Very simple, the constitution says ‘where there is no substantive Chief Judge, the most Senior Judge of the High Court AUTOMATICALLY assumes office as the Acting Chief Judge. At this point its not in the power of the governor to ‘appoint’. It’s within the jurisdiction of the NJC to say who is the Most Senior Judge of the State High Court of Rivers State period…!!! The power of appointment of the substantive CJ lies only in the hand of the Governor based on recommendation from the NJC. At this stage what we should be talking about is who is the most senior judge of the Rivers State High Court. That Judge can perform the duties as the Acting CJ without even the ceremonial oath of office by the governor. The issue in my mind is that since the matter is in court and the court has adjoined to June, NJC's acting on the matter by appointing Daisy Okocha as the Acting Chief Judge in spite of the subsisting Court case may amount to contempt of Court

This discuss will be richer if you quote the constitution correctly. Section 271 subsection 4 states, 'If the office of Chief Judge of a State is vacant or if the person holding the office is for any person unable to perform the functions of the office, then until a person has been appointed to and has assumed the functions of that office, or until the person holding the office has resumed those functions, the Governor of the State shall appoint the most senior Judge of the High Court to perform those functions'.

Note that the constitution says, 'the Governor of the State shall appoint the most senior Judge of the High Court to perform those functions'; so your assertion that the Governor does not need to appoint an acting chief judge is wrong!

For sake of this post, let me make the following brief:
1. Standard rooms - 4x3.6 metres
2. 1 sitting room 4x3 metres (including dining area)
3. Each room is en-suite
4. Each room has a wardrobe
5. Guest toilet
6. Entrance 1.2x1.2 metres
7. Kitchen 2.4x2.4 metres
8. Good foundation of 1m depth
9. Strip of 0.675 metres width
10. Strip concrete of 0.675 x 0.225 metre
11. 6-inch block from strip foundation (good machine vibrated sandcrete blocks)
12. Oversite concrete 0.15 metre thick (except you don't want to classify it as part of the foundation
13. At least 4-6 columns at the edges of the building

Will get back with a preliminary cost; also, if you post your email, I'd send you what I call a layman's bill of engineering measurement & evaluation (BoQ).

The site too at least 3 times longer to load. Have been trying to sign on to the Internet portal to check my balances for the last 8 minutes; no show! Closing the browser (Chrome) to start again.

Have finally been able to check my account. This time the online portal opened in about 1.5 minutes. Still too slow; don't care for all the graphics which just eats your data plan!

Aside from the uncouth manner the Governor spoke to the woman, really what does the law say about street trading? Are the wares seized and the offender persecuted or are the wares just seized or is the offender just persecuted? The Governor cited obstruction of traffic flow that could lead to death as justification for this show of poor leadership; what about Governors whose motorcade drive recklessly and have killed scores of people (ala Dr Iyayi of recent memory)?

I'm exceedingly angry right now!

I think she's leaving Ghana on friday. Me, I could hardly care less at this point about Melvin and Maria working out. That discussion has exhausted me but I still hope they do. I just personally love the Maria girl and her, Bev and Feza (yes Feza grin grin) are my favorite chase girls. I just love those girls. Especially Bev and Maria.

Taaaaa this thing doesn't count. Let me tell you, a few hours ago Elikem was leading with about 2% ahead of Melvin and I was pissed so I personally kept clicking and clicking Melvin till he was 2% ahead of Elikem. And then I did the same for Beverly to increase her votes amongst the girls. LOL grin grin grin grin it was just fun to do. grin grin. But seriously those polls don't mean anything. Shebi Angelo finally overtook Dillish and he still left

Just listened to Angelo's 'Hang Out' session. The guy is a really cool dude and fun too. As for his relationship with Beverly, he wants to continue it but leaves it to Beverly to decide. He also said Candice agreed with him before the show to see how things pan out while he is in the BBA house. Looks like Candice has lost her man (don't like it one bit) and hope Beverly does makes the relationship work!

My Strong decoders (4669X and 4940 - home and office) stopped showing Intelsat 7/10 channels. The channels are still listed; have re-scanned and still nothing. Appreciate any help I can get.

My CRTV does not show any pictures nor does it have sound. It comes up now when you scan 12551 V 19531 (12522 that's on Lyngsat is not working) but doesn't show anything. Anyone with a solution?

Took my 4669X to a dealer to 'wake up', cause I didn't have an R232 cable plus my desktop's monitor was bad. Have bought the cable now and once I get the monitor, all this nonsense of upgrade wahala should be over. Thanks for all the suggestions.

Tried to upgrade my brand new 69X from 1.07 to 1.09AAC cause many of the Infinity Channels had no audio. I downloaded from the site given here to a pen drive and uploaded to the 69X. I didn't want to go straight to 1.20 which I also downloaded. Everything went well (no PHCN wahala) but the front panel just went blank after completing the upload. I have switched it off severally but it only shows ----- and then blanks out. I bought it from a MyTv dealer and think it is original; have I fried it? How do I get it to reboot and work properly? I don't have the R232 cable and only use flash updates (done it before for my 53X). Please HELP!

Am in PH and would be glad if Lov4Sat can help; box to box or using R232.

Beautiful pictures. Good layout and it should be extended all over the Abuja Municipal. All government did was build roads and provide the necessary environment. The houses are owned by people especially southerners. Nigerians are not yet developed to self-regulate, so the government has to strong-arm us.

As for the wealth of the ND being used for Abuja, that's what you get for a rubbish federalism. As folks have said, if the governors since 1999 have used 70% of the resources they got for the development of their states, we'd not look like frontier towns in the wild wild west of America of yore!

Abeg make una leave this divisive north-south dichotomy and everyone face the state government where dem live to make sure say development dey. I tire for all this state indigene thing sef! If I pay my taxes in a state (where my papa no be from) and don live there for 5-10 years, who say I no be indigene? Even sef, how many indigenes dey development dem state (even sef, no be Onitsha person dey do all the business ofr Onitsha)! If America do like we dey do for this indigene thing, Jeb Bush & George Bush Jr no for bi governors of 2 different states (Florida & Texas)!
