I can understand the application of this law for local commercial vehicles operating within the Lagos metropolis, where I imagine a permit is required. It will also create more more avenue for criminals and fraud, imagine a vehicle with multiple plates just because you've spent 3 months in Lagos. If all the states implement this they would be chaos. It would also make kidnapping easier with one car having multiple "legitimate" plates - absolutely crazy ...
