, you can't expect him to solve all this insecurity mess in less than a year.

It's because of this insecurity mess the FG, states and the lawmakers are about to work on creating state police but you're here claiming tinubu is not doing anything.

The Minister of Works, Dave Umahi, has opened a discussion with the African Development Bank on possible funding for the construction of some sections of the Coastal and Trans-Sahara Highways in parts of Nigeria.

The additional funding was the crux of dialogue between the minister and a delegation from the Africa Development Bank led by the Director, of Infrastructure and Urban Development, Mike Salawou held at the ministry headquarters on Tuesday in Abuja.

A statement by the Special Adviser on Media, Uchenna Orji, said the government was opening up opportunities for investments in infrastructure development along the coastal and trans-Sahara routes.

According to him, these options include the hospitality industry, tourism, agricultural production, estate, park, and industrial business

Umahi added that funding would be required to tackle the sections of the Coastal and Trans-Sahara Highways not yet constructed, awarded, or taken over by concessionaires under the Highway Development and Management Initiative.

This project, which the Honourable Minister said would be a measure to provide enduring infrastructure and industrialization along the corridors, is expected to carry a large network of paved highways that will create a good transport environment and trade routes for moving goods and services along the North-South corridors.

The statement read, “The Work Ministry has opened a discussion with the African Development Bank on possible funding for the construction of some sections of the Coastal and Trans- Sahara Highways in parts of Nigeria. The coastal road is 700 km. That is phase one and it is running from Lagos through Ogun State to Ondo State, passing through the coastal States of Delta, Bayelsa, Port Harcourt, Akwa Ibom, and ending in Cross River in 700 kilometres. We have spores to the Ogoja road, the one you did, the African Trans-Sahara road that is going to Cameroon.”

He further stated, “We are sectioning the roads. Just last week, we awarded section one, phase one, and phase one is 47.47 kilometres. It’s already been awarded to Hi-tech Construction Limited. We have phase two, which is about 57 kilometres, taking us from the end of phase one. Phase one ends at Lekki Peninsula. It takes us from Ahmadu Bello Way to Lekki deep sea port. Phase two takes us to the boundary between Ogun State and Ondo State. That’s about 57km”.


“It’s going to be available for a number of funders under the lead investor, That’s Hi-tech Construction Nigeria Limited. So that is available, and when the discussion comes up, then there will be a need for us to meet with Hi-tech and the Honourable Minister of Finance Coordinating Minister of the Economy”.

Earlier in his remark, the Director of Infrastructure and Urban Development said the bank has a mandate to contribute to the sustainable economic development and social progress of its regional members individually and jointly and is therefore prepared as a multilateral institution to offer a robust partnership to the Federal Government of Nigeria, especially by providing technical and financial support for the development of road infrastructure in Nigeria.

He said, “So as the African Development Bank, we are ready to assist you. To make it easy for us, we need to have any studies available to make sure how we can support you on this project. So we are ready, we can see where we can find the resources to support you in structuring the different projects”

“And the third one, the dualisation of the road between Nigeria and Cameroon will foster regional integration between the two countries because I believe Nigeria is Cameroon’s number one trade partner. So, we need to reinforce the modernised infrastructure there.”

The development is part of efforts by the works ministry to secure additional funding to rejig the nation’s economy.

In the 2024 budget, the government said it would spend N837bn on constructing and rehabilitating 2,254 roads and bridges in the 2023 and 2024 fiscal years across the country to improve the nation’s deteriorating road infrastructure. Despite this funding, the state of highways remains poor and in need of extra sources of funding.

Last month, The Federal Government secured a €25m grant from the Netherlands for the construction of 28 priority bridges in Nigeria.

The Ministry of Works has also stated that it is engaging concessionaires and other private sector organisations to secure investments in the construction of 35,000km of federal road networks.

Despite the widespread blackout and the worsening state of electricity supply in Nigeria, the latest figures on the daily load summary of power distribution companies indicate that the firms failed to distribute about 1,769.91 megawatts of electricity between February 1 and 14, 2024.

Data from the Transmission Company of Nigeria, obtained in Abuja on Monday, showed that though some of the power firms received excess electricity load allocation during the period, most of them failed to utilise all the quantum of energy allocated to them by TCN.

Nigeria’s power situation grew worse since January this year, forcing the Minister of Power, Chief Adebayo Adelabu, to declare on Saturday that some power firms and TCN had been summoned to provide reasons for the worsening state of electricity supply in their regions.

Adelabu also pointed out that investigations by the power ministry showed that some power distribution companies were rejecting electricity, despite the scarce supply of the commodity.

“Findings revealed that some distribution companies were deliberately not taking up power supply from TCN while some power lines were also damaged by vandals in Abuja, Benin, Port Harcourt and Ibadan regions,” Adelabu stated in a statement issued in Abuja.

The minister’s position may have been justified as an analysis of the latest figures on the daily load summary of power distribution companies by our correspondent on Monday indicated that the Discos failed to distribute about 1,769.91MW of power in the first two weeks of February.

Nigeria has 11 power distribution companies and they include Abuja, Benin, Eko, Enugu, Ibadan, Ikeja, Jos, Kaduna, Kano, Port Harcourt and Yola Discos.


On February 1, 2024, seven of the power distributors failed to utilise a total of 128.62MW of electricity, while four others including Benin, Ibadan, Port Harcourt and Yola took a cumulative excess load allocation of 61.91MW.

By taking excess load, it means the Disco’s actual energy consumption for that particular day was higher than the load allocated to it by the Transmission Company of Nigeria.

However, the actual consumption figures of most Discos are usually lower than their allocated load, leading to unutilised or rejected energy by the power distributors.

On February 2 and 3, the Discos failed to utilise a total of 108.25MW and 71.54MW respectively, while they received excess load allocation 22.35MW and 65.45MW respectively.

On February 4, it was observed that only 4.45MW was not utilised by Kano Disco; while 327.47MW excess load was received by 10 other Discos. The low rejection of electricity on this day was due to low power generation on February 4, 2024.

On February 5, there was no rejection of electricity by any Disco, while 211.04MW of excess load was allocated to the 11 power distributors due to the low power generation recorded on that day.

The next day being February 6, three of the power firms failed to distribute 197.32MW, while eight others received excess load allocation of 200.09MW.

On February 7, four of the firms failed to utilise 216.1MW, while the remaining seven took an excess load of 162.02MW, as figures from TCN showed that the power firms rejected a total of 726.28MW of electricity in the first week of last month.

On February 8, eight power firms did not distribute 126.33MW, as three others took an excess load of 31.77MW; while the next day, nine power distributors failed to utilise 137.9MW, as the remaining two got an excess load of 39.27MW.

On February 10, nine of the Discos rejected 185.47MW, as two others took an excess load of 22.23MW; while on February 11, eight of the firms did not distribute 142.86MW, and three others got an excess load of 60.66MW.

On February 12, eight Discos did not distribute 132.27MW; three others received excess load allocation of 45.83MW, while on February 13, six Discos failed to utilise 133.8MW as five others took an excess load of 48.09MW.

Five power distributors rejected 179.6MW of electricity on February 14, while the remaining six of them took an excess load allocation of 83.18MW.

This shows that in the second week of February, from 8th to 14th, the power distributors did not distribute about 1,043.63MW of electricity. They, however, received excess load allocation of 330.97MW.

Worried by the poor electricity supply situation, the power minister had in a letter signed by the Director, Distribution Services at the Federal Ministry of Power, B.U Mustapha, ordered the CEOs of Abuja and Ibadan Discos, as well as TCN to attend a meeting called by Adelabu this week.


They would discuss issues bothering on worsening electricity supply in their regions with a view to proffer a lasting solution, a statement by Bolaji Tunji, Special Adviser, Strategic Communications and Media Relations to the minister, stated on Saturday.

Adelabu was quoted as saying that the management of other non-performing Discos would also be queried over non-performance as reports continue to filter in on the situation in their regions.

“These two Discos have been summoned due to the worsening power supply situation in their regions despite improved supply from TCN,” the power minister stated.

According to the statement, gas shortage notwithstanding, the ministry had been putting pressure on the power generating companies to improve performance and generation had been ramped up to over 4,000MW in recent days.

“So, we expect power supply to have improved across the country, unlike what we are experiencing in some regions, presently,” the minister stated.

First of all the lamba king was playing politics with no constructive criticism.

Secondly, I understand this man has a finance background and he has been right once, also he is speaking from a position of knowledge. If you notice in the report he was offering an alternative idea without unnecessarily trying to play to the gallery like the lamba king likes to do.

Thirdly, Obaseki also said we should try and remove our focus from the exchange rate and rather than put so much resources trying to fight it, we should try to grow local products. Now, this is different from Obi who although keeps shouting consumption to production is always tactfully supporting his fellow importers.
The issue is that, if the government fail to tackle the way the naira was falling, prices of goods and services will keep on increasing.
