OP, since you've tried all forms of communication, even threatened bringing in a competitor, you still haven't said what your wife said was the problem. Or was she mute all along?

Under 15 isn't so specific. From 12 to15 onward is OK.
That's the right time to start teaching and guiding them how to use it properly.

There're lots of apps one can install on these gadgets to restrict access to certain features you may deem as a risk.

Late exposure can be counterproductive as it may drive their interest and curiosity overboard and they can become obsessed with it.
