Audit reveals massive fraud at OAUTH *Auditor-General Office report indicts CMD Written by Soji-Eze Fagbemi - Abuja Thursday, November 7, 2013 advertisement A massive fraud has been allegedly discovered at the Obafemi Awolowo University Teaching Hospital (OAUTHC), Ile-Ife, running into N62.5 million on contract awards and shifting of tax burden; and another anticipatory approval of over N900 million, against the extant rules. This is according to the report on Audit Monitoring and Evaluation of Capital Projects/Programmes Executed by the OAUTH, carried out by the Office of the Auditor-G eneral of the Federation. To this end, the Independent Corrupt Practices and Other Related Offences Commission ( ICPC) has moved in to investigate the fraud, allegedly involving the Chief Medical Director (CMD), Professor Olusanya Adejuyigbe, who was largely indicted in the audit report. The move by the ICPC to investigate the alleged "massive fraud" followed a petition written to the chairman of the commission, Mr Ekpo Nta, by Ife Youth Vanguard and the facts involved in the Audit Report by the Auditor-General of the Federation. The petition, entitled, 'Massive fraud at OAUTHC, Ile-Ife, Osun State -ICPC should intervene before it is too late,' was signed by the chairman, Ife Youth Vanguard, Comrade Oladimeji Tajudeen and the General Secretary, Comrade Akintola Jeleel, dated October 2, 2013. After preliminary consideration, and especially the audit report, the ICPC in a letter dated October 21 and signed by F. Popoola on behalf of the chairman, acknowledged the receipt of the petition, and ssured them that the commission would continue to brief them as the case progressed. The audit report, which affected the capital projects and programmes executed by the teaching hospital between January 2009 and January 2012; and dated March 14, was received by the Office of the CMD on March 18, 2013. The CMD was alleged to "personally gave anticipatory approval to the tune of N979.562 million within two years," in flagrant violation of extant rules. The audit report also indicted him in a total of N62, 522, 807 fraud and mandated him to refund the amount to the treasury. With reference number OAUGF/P&PAD/OAUTH/02, the report, which was addressed to the CMD and signed by Ajao. A. Resurrection of scavengers in aviation sector By Ibrahim Dangogo The current happenings in the aviation sector, with allegations and accusations, is a pointer to something awful. It is a clear indication that the scavengers exited by the ongoing transformation in the aviation sector have resurrected from the suffocating effects of the developmental sanitization that forcefully released the sector from their wicked grip, for the benefit of the Nigerian masses. Ready for a kill, the evil birds with the appearances of concessionaires, self-appointed activists, failed politicians, shylock businessmen and biased aviation labour groups, are greedily eyeing the aviation sector; salivating with imagination of how its carcass would taste should it fall to their antics time again. Like the eagle, they are attempting to scare away the mother hen to enable them access to the helpless chick but would Nigerians allow that? In recent weeks, they have shown a level of precision in their attack to demonstrate an excellent similarity in their onslaught compared to an eagle on the prowl but the ruthlessness of the vulture that typified their activities is what would make Nigerians groan should they succeed in their hunting of the soul of the Nigerian Aviation sector. Frequent users of our airports would not forget in hurry that the associated cost of using the airports was higher than the fees paid for flights in those of darkness of these scavengers, and that the numerous charges cancelled by Stella Oduah, the Hon. Minister of Aviation’s illuminating efforts in the aviation sector brought a huge relief to them. These detractors are used to sucking the hard earned resources of unsuspecting travelers and individuals involved in economic activities around the airports under the guise of concessionary agreement or arrangement, designed to enrich themselves at the expense of other Nigerians. Previous drivers of the sector, for fear of intimidation or perhaps based on mutually beneficial agreement, had allowed the rip-off to continue but the Aviation minister would not allow such arm-twisting, and decidedly pitched herself against the multifaceted cabals, controlling the aviation sector for decades, by developing and implementing an Aviation Sector Road Map that liberated the sector. Quickly, the road map brought the sector out of the darkness, to the present modernity that unsettles the prowlers, who have consistently been against development. In their reigning days, a visit to a convenience at any of the nation’s airports would leave you worse than you entered, as the strong imagery of human excreta caked around the WCs in our international airports remains dominant on your mind! I try not to imagine this again because my fertile mind has gone back to those days of horror when you could tell from the toilet walls the colour of the last user’s urine since water would not run. The toilet facilities then were under pressure, as there were no functional air-conditioners at the airports. You had to journey to nearby facilities to make yourself comfortable, if pressed. Or do you call the fans in boxes, rolling at their own pace, air-conditioners? The waiting lounge were so wonderful that you were not better than people walking on the streets whenever and you happened to be unfortunate to be waiting for your flight, be it domestic or international. If I were the minister would I resign from a lifetime opportunity to make visible contributions to the development of my beloved country, Nigeria? When I know that the motive for the attack is to enable foragers have unfettered access to the sector and destroy my legacy? Will the minister in the face of this orchestrated campaign of distraction renounce your commitment and promise to farmers and rural dwellers, whom you have assured that their farms produce will be exchanged for foreign currencies when exported abroad? Imo APC disowns Okorocha Thursday, November 7, 2013 Imo APC disowns Okorocha advertisement From VAL OKARA, Owerri The leadership of the Imo State chapter of All Progressives Congress (APC) has disowned the state Governor, Chief Rochas Okorocha, saying he is not yet a registered member of the party.In a communiqué jointly signed by the party's interim Chairman and Secretary, Mazi Nati Iwuagwu and Chief Ahamefule Ibekwe respectively and made available to newsmen in Owerri yesterday, the party stated that under the provisions of the Electoral Act on merger of political parties, only members of the merged parties are legal and automatic members of APC for now. According to the APC, no fresh registration of new members had taken place in the party in the state since the merger of the three political parties on August 31, 2013. The communiqué stated that every other member outside the three merged political parties was a 'concessional member' and therefore, must wait for regularization by formally registering with the party at his or her respective ward in the state. It, therefore, frowned at the alleged plot by people it tagged: 'APGA rebels' to hijack the party in the state with impunity and warned those involved in the act to stop the arbitrary constitution of interim officers of the party in the state at all levels. It stated: "That the attention of the national interim executive of our great party must be drawn to the events in the party in Imo State for urgent and necessary action as we no longer accept the existence of any APC sitting governor in Imo State until he becomes a duly registered member of APC.
