With utmost joy, I mark my 7th year as a member of this esteemed online platform - Nairaland. The experience has been remarkable and beyond comprehension. This platform created the first avenue to broaden and widen my first business in 2007 for free after I created a thread highlighting my business and thereafter followed with numerous calls from customers. Though not a regular poster, I have visited Nairaland daily for the past 7 years. In fact, the platform has been my key source of news and connection to the world. The diverse views and opinions from contributors across threads have imparted my life in no small measure. I have built understanding and improved on my analytical skills as a result of this virtual association with an anonymous world of amazing people. I was with a professional colleague during a business visit abroad in November 2013 and was excited to see him surf Nairaland for news update. His membership confirmation got me more thrilled. In the last 7 years, God has blessed me tremendously. A great family and a splendid profession. My sincere appreciation to Mr Seun Osewa who has exuded strange and unusual wisdom in setting up this platform and adminstering same appropriately , to Toyboy, who introduced me to Nairaland, all Nairalanders and finally my wife who has put up with my Nairaland excesses over the years. Today I mark 7 years, I look forward to celebrating 70 years of being on this platform. Thanks all. |

Suspended Ceilings: A form of ceiling installed between the soffit of the structural slab/element above a space and the floor of the referred space. Suspended ceilings allow for a void space between the soffit of the structural slab and the new suspended ceiling. The void space is usually used or serves as a Service zone to duct or hide Electrical, HVAC and seldom piped/plumbing services. Suspended ceilings are usually anchored on the sides to the perimeter wall at a suitable level above the floor known as the headroom and with vertical suspenders from the slab or element above. The headroom may differ in accordance with the proposed use of the space whilst the Service void may also differ based on the characteristics of the proposed Services. Usually, it is best practice to coordinate the structural floor to floor height, target effective headroom and required service void height during design development before commencement of construction for efficiency and suitable quality. Suspended ceilings vary in nature and range from skimmed plaster boards (POP), aesthetic timber strips, PVC strips, modular acoustic ceiling boards with grids, etc. The latter is often used in commercial buildings whilst the other aforementioned types are predominantly used in residential buildings. Notwithstanding, the choice and type of suspended ceiling may vary with the culture and preference of the end user or client. A composite of the various types may also be implemented for desired results. Advantages of suspended ceilings are the flexibility to manage and maintain Services housed within its void; 2. aesthetic appeal; acoustic control; additional fire protection. The disadvantages of suspended ceilings are 1. its cost intensive nature - it increases the structural wall height because of the need to meet a suitable headroom after the suspended floor; additional cost incurred to procure and install the boards. 2. If poorly done, it may debase the general outlook of the space. B. POP Ceiling: POP is an acronym for 'Plaster of Paris'. In construction, and when used with ceilings, it refers to a suspended system made from a combination of gypsum plaster boards (e.g 4 feet x 8 feet)joined with light gauge mesh and skimmed with a flurry screed made from a mix of bagged gypsum plaster powder and water. POP Ceilings are usually dressed with specially moulded cornices and center roses when used in residential buildings. They are best known for the aesthetic appeal and flexibility with recesses and different levels. POP Ceilings are usually finished with application of paints of the client's colour choice. White paints are the most predominant choice when POP Ceilings are used. The same systems are used for partitions and vertical elements but may not require suspension to an existing surface but anchorage where required. |

An Open Letter to the President Re: Proposed increase in tariff of Imported Vehicles; and Plan to manufacture locally: Good evening Sir. It is not my intent to contribute to the barrage of 'Open Letters' but a desire to share my candid views about the aforementioned topic. I hope you find an apposite time amidst your busy schedule to read my letter and consider the content herein. I read with mixed feelings the notion to increase tariff of imported vehicles from January 2014 from 20% to 70%. In my opinion, in the short run, this will primarily result in scarcity, higher demand and increase in the cost of pre-used cars which dominates the vehicle import market. Obviously, local manufacturing will greatly impact the Nigerian Economy in no little measure and may spur an industrial revolution. However few variables need to be considered. I shall hereby concisely address some of these variables for your attention. 1. Electricity - The reforms in the Energy/Power sector on Electricity has just begun. The road map and plan to attain sustainable Electricity threshold is yet unclear. Generation is still swirling under 3000 megawatts. How will these companies being wooed power their production plants? When do we expect to hit the 10,000 mega wattage? What infrastructure are the newly formulated Distribution Companies (DISCOs) proposing to put in place to suitably distribute the electricity when peak Generation is achieved? Electricity is critical to the operations of any manufacturing entity. Independent generation of Power by these companies will adversely affect price and the resultant effect will be borne by the masses which inadvertently will erode part of the gains of setting up these noble facilities. Expedited action on electricity will woo many investors in this sector to Nigeria because many companies operate policies on Sustainable Energy and reduction in Green House Gas emissions. Independent generation will definitely not be eco-friendly and may mar interests of sincere investors. 2. Nearness to raw materials and resources - In economics, this is a salient factor in locating a business. It will be extremely imperative and apt to fully revive the Ajaokuta steel factory and other related raw material processing facilities. It will be counterproductive if the steel used by these companies are imported solely from their parent companies. Massive training of our human resource in auto design and instrumentation will also reduce dependence on expats and will greatly reduce unemployment; the time for the training and development is now. Other components/raw materials that are used in the manufacture of vehicles should be identified and broken down to ascertain opportunities for local sourcing/production. A classic example is the Guinness brand. The parent company in Dublin uses Barley for the manufacture of stout. But in an ingenious move, Guinness Nigeria Plc chose Sorghum which adapts to our local climate and locally available for the brewing of our award winning widely consumed stout. This is the way to go if we are to think Sustainability and Environmentally friendly solutions. If this can be achieved, Nigeria will be a haven of revolution in Car manufacture and not necessarily assembly in Africa. The telecommunications agencies can attest to the plethora of opportunities inherent in Nigeria. 3. Price - Presently, the cost of new vehicles in Nigeria is astronomically over and above the sale in the countries of origin. KIA and Hyundai are key examples. Their brand of vehicles though suitable for Nigerian Roads are overpriced, despite the fact that they are promoted and sold in most centres by the parent companies. A major reason for the difference in price aside exchange rate lies in the uncertainty, factor of erratic occurrences and risks built into the price. It will be sad if the new companies who shall be given Government incentives to manufacture these cars eventually sell them at the present market rate of imported new cars primarily on the premise of demand and supply caused by the scarcity driven by the loss of buying power for pre-used cars caused by the increased tariff. It may be apt for the Government to get involved in the process of setting prices. A suitable approach may be to set a benchmark limit of no more than 25% of the cost of similar vehicle at the country of origin. An example is a Toyota Camry sold at 21,000 dollars in USA but sold in Nigeria by retailers at between N6m and N8m. Yes, they have considered cost of freighting, administrative charges and profit; but the margin still remains very high. It is therefore expected that new manufacturers domiciled in Nigeria should sell at a cheaper rate within a measurable range as the manufacturer of the same brand in USA if materials are locally sourced as much as possible. This will have an amazing effect and may further result in economic gains through exports to other neighbouring countries due to price competitiveness which will strengthen the Naira. It has been stated that on implementation of this Policy, brand new vehicles will sell between N1,200,000.00 and N1,500,000.00. Beyond this citation, it is important to back it up with qualitative values. What nature of vehicles are expected to be sold at this price? What will be the product life cycle, aesthetical appeal and how durable will these vehicles be? Will safety be compromised in similar vein as present in some supposed new vehicles flooded into the country where standard requirements like airbags are eliminated in key locations to reduce cost? We need to be sure Nigerians and all stakeholders will be comfortable with the nature and technical specifications/characteristics of the proposed type of vehicles planned to be manufactured (I hope not assembled) in Nigeria. 4. Demand - It is pertinent to liaise with all stakeholders and carryout suitable research on the quantity of vehicles imported into the country yearly to ascertain the total demand. Do the present investors have the capacity to immediately meet these demands from the moment of increased tariff on imported vehicles? If no, then there will be a whirlpool effect which shall result in sharp practices by the masses to procure the vehicles of their choice. Nigerians are resilient in nature. Our ostentatious culture will drive the desire and no stone will be left unturned. 5. Infrastructure - The present state and quality of our roads is presently extremely below any acceptable standards. To aggregate the gains of this laudable plan to manufacture vehicles, a state of emergency needs to be declared on all Nigerian Roads, Federal, State and Local Government controlled. Google maps have made required efforts minimal. It will be amazing if the respective Federal Ministries and Agencies partner with their State and Local Government counterparts to identify the status of each mapped road, collate the defective or deplorable ones, group them according to their characteristics, standardize design according to each type, agree on rates per km for each type or other suitable indices, prequalify reputable and competent contractors (especially indigenous) and concurrently commence a resuscitation exercise for all these roads. It may be cost intensive but I believe it is achievable considering our revenue as a nation. What is required is collaboration amongst the three tiers of Government and efforts to plug wasteful loopholes mainly caused by contract inflation and award of contracts to scrupulous companies who have no capability, skillset and technical knowhow to execute the works which thereby results in increased maintenance cost or reconstruction by another new Government. To this end, I strongly recommend the proposed increase in tariff on imported vehicles should be suspended until all the aforementioned variables have been duly reviewed and targets achieved. Otherwise the consequence shall be as follows: 1. Increase in smuggling and casualty figures at borders - both smugglers and security agencies may end up in duels on a daily basis. The effect will be very catastrophic. 2. Continuation of importation and resultant effect on price - due to unavailability of alternatives or affordable new vehicles of similar grade, a tokunbo Toyota Camry 2007 which presently sells for N2.5m may now sell for N3.5m due to the increase in tariff. Nigerians will be forced to bear the brunt as most middle income earners will choose the Camry over a Kia Rio or Hyundai Accent sold at the same price of N3.5m. It is still about the ostentatious culture and trend. This can only be combatted if the proposed locally manufactured vehicles meet the desired quality of consumers. 3. Increase in Corruption - Nigerians will strive to increase their earnings and incomes which has been the reason for monumental corruption at every facet of the nation. The reason an average Nigerian is corrupt is to be able to afford the basic amenities for shelter, belonging, power etc. This drive will be renewed because Nigerians will always strive to by cars. Sadly and shamefully, it is the symbol of achievement for an average low and middle income earner in Nigeria. Unless there is a remedial culture change and suitable development in the right direction, the roads will cease to accommodate the geometric increase in the purchase of vehicles especially at urban centres and city centres. The change can come forth when the Government participate in providing standard affordable and fit transportation system, encourage companies to adopt the car pooling system (environmentally friendly and green approach), provide affordable qualitative housing within reachable range from Urban Centres, develop connecting roads and infrastructure amongst others. 4. Disappointed Investors - due to the capital investments by the companies slated to commence local production, the inability to address the pre-mentioned variables and the adverse impact the consequence above will have on the economy may discourage further participation this revolution exercise. Finally, I wish to applaud the intent and idea behind the revolution, but I implore a systematic approach should be adopted to achieve this strategic objective. Under GEJ, nothing special is happening in the Niger Delta or any other zone of this country. President Yaradua's tenure was quite short for an effective appraisal. Anyone who ventures to other countries with similar revenue nomenclature as Nigeria will be amazed at the level of industrialization, creativity, technological advancement, infrastructural sophistication amongst others. This should be our demand as the new generation and not baseless fights about PDP and APC. We should save the energy tuned towards being umpires for who is winning between OBJ and GEJ in the nonsensical #openletterswars for more meaningful requests. The past leaders like OBJ should continue to wallow in shame for their failures. The present government of the day should strive for more noble and iconic projects. The world has transcended revamp of locomotive engines and set up of almajiri schools. I strongly believe through the NL platform, U and I via our collective cerebral intellectual cognitive ability, energy and exposure can assist the present administration on the way to go and also monitor and control same for apt delivery of the dividends of democracy to every door step in this country irrespective of tribe and political affiliation! APC is in a strange alliance of the good, the bad, the evil and the ugly. I am dazed at the level of consultation and efforts to add all and sundry to the team notwithstanding the integrity, past records, capability or know how of such person(s). It all seems like a waste baggage dump site. What is the procedure to recycle these political wastes for suitable use? It will be a shame for APC to think Nigerians will accept these unscrupulous fellows as progressive just because of the desperation to form a party of numbers. PDP has failed for 14 years; APC seems to be failing on arrival; The old AC.N in my opinion seems to be the best thus far with Governors who have their heads aptly fixed, join a couple of PDP Governors, Chime and co and the chapter gets closed. If the revolution continues across the country, then unemployment will be suitably reduced. If the content of the post is true, then GEJ needs to develop a sincere strategic plan for 2014 and forget about the charade of excellence his unscrupulous praise singers cum aides have been singing. I am sad that the highest office in the country is being charged with daggers of incompetence from all quarters including his alleged kinsmen despite the abundance of resources available. It is obvious the Government of the day has underperformed. However, there is hope; and it solely lies in apt portfolio management and planning. Some close aides need to be replaced immediately. GEJ should disregard any discussions about 2015, focus on the present mandate, fix the national infrastructure (all federal roads and electricity) and henceforth ensure every penny earned by this country is remitted to the appropriate coffers and judiciously spent. Politicising his present predicament on the door step of the opposition with no measurable achievement will have an unbearable effect in the near future. All chips are presently down. No prophet is required to affirm this. Nigerians have a large heart and forgive easily. If 2014 is exuded with good tidings and results, 2015 will most likely endorse GEJ notwithstanding any previous verbal, written or unwritten agreement for a one term tenure. Otherwise, the consequence of poor governance, political mascara/ cosmetology by his media aides and must rig to win efforts will be an adverse stamp in the history of our beloved country. |

MMIA's HVAC is in a pathetic state for a newly refurbished facility. The ceiling and cladding works are shockingly below acceptable standards. Shamefully, the roof also leaks. Retrofitting and expanding the edifice for more accommodation may pose more challenges as alluded as reason for the leaking roof. My suggestion is for the design and construction of a new state of the art world class airport to meet global standards. Thereafter a full upgrade of the existing MMIA can take place engaging apposite, qualified and reputable designers and contractors. It took over an hour on Wednesday to receive my checked in luggage, whilst enmeshed in the heat due to no cooling or fresh air supply. We can't continue like this sha. |
How much of efforts can a man put into meeting objectives/target and effectively managing a strategic portfolio of such magnitude at that age? Just a subtle further clarification on 'Contingency Reserves': Notwithstanding the various definition of contingency Reserves available on the web, the Project Management Body Of Knowledge 5th Edition Section 7.2.2.6, page 205 defines 'contingency reserves' as the budget within the cost baseline that is allocated for identified risks which are accepted and for which contingent or mitigating responses are developed. Contingency reserves are often viewed as part of the budget intended to address the "known-unknowns" This implies that at the time of preparing the budget, a risk analysis (qualitative and quantitative) ought to have been carried out and the risks with an 'accept' response are thereby aggregated and provided for through a sum referred to as 'Contingency Reserves'. Example of such risks may be: 1. Cost overruns on the 'Remodelling of the Airports' projects due to fluctuations or variations in prices (this may be allowed for if the contracts signed with the respective contractors is not a fixed price lump sum contract). The probability of this risk occurring is high based on historical data, expert judgment and lessons learned on related projects. Provision of the cost impact of this change will be covered under the contingent funds. 2. Increase in expenditure for Quality Assurance Activities - Whilst the Ministry may budget for maintaining a contract with Messrs XYZ in Switzerland for quality audits and checks, it may envisage an increase in the resources required for these audits perhaps further into the 2nd or 3rd Quarter due to the plan to increase the number of airlines or carriers (e.g proposed National Carrier). Due to the inadequacy of the available information on the exact timeline for the occurrence of this risk, the response strategy may be planned for under the contingency reserves. The apt practice is to determine the contingency reserve on completion of the qualitative and quantitative risk analysis. The outcome of the exercise will guide on what amount should serve as contingency reserves. Contingency reserves are either used, reduced or eliminated. In practice, I always advise that Contingencies should be clearly distinguished from measured scope items and the expenditure of same should be accounted for and controlled using a change management process or suitable instructions from the identified approving authority. This allows for effective cost management on any project or endeavour. Management Reserves are funds allowed for 'unknown unknowns' - unforeseen work or risks. They are withheld and controlled by the management (FEC) and where required to be expended must be covered by an approved change. They are not included in the cost baseline. To this end, if a security risk which will necessitate the procurement of these special purpose vehicles was not clearly identified, stated and allowed for under contingencies, it must be referred to the management reserves and consequently approved. An allowance of a provisional sum for maintenance under the budget does not translate to purchase of new vehicles. They both have clear and distinct meanings. Unspent appropriations for Maintenance of Fleet in the budget should be duly declared and not diverted for other unauthorised uses. This is the major reason corruption thrives in our environment. If procurement of new vehicles were identified as required at the outset, they should be duly covered under the appropriate heading(s) without ambiguity in the budget. I once again reiterate that NCAA should put forward suitable evidence that these vehicles were allowed for in their budget. A press release will definitely not suffice. Good night pal. Whether the ministers or heads of departments had sole autonomy to manage budgetary allocations or not, the ministries, agencies and governmental departments must be audited not only by internal auditors but external ones.Friend, I think you should read your post again, again and again. It is garnished with loads of contradictions. You seem jostled. You and I are anonymous for a reason. Thus when you make an error, admit, learn and move on. Back to the topic, autonomy can be defined as the ability to independently make decisions and take actions for authorizations, appropriations and changes where required. Sole autonomy further reinforces the right of a person or entity to absolute decision making. To this end, Ministers or Heads of MDAs do not possess the autonomy to run their portfolios as a personal affair. They are governed by the laws and policies guiding their respective establishments in accordance with the Constitution of the Federal Republic of Nigeria. The functions of these Heads consist of (but not limited to) directing, coordinating, managing, leading, mentoring and positively driving the affairs of their agencies to meet the strategic objectives they were set up for. This also includes accountability to a higher authority. This is why anyone at this exalted position can be fired for poor performance. This is why Nigerians/the populace being the lead employer can demand for the resignation of an erring Minister. Thus, kindly be guided that no Minister has the autonomy to act outside the scope of the approved budget. Change Management Process is a project management terminology for procedures requisite to effectively manage a 'Change' to the performance measurement baseline (scope, budget, time). In this case, it is expected that if there is a need for an amendment to the budget, a supplemental appropriated budget will be presented for approval before implementation or execution. Any budget modifications without approval is not best practice and should attract a consequence. You not being informed and also not giving a hoot about what obtains in the cesspit called Nigeria (rephrased from your post, highlighted in bold fonts) is immature and senile. I would want this wild monkey to understand that once federal government allocates budget to ministries and agencies based on many instances which included the budget each departments submitted, the management of such budget falls into the hands of the ministers or heads of agencies and departments.Please refrain from misinforming the people. What is a budget? It is a high level summary of expenditure over a defined period of time. A thorough process would have seen Cosharis submit a tender or bid for the procurement of the vehicles in response to an invitation to tender or request for bid publication. The completion of the process may have shown that no other firm expressed interest OR may have clarified Cosharis as the most competitive bidder. Notwithstanding, the key issue lies in the morals behind the purchase. Is an appointed Minister entitled to such luxury at tax payers expense? Initially, I thought the vehicles were over-priced. But now, it appears that is not the case.
