In normal societies (Nigeria is not normal), it is usually the taker of bribe that is prosecuted. If you have to punish both, how would you get a witness to help the prosecution?

Why would you doubt the allegation? Even Nigerian Presidents collect bribes (Halliburton comes to mind). Nigerians generally, who find themselves in a position where they can collect bribes, do collect. They may not call it bribe though. Salaries are generally low in Nigeria and the average Nigerian would augment that salary by asking for bribes.
