Don't generalize and blame men when you make the wrong choice. There are a lot of decent and responsible men out there. But the average Nigerian woman is looking for the guy with money. If State Police and Local Government Police are created, Nigeria will become a much safer place. But the Northern elites do not want local control of the Police because they are afraid they will lose the stranglehold they have on Nigeria and it's crude oil resource. The Southern political elites will not take steps to introduce local control of Police because they are scared of annoying the Northern elites. Without restructuring, Nigeria is a dead end.

The problem is not the number of Police personnel. The problem is with the structure of policing. Even if they increase the number of Police, it will not change anything. The present centralised police structure is useless. There should be State Police that should not take orders from Abuja. There should also be Local Government Police that should not take orders from the State Governor.

Security issues will be solved, and we need new approaches, from surveillance to modern intelligence gathering and preemptive arrests. We need foreign partners, modern armed force with the best training, new reorientation, modern gadgets and how to use it, etc.
