2 Of every clean beast thou shalt take to thee by sevens, the male and his female: and of beasts that are not clean by two, the male and his female. 3 Of fowls also of the air by sevens, the male and the female; to keep seed alive upon the face of all the earth

I want to believe the highlighted clarifies it: the clean beasts = 7 pairs, the unclean beasts = 1 pair.

I am sure you know the division to chapters and verses came in the AD period meaning Genesis 7 continues Genesis 6 as a paragraph hence, the second reference was more of a further clarification categorising animals into clean and unclean not mentioned in the first.

^^^You need to understand the dual fulfilment of Bible prophecies. Some times, the initial fulfilment has tokens of the prophecies but some details would be left out, while the full details are seen in the Ultimate fulfilment.

A good example is that of God's promise to Abraham's Seed. The Seed being fulfilled initially in Isaac and Ultimately in Jesus Christ. Another is the prophecy of the anti-christ being initially fulfilled in Antiochus Epiphanes but the ultimate fulfilment is yet to come etc
