It's so bad that Olisa Metuh was forced to speak sensibly today acknowledging the prematurity of expecting the President to publicly announce his declaration 48 hours after inauguration and 24 hours before the next business day, since they have not been verified by the CBB, so they can be gazzetted for public consumption.

The 30-day wait explains why the only past President to ever publicly announce the declaration of his assets, Late President Yar'adua, made his declaration on the 28th of June, 2007 - 30 days after his inauguration.

It is available and the agency is required by law to grant such requests. The insincere nature of the past government is what made the CCB seem uncooperative. Believe me, this week you will know what your President earns. Quote me if you don't.

That was why Yar Adua went an extra step by declaring his assets public even after declaring it with the CCB. That's what we want Buhari to do.

I'm not the National Assembly, neither are you. That provision was put there in the interest of national security. You do not expect that a request to the NA for example, to disclose strategic troop movements will be granted to any random individual without any regulatory mechanism.

Not true. The CCB is backed by law to keep the assets declaration information confidential. Many groups have tried assessing information from them and failed, even with the FoI bill at their disposal. Click on the link below to see a scenario where a group tried to get some info from CCB, they failed:

Paragraph 3, Part I of the Third Schedule to the 1999 Constitution of the Federal Republic of Nigeria, as amended, provides that the Code of Conduct Bureau shall have power to: (a) receive declarations by public officers made under paragraph 12 of Part I of the Fifth Schedule to this Constitution; (b) examine the declarations in accordance with the requirements of the Code of Conduct or any law; (c) retain custody of such declarations and make them available for inspection by any citizen of Nigeria on such terms and conditions as the National Assembly may prescribe.

Pursuant to the aforementioned constitutional provisions and section 2 of the Freedom of Information Act 2011, which states that;

“Notwithstanding anything contained in any other Act, Law or Regulation, the right of any person to access or request information, whether or not contained in any written form, which is in the custody or possession of any public official, agency or institution howsoever described, is hereby established”

That Jonathan blocked AFRICMIL from being allowed to inspect and obtain copies of his completed asset declaration forms which led them to sue the FG is not an excuse to claim that CCB is backed by law to keep the assets declaration information confidential.

A wiser thing for them to do would be to give Buhari a long rope at least; the lack of justification for their rants is what exposes it as empty, childish, and ridiculous. President Buhari's statement is in light of the ethno-religious divisions in the country today, and the perceived effects of his relationship with members of his party like Tinubu et al. on his performance.

Essentially he is implying that he will discharge his duties without fear or favour, he will be independent-minded without bias, yet he will listen and accord the same treatment to all that seek him. His refusal to accept Rochas's nomination of Onu as SGF is a case in point and underlines his resolve.

We need all the help we can get, and I believe PMB as C-in-C is experienced enough to examine all the terms of the assistance and reject outrightly, any that threaten our sovereignty and are not in parallel with our best interests.

What we should emphasize upon is technology transfer and 'train the trainer programs' and not just combat, intelligence or operational support, essentially teaching us to fish instead of being handed fishes. While we should be cautious is our dealings with the west, we should also be wary of throwing out the baby with the bathwater.
