Building and other construction projects are contracts. I've said that times without number on this platform. All the stakeholders, Clients, Consultants (Architect, Quantity Surveyor, Structural, Electrical and Mechanical Engineer) should keep this in mind. The area I want to address this evening is the issue of RISK associated with construction projects. A construction risk is defined as any exposure to possible loss. In a standardized construction contracts, clients or project owners or project sponsors are insured against risk through various means provided for in the conditions of contract. Some of those means include, but not limited to, performance bond, retention, among others. In an unregulated setting where clients just source for "contractors" to build for them without any contract, the chunk of the risks are unwittingly borne by the clients. Here is why; If the contractor does a bad job, who pays for the recompense? The clients. That's where the idea of RETENTION MONEY stems from. A Retention money is an amount held back from a payment made under a construction contract. It is generally held to ensure that a contractor performs all of its obligations under the contract, and is then released either on practical completion or after the end of a defects notification period. I'm advising clients, through this medium, to always apply this concept of retention money to even unregulated transaction with contractors. Clients are advised to agree with any contractor that is interested in executing their projects that a certain percentage of the total estimated cost of the project t will be held by the client for an agreed duration probably 6 months. I advise clients to hold about 2.5% of the total estimated cost for a period of 6 months the at least. This is to insure the interest of the clients on the projects. |

Good evening boss. I do not really know the stage you're currently as regards the building you intend to construct, however the following steps can be a guide. 1) I assumed you've already procured the land for the site of the construction. In that case, you "may" need to get a survey plan in order to know the size or area of the land because that will help the architect in his design. 2) Commission an Architect to take your briefs (what you intend to build) for the building. If you've an open budget, then the architect can furnish you with different proposals about 2 or 3, from which you can choose the one you desire. 3) If you want to work on a budget, it's advisable to bring in a quantity surveyor to work alongside the architect in tailoring his design to your budget by helping you with a preliminary estimate. This is where most clients ignore and subsequently live with the consequences. 4) When you're fully satisfied with the Architect's design, then he will produce working drawings for you to be used for construction purpose. 5) Engage a quantity surveyor to help you prepare schedule of materials and labour or bill of quantities for the proposed project in order have the financial implications of the project at hand. 6) Since you've mentioned about hiring a contractor or builder for the project, have your quantity surveyor give about 3 invited contractors or builders to "price" a blank bill of quantities already prepared in stage 5. 7) Have your quantity surveyor assess their financial bid while an structural engineer assess their technical bid. The Quantity Surveyor will advise you to award the project to the "least responsive bid".
