The Lucky German Shepherd’s Dog Nova is the belle of the ball, she even has the gown to match. According to KTRK, the German Shepherd’s owner, Jackie Pizano, threw a quinceañera, a party often thrown for a girl’s 15th birthday, for her very good pooch when Nova surpassed 15 in dogs years, which is about 7.5 years old. He Commends Buhari, Dickson Former President Olusegun Obasanjo, yesterday in Bayelsa State, performed the groundbreaking ceremony for the construction of the first private modular refinery in the Niger Delta region. Azikel refinery, owned by Azikel Petroleum, a subsidiary of Azikel Group of Companies with Azibapu Eruani, an indigene of Bayelsa as its Group President, is located at Obunagha community in Gbarain Kingdom of Yenagoa Local Council Area of the state. Obasanjo performs groundbreaking ceremony for modular refinery The 12,000-barrels refinery is sitting on 19.92 hectares of a swampy land that was reclaimed with over 2.7m cubic metres of sand, which dredging lasted nine months. Azikel modular refinery is expected come on stream in 2019. Speaking at the event, Obasanjo commended President Muhammadu Buhari for awarding modular refinery operational licences to 22 firms, including the Azikel Petroleum. He noted that out of the 22 licenced operators, Azikel Petroleum is the only company that had actualised its dream of establishing a modular refinery. The former President said he was delighted at the commitment of Azikel Petroleum, adding that none of the 18 licenses earlier awarded by his administration came to fruition. He also commended the state government under Governor Seriake Dickson for creating the enabling environment for the take-off of the modular refinery project. Do not be deceived by your peers who will try to laugh at you when you are visiting the school library, or stay up at midnight or anywhere you finds it comfortable to study your books ahead of your exam because you are laying foundation to your successful jamb examination results”. 8. Getting rid of distractions: Make sure you have enough space to sort your textbooks and notes out. Try as much as possible to get enough study light that won’t make you feel dizzy or suddenly tired when reading, know what type of study light that is quite comfortable for your eyes, (although white light is more encourage-able to be used for studying). Is your table, chair comfortable? Are your mobile phones, social media chatting or computer games out of sight? You could also make plans to travel to the exam with friends or classmates, as long as you know they're likely to be punctual. 10. Take regular breaks: While you may think it's best to study for as many hours as possible, this can actually be counterproductive. If you were training for a marathon, you wouldn't try and run 24 hours a day. Likewise, studies have shown that for long-term retention of knowledge, taking regular breaks really helps. Everyone's different, so develop a study routine that works for you. If you study better in the morning, start early before taking a break at lunchtime. Or, if you're more productive at nighttime, take a larger break earlier on so you're ready to settle down come evening. Try not to feel guilty about being out enjoying the sunshine instead of hunched over your textbooks. Remember Vitamin D is important for a healthy brain. You may feel like you deserve a treat, or that you don't have time to cook, but what you eat can really have an impact on energy levels and focus, so keep away from junk food. Keep your body and brain well-fuelled by choosing nutritious foods that have been proven to aid concentration and memory, such as fish, nuts, seeds, yogurt and blueberries. The same applies on exam day - eat a good meal before the test, based on foods that will provide a slow release of energy throughout. Sugar may seem appealing, but your energy levels will crash an hour later. The Nasarawa State Commissioner of Education, Mr Tijjani Ahmed, on Wednesday said the ministry had commenced the closure of unregistered private schools operating in the state. Ahmed, who made the disclosure in an interview with the News Agency of Nigeria (NAN) in Lafia, said the unregistered schools were discovered following a census conducted recently. The commissioner said the ministry had since set up a taskforce to look into their activities. Ahmed also lamented that some schools operate in an uncondusive environment without space and some in uncompleted buildings. He warned all private school operators who have yet to pay their yearly levies to do so to avoid sanctions. He said it was no longer going to be business as usual where some people would short-change the government by not paying charges due to it. Ahmed said proprietors of private schools should strictly adhere to the guidelines for the establishment and operation of their activities in the state. The Commissioner explained that apart from the steps to shut illegal schools, the government had also set up other measures to tackle proliferation of illegal schools. “The ministry has decided to step up supervision and review the registration of new schools upward and increased renewal registration for existing schools,’’ he said. The commissioner said that so far, more of such illegal schools were found in Mararaba, Masaka and other communities of Karu Local Government Area. He also disclosed that the ministry was working out modalities to address the challenges of students who were currently at the Internally Displaced Persons (IDPs) camps due to attacks in some communities in the state. • Special panel takes proposal to FEC The planned review and removal of the mandatory Value Added Tax (VAT) on all air travel tickets issued in the aviation sector will save local airlines at least N11.55 billion in revenue yearly. The tax, which is five per cent of every ticket fare paid only by local passengers, has been scheduled for consideration and withdrawal at the Federal Executive Council (FEC) meeting. Stakeholders have commended the proposed move, describing it as a step in the right direction to save the local airlines from the burden of multiple charges allegedly suffocating the carriers. The operators have consistently raised concerns on the perennial challenges occasioned by multiple taxation in the system, especially VAT, that is rare in global aviation and even in other modes of transportation in Nigeria. Besides VAT and Passenger Service Charge (PSC) that cost 10 per cent of every fare, the airlines alleged payment of 35 other sundry charges that cumulatively rake off about 65 per cent of revenue made in the sector. The relentless campaign against the “killing” taxes and charges regime, however, paid off at the weekend when the Minister of State for Aviation, Hadi Sirika, disclosed that a plan to remove the VAT, among others, had reached an advanced stage. Sirika said in Lagos that the special committee of all stakeholders set up by the Federal Government to review multiple charges had submitted its report with a proposal for the removal VAT to align the industry with its counterparts in the world. “We have gone very far. The report has been submitted and we are presenting the same to the government. One of the things we are considering is VAT. Since it is not chargeable on transportation, we are working hard to convince the government and I’m sure the government will be convinced to remove it and a few other things. We are preparing the final report for the government to take a final decision,” Sirika said. Figures made available by the Nigeria Civil Aviation Authority (NCAA) show that local carriers transported no fewer than 7.7 million passengers in 2017. At an average of N30, 000 per ticket, the carriers accumulated N231 billion of which five per cent VAT was in excess of N11.55 billion. One of the agencies represented in the taxes and charges review committee is the Nigerian Civil Aviation Authority (NCAA). The spokesman, Sam Adurogboye, said the proposal became necessary to align with international best practices. The Chairman, Aircraft Operators of Nigeria (AON), Capt. Mohammed Joji, said the scrap of VAT in air transport sector was long overdue. Joji recalled that VAT and its removal from air travel had been addressed since the era of the General Agreement on Tariffs and Trade (GATT) of 1947 and General Agreement on Trade in Services (GATS) that came into force in 1995. That explains why international carriers do not charge VAT on their ticket sales based on international agreements. Joji, who is also the Managing Director of Skypower Express Airways Nigeria Limited, claimed that VAT Decree 102 of 1993, schedule three, under “Goods Except” actually exempted transportation by road, rail and water from VAT deductions. “Erroneously, they (government of the day) left air transportation on the VAT list. When we demanded to know the reason, they said because aviation was high- profile, unlike other sub-sectors. But that is a bad argument. They don’t know that aviation is a catalyst for the economy. That is what we have been telling them all these years,” Joji said. According to him, the removal of VAT will be in the best interest of not only the passengers but the airlines in the areas of spare parts importation, payment of charges to regulatory agencies like NCAA and Nigeria Airspace Management Agency (NAMA) and helping the airlines to compete favourably with their counterparts on the African continent. Other stakeholders toed the path of Joji, though stressed the need for more taxes and charges to be taken off the airlines or properly harmonised without duplications. Among the charges for further review are passenger service charge of N1000 per ticket on local route, charter sales charge, aircraft inspection fees, simulator inspection fees, landing charges, parking charges and terminal navigational charge. Others are enroute charge, fuel surcharge, airport space rent, electricity charges, apron pass, ODC, registration fee, service recovery charge, processing fee, avio bridge, aircraft registration and processing fee. The airlines also pay toll gate fee, VIP lounge, trolley service, clearance fee, check-in counter charge, courier/tarmac/pre-release charges, import charge (Dom), export charge (Dom), import royalty, export royalty, ports charge, exports charge, transhipment, and concession Fee. Together, these charges eat deep into earnings, leaving the airlines with less than N10,000 on a passenger ticket sold at an average price of N30,000. Violence continued in Benue State at the weekend as suspected Fulani herdsmen ambushed a police patrol team at Tse-Akpam Azege in Logo Local Government Area. The patrol van was burnt while two of the police officers have been declared missing after the attack that on Saturday afternoon. A source from the area, who pleaded anonymity, told The Guardian that the herdsmen took the security agents unawares, forcing them to flee, leaving their Hilux van. The Chairman of Logo Local Government Area, Mr. Richard Nyajo, who confirmed the incident, lamented the seemingly intractable attacks on his people. He expressed worry that the attackers now focus on security agents posted to ensure peace in the area. Nyajo said one of the attacked policemen was receiving treatment in a hospital at Ayilamo. According to him, the commissioner of police in charge of mobile officers arrived in the state yesterday morning to lead the search and rescue efforts. Nyajo said two motorcycles were carted away by the suspected herdsmen who also attacked Udu village in the local government. The Benue State Commissioner of Police, Fatai Owoseni, who also confirmed the incident said the policemen were returning from a confidence-building mission in remote villages of the local council when the suspected herdsmen opened fire on them at Tse Akpam village. “When my men were coming back, at a point in Azege, they started hearing gunfire from inside the bush by suspected herdsmen. There was a serious exchange of gunfire. The attackers burnt the police Toyota Hilux van after the officers inside fled into nearby bushes. “As a result, four policemen were missing, but two were later found unhurt. The two officers had rejoined their colleagues, hoping to see the remaining two,” the commissioner said. The Saturday attack on policemen in the local government was the second of its kind since the renewed invasion of communities in the area by the herdsmen on January 1, 2018. Also, gunmen attacked Bakin Kogi village in Southern Kaduna at the weekend, killings four persons. The victims were said to be palm wine tappers who came from another community to conduct their business Barkin Kogi. They were attacked in the bush and one managed to escape with serious injuries. A source from the area, who preferred anonymity, said: “Those that were killed were not members of Bakin Kogi community but they were palm wine tappers from another community. “They were in the bush tapping palm wine when they were attacked by the gunmen. For now, I cannot tell you where the attackers came from, but they are not from our community here. “Policemen have visited the place and evacuated the bodies. The area is calm as I speak with you.” Another source claimed that the attackers, at around 9:00 a.m. stormed the village from the outskirts and shot sporadically at innocent persons, killing four and injuring one. “Other people at the scene escaped unhurt while the victims died of bullet wounds”, the source added. When contacted on phone for confirmation, the Commissioner of Police, Austin Iwar, requested more time to respond, saying so many things were happening at the same time. “I cannot confirm this to you now. Give me till tomorrow,” he said. But the police command’s spokesman, Mukhtar Aliyu, was quoted to have confirmed the incident, though he could not give details at press time. “The District Police Officer and the Area Commander are collating assessment reports at the affected community,” Aliyu said. Three persons were also reportedly killed at the weekend when suspected herdsmen attacked Zangwra village in Bassa Local Government Area of Plateau State. The national president of Irigwe Development Association (IDA), Sunday Abdu, stated in Jos: “Three people were killed on Saturday night by Fulani herdsmen. One of the victims was riding a bike while the two others were walking on the road. This happened at Zangwra village near a checkpoint in Bassa Local Government.” According to him, the attackers have changed the tactics of killing their targets on the farms to “ambushing our people on the road.” Abdu recalled that recently, three people were killed and their bodies burnt on Miango road in southwest of Barakin Dangurugu settlement in Jos North Local Council. “This is a road on which people travel to other places, including Abuja. How do you want them to travel? Which other facility do you want them to use when they want to travel? Something urgent has to be done by government and security operatives to arrest the bad situation.” The Spokesman of the Special Task Force (STF) code-named Operation Safe Haven (OPSH), Major Adam Umar, who confirmed the killing, said the crime was perpetrated by gunmen. German World Cup winner Mesut Ozil gave Arsenal a big boost on Wednesday by finally agreeing a new contract which will see him become the highest paid player in the club’s history, according to the BBC. The broadcaster reports that the 29-year-old playmaker — who has been with the Gunners since joining from Real Madrid for a then-record club fee of £42.4million ($60million, 48.2million euros) in 2013 — signed a three-and-a-half year contract and will earn around £350,000 a week. Speculation over both Mesut Oziland Chilean Alexis Sanchez’s futures have plagued the club for almost a year, as both their contracts were up at the end of the present campaign. The union issued a seven-day ultimatum for the removal of abandoned trucks on the Oshodi-Apapa Road, which leads to the Apapa and Tin-Can Ports. It demanded that roads to the seaports be motorable, failing which members would embark on an indefinite strike, beginning Tuesday, February 6, 2018. If the Union makes good its threat, the economy could lose billions of naira daily. The Nigeria Customs Service (NCS), Apapa Command, had, in September 2107, disclosed it realised N32.1 billion the previous month, a minimum of N1 billion everyday. Apart from the Apapa port, which has remained virtually inaccessible due to bad link roads, ports in Calabar, Port Harcourt, Warri and Onne have been largely under-utilised. This means that trucks carrying export goods to the Apapa port have to spend about three weeks on roads within the area before gaining access to the terminal. With the prolonged delay, the quality of most of the goods depreciates before they get to their destination. This explains why Nigerian goods are often rejected for failing to meet international standards. This basically pertains to perishable goods. Tola Faseru, the President, National Cashew Association of Nigeria, was once quoted as saying: “Export warehouses are filled with commodities. Instead of being promptly shipped out, they are rotting away.” Alhaji Aliko Dangote, Africa’s richest man and cement manufacturer, had, while offering to assist in repairing the link roads, also tried to quantify the loss Nigeria incurs from running seaports without good access roads. “The economy loses more than N20 billion daily. It affects businesses across the country,” he said. The figure amounts to N7.3 trillion per year, an equivalent of the country’s annual budget. MWUN’s threat was contained in a statement signed by President-General, Adewale Adeyanju, and Secretary-General, Felix Akingboye. The statement recalled a 21-day ultimatum issued by the union last year, May 14, 2017, calling for the roads to be fixed. The union disclosed that before expiration, the management of the Nigerian Ports Authority (NPA) met with the workers, pleading it had begun repairs. It also explained that major works were not captured in the 2017 budget. Consequently, the union suspended its planned action. “Nine months after we suspended the ultimatum, the roads have completely deteriorated and have claimed several lives and properties. In fact, we lost two of our members on the Oshodi-Apapa Dual Carriage Way, which has completely failed. “From Berger Bridge, there are countless craters and potholes. To worsen the already terrible situation, from Otto Wharf, the road has become a park and mechanic workshop for heavy-duty trucks abandoned by drivers and owners in the last few months. “People defecate, sleep, cook, wash clothes, bathe and do whatever they like on the road. As a result, it is now a haven for criminals who seize every opportunity to assault and rob innocent Nigerians including our members who trek to and from work, daily, on the unmotorable road.” The union said: “Today, only few vessels berth at our seaports, as most ship owners and businessmen prefer neighbouring ports, especially Cotonou. While these ports are booming, ours have become deserted because of failed access roads at the gateway to the nation’s economy. “Last week, we took an assessment tour of the road. To our dismay, the Apapa axis, said to be under reconstruction by a consortium of private individuals, is at a standstill. Yet, we understand that NPA has paid the substantial part of a N270 million pledge it made on the reconstruction.
