At the same AU meeting two years ago to commemorate its 50th anniversary, we had to hide our faces in shame as our former President missed his speaking slot as he reportedly went to the toilet unannounced, bringing ridicule to the Giant of Africa.

Thank goodness now we have not just a President, but a committed African leader that is waking the AU to its responsibilities.

The truth is once we are able to get serious investors and the sport is regulated, continental biking events could be organized to make Nigeria the auto/bike racing hub of Africa which could earn the country huge revenue like NASCAR in the U.S.

Already, a reality show based on supercars like the Ferrari 458's and R8's is being shot on the streets of Abuja. There is huge potential to be exploited.

I remember the roar of these bikers down Nile street, Maitama & AK Crescent. Their emphasis of safety while stunting is what impresses me the most. The car racers are also doing quite well, I learnt they are sourcing for funds to build a professional racetrack in Abuja, at least they will get a relief from the FRSC dudes.

Fashiola is following him around does not give him any portfolio. It has not changed anything. You guys should stop playing with this country.

What does critical transition document have to do with with who will be the minister? He won election on the 28th of March. By 28th of June, it will be three months. Over 2 months ago, he has not be able to assemble his team? he has contested for election since 2003.

He should be prepared with what he wants to do and who would use. Security checks does not take for ages.

Your're clearly playing Ostrich here. Neither you or I know the exact contents on the transition documents, so if the Presidency attributes any delays to its transmission (which is a failure of GEJ) then what concrete evidence do we have to discredit the statement apart from mere speculation?

Furthermore, the primary duties of an SGF which are -

1). Coordinating policy design and formulation by Ministries, Departments and Agencies for approval by Government

2). Serving as Secretary to the Council of State, the Federal Executive Council and other Constitutional Councils, which are chaired by the President

3). Coordinating the activities of Ministries and Government Agencies on the implementation of Government decisions, policies and programmes

You will agree with me that these duties are wholly dependent on the existence of ministerial portfolios and a constituted FEC, and as such it makes little sense to make the appointments piece-meal. Now with these details in mind, can you see why it is absolutely critical that the transition documents (briefs from each ministry) are studied and recommendations made before any appointments are made?

This is not the PDP that appoints ministers as a way of rewarding party loyalists and donors without considering fit and competence, PMB made this crystal clear with his policy of refusing to appoint Governor's nominees as ministers. Whatever due processes that need to be followed will be followed regardless of any premature tantrums thrown by those chronically accustomed to mediocrity in governance.

The irony of the hues and cries of this 'northernization', is that the same people who complain of this phenomenon, are the same people who rush to protect their kinsmen when they are indicted for one offence or the other. This mindset is exactly the same with the mindset they fear northerners have, which makes them feel extremely vulnerable when any appointments are made regardless of whether they're based on merit.

Look at the case which you hinged your write-up on for example, the sacked AG was indicted for fraud and when NL's from the SW typically did not raise any dust like in the Kashamu debacle, the usual suspects created a thread named something like "Buhari hits SW again" in a desperate attempt to provoke a reaction. The most tragic aspect of it all is that this man was wreaking havoc on our treasury but these individuals ignored the negative impact it would have on our lives, and instead thought it would be more profitable to cast aspersions on our dear President.

Such is the shallowness of these individuals. It is hoped that maturity or happenstance will cure them of this cancer of the mind.

That's comparing apples and oranges. Buhari was not in any acting capacity. The purpose of this thread to expose the hypocrisy of PMB's critics and emphasize the prematurity of expecting a complete cabinet in less than a month.

That said, you have to appreciate the several processes, security checks and consultations that are involved in making appointments, and the allegedly deliberate delay in transmitting critical transition documents also has contributed to the 'delay' in making appointments. It is instructive that Fashola has been adopted to take care of some critical responsibilities as evident in his trips with PMB, so that governance does not suffer on account of constitutional constraints.

That is commitment to true governance.

There was a functional government as at 31st May 2011 even before the appointment of Anyim as Secretary to the Government of the Federation (SGF) because President Jonathan instructed his former ministers to continue working pending the appointment of new ones.

And while General Andrew Owoye Azazi retained his position as National Security Adviser, the cabinet was finally dissolved by President Goodluck Jonathan a few days after he told his ministers to carry on until the appointment of new ones.
That makes Jonathan a constitutional criminal! First of all that cabinet was dissolved, and any ministers not confirmed by the Senate cannot constitutionally function in any government.

Ngwakwe you should know that. Keep digging GJ in and we might pursue this constitutional breach.

The continuous stay in offices by the ministers amounts to a fresh appointment by the president which needs the approval of the Senate in accordance with Section 147(2) of the 1999 Constitution as amended.

The section states: “Any appointment to the office of Minister of the Government of the Federation shall, if the nomination of any person to such office is confirmed by the Senate, be made by the President.”

Anything short of this will amount to a progression in illegality and unconstitutionality.

The existing cabinet was dissolved, any continuation would have been unconstitutional because the ministers have to be confirmed by the Senate before commencing another tenure.

Your post says Jonathan sent the ministerial list to Senate after 1 MONTH of being sworn-in, and my post stated that the ministers were sworn in 6 weeks (two weeks later) after GJ was sworn-in, when they are functionally ministers.

So whats the fuss? You can't believe the ministries didn't get to work till after 6 weeks despite all your hues and cries about Buhari?
