For stealing a N50,000 Sony Ericsson phone belonging to Governor Rauf Aregbesola, a 31-year-old Kelvin Ighodalo has been sentenced to 45-year imprisonment by an Osogbo High Court. Ighodalo stole the phone from the pocket of Aregbesola on November 27, 2010, when the governor was being inaugurated at Government Technical College, Osogbo. Justice Oyejide Falola, who heard the case, found Ighodalo guilty on six counts, which included conspiracy, stealing and fraud. He was sentenced to 10-year imprisonment for the first three counts and five years for each of the last three which included impersonation, obtaining property by falsehood and collusion. Falola, who ruled that Ighodalo deserved the jail term, held that the convict used the phone to obtain N500, 000 from the Owa of Ilesa, Oba Adekunle Aromolaran, while he obtained N200, 000 from Mr Shengen Rahman, an associate of the governor. The jail term, which Falola pronounced will run concurrently, means that Ighodalo will spend the next 10 years behind bars. Assistant principal state counsel, Mr Biodun Badiora, told the court that the convict had served six-year imprisonment in Ikoyi prison custody in connection with a murder case in 2005. Nigeria's long-awaited oil bill has passed a second reading in the upper house, paving the way for it to go to specialist committees to be discussed, Senate sources said on Friday. The comprehensive Petroleum Industry Bill (PIB) has been more than five years in the making and previous versions failed to get through parliament. Billions of dollars of investment into oil and gas production is on hold until it gets passed. The bill seeks to overhaul fiscal terms and reform the state oil company, amongst a raft of other measures, but several clauses are controversial and likely to be resisted. Closing debate after a second reading late on Thursday, Senate President David Mark said lawmakers were united in their opposition to sweeping new powers granted to the oil minister, Diezani Alison-Madueke, in the current version of the bill. "We are very united on the fact that too much power is given to the minister, particularly ... where the minister can grant leases unconditionally," Mark said. "By the time (the bill) ... comes back there will be amendments, additions and subtractions ... the draft bill that has been given to us is not sacrosanct." Legislators are divided over the idea of a 10 percent wealth fund for southeast communities who live around the oil fields. Northerners argue that governors of oil producing states already get 13 percent extra revenue. Mark, who hails from Nigeria's "Middlebelt" -- where the largely Muslim north and mostly Christian south meet -- urged legislators to look beyond regional interests. "The bill is not north versus south, far from that. Because what is good for the north is also good for the south," he said, adding the host community fund was "most contentious." President Goodluck Jonathan says investment in the country's oil industry was falling because of delays to the passing of the bill. A major licensing round for new fields is unlikely to go ahead until the bill is passed. Manchester: Manchester United are understood to be open to the idea of selling Wayne Rooney for a sum of around £35 million to make way for Real Madrid man Cristiano Ronaldo to head back to Old Trafford, according to ESPN, a leading sports website. The feature revealed that a Red Devils source had admitted that Rooney could be sold but that any "prospective transfer was dependent on a `complicated chain of events`, but one that could also see Cristiano Ronaldo end up back at the club." There has been a lot of media speculation regarding the Evertonian`s future after he was relegated to the bench in arguably one of Man United`s biggest fixtures of the season as they took on Real Madrid in the Champions` League`s second leg at Old Trafford. While Sir Alex`s decision to start with Welbeck seemed to work, United eventually went out of the tournament after Nani was controversially sent off just before the hour mark, with the Manchester club a goal in front. Madrid went on to take advantage of the man advantage and won the game thanks to goals from Modric and ex-Red Devil Cristiano Ronaldo. The Portuguese superstar, who spent several successful seasons at the club before leaving for Real, admitted that he still has feelings for Man United and refused to rule out a return to the club. Any prospective transfer though would be complicated given United`s lack of City-like funds and Ronaldo`s current price-tag. There are rumours that Nani could be used to sweeten the deal for Real, given that they haven`t expressed an interest in signing Rooney. But the England international could be sold to PSG, who have reportedly expressed an interest, and that money could be used to easen the financial burden the Old Trafford outfit could face in trying to bring back their favourite Portuguese. It is unclear whether Rooney himself would want to move to the French capital or whether he`d want to leave Man United at all. A new bill before the House of Representatives has proposed stiff penalties for employers of labour in both the public and private sectors who fail to pay or delay the payment of workers’ salaries. The bill passed second reading on Tuesday, getting the support of the majority of lawmakers at a session presided over by the Speaker, Mr. Aminu Tambuwal. It also proposes that underpayment of workers’ wages; pension and emolument will attract sanctions. According to the sponsor of the bill and House Minority Leader, Mr. Femi Gbajabiamila, the penalties will include the loss of 10 to 20 per cent of the value of the delayed salary. He explained that after a salary delay of one week, the employer would begin to lose percentages of the salary, which would be added to the employee’s pay. Gbajabiamila said, “Late payment or no payment of salary encourages corruption. People are forced to seek unlawful means to meet their financial and family obligations. It is our responsibility as legislators to protect the welfare of the citizenry. There is no point saying you have a job, yet no pay. “This bill prescribes a period, beginning from seven days; the employer will pay a percentage in addition to the salary. From 10 per cent, it can rise to 20 per cent, and so on.” Another member, Mr. Jerry Manwe, blamed the problem of non-payment of salaries on employers’ greed. He said a practice common in some government agencies was to lodge workers’ salaries in fixed deposit accounts to yield interests for “some greedy officials, who keep telling the suffering workers that there is no money.” Also backing the bill, Mr. Godfrey Gaiya, observed that employment was a contract between the employer and the employee. “A labourer deserves his wage,” he said. An attempt by the House Deputy Majority Leader, Mr. Leo Ogor, to oppose the bill, however, failed.
