I'm a practising Quantity Surveyor, as such I've the obligation to respond to issues like this. First of all, Quantity Surveyors arrive at estimated construction costs based on available documents - drawings, specifications and approved instructions. What I've observed in my years of experience that could cause significant difference between a QS estimate and the actual cost of construction is mostly "difference in specifications between the construction (QS) specifications as stated in the Bill of Quantities and the actual specifications done on site". I want to cite an example. A QS can describe in his BOQ that oversite concrete (german floor) to be 150mm (6-inch) thickness. During construction, many project supervisors will never do 150mm thickness on site. Most would rather do 75mm to 100mm. This will significantly reduce the estimated cost thereby making clients to think that QS estimate are over bloated. This is just one example out of many decisions that happen during construction. How do will solve this problem? Answer: Engage your QS beyond pre-construction duties. Engage the QS during the construction of the project for he can easily identify this gap and fill it swiftly. Quantity Surveyors are the only professionals whose training adequately qualify them for costing or estimating construction costs. Of course, there are other people who parade themselves, albeit by impersonation, as capable of preparing Bill of Quantity. This is very wrong in its entirety. Quantity Surveyors offer you an independent cost assessment of your proposed projects without any strings attached (by not deliberately inflating the figure for selfish gain). As regards the location of the project, a quantity surveyor that knows his onions shouldn't have any problem in offering you a realistic, dependable and workable BOQ. Piling is also a type of foundation like strip, raft or pad. It's commonly used in a very water logged site which has a poor load bearing capacity. Also the soil strata has been established through soil test or site investigation that such type of foundation (piling) would be suitable for the proposed structures. As regards the cost, it's very expensive depending on the number of piles and diameter, concreted depth and pile cap designs. However, if the client is advised to go for piling foundation without any technical site investigation, then that would be a wrong approach. Good morning to noble members of this platform. I've read with concern the pains of some building owners lamenting on the sharp practices of some subcontractors such as roof installations vendors on deliberately increasing the area of the roof covering in order to make illicit gain. I know it's a cause of worry for building owners as nobody wanted to be cheated out of his or her hard earned money. I've come to proffer some solutions as a quantity surveyor. My primary aim of being a quantity surveyor is making sure that building owners get the equivalent of the services or products they're paying for. As regards roof covering measurements; since lots of building owners do not know how to calculate the quantity of roofing sheets to be needed, the following tips could be of help. 1) Get a quantity surveyor to independently calculate the quantity of the roofing sheets needed both from the working drawings and carcass (completed wood work). Quantity of roofing sheets needed can be gotten from the drawings and confirmed when the wood work (carcass) has been constructed. 2) If you cannot get a quantity surveyor, the apparent option is to get quotes from different roofers independently and compare. Though this is fraught with risk, given the fact that the reliability of their measurements is deeply rooted in their integrity. 3) Count the quantities of roofing sheets brought to site viz-a-viz the quoted quantity. 4) Roof covering is a superficial item, as such, it is measured in area. From mensuration, we know that area is either Length x Breadth (in case of a rectangle) or L^2 (Length square, in case of a square). The major challenge here is getting the dimensions of the roof covering on slope. 5) Buy your roofing sheets yourself from the seller and monitor the usage. 6) Separate the roles of the roofer and the material suppliers. That is, get a roofing sheets seller to give you the quantities of roofing sheets needed for the building and get another unrelated roofing sheets installer from a different sources to quote for installation only. 7) Regardless of these tips, please monitor the job. Interesting points. However, quantities are reflections of qualities of the job keeping other factors constant such as pilfering, compromise or sabotage. In other words, construction costs are meant to be proportionate to the quality of work. Typical scenario. The description column in the Bill of Quantities is meant to represent the quality of work to be done and this is represented as the rate in the bill. For example; like you said that we've different mix ratio of concrete. That's why in a BOQ, the rate for 1:2:4 reinforced concrete is different from that of 1:4:8 concrete of the same volume or quantity. Other issues raised in your posts are basically the contractors, builders or even owners sabotaging the required specifications for selfish gain.
