Seemly, a chart was linked to an article. Ingeniously so. Save to say, the article lacks rigour.
Does Nigeria has challenges. Absolutely yes (like a resounding amen). Is the narrative what it is exactly. Well, the real domain does not (fully) concur with the empirical domain that is engaged in the actual domain.
PS: this I've transposed from critical realism: for those that are research oriented and maybe considering alternative to positivism and interpretivism

Just a passing comment on the article. I cannot discard the content of the article neither will I blatantly say it's not worth the 'paper' it's written on. Nope. What I can say however is that should it come to me as a manuscript to review as a reviewer in academic journal or reviewed technical report outlet, I will reviewed with a #reject outcome. Methodology wise, it's unsound. Discussion wise, lacks coherence. Conclusion wise, makes grand assertions that are not supported (from the work). References like the UN were not properly cited.
In any case, even the article in it's grand recommendations ack underlying mechanism that are at play.

Two options
Remain in your Student visa (former Tier 4). Complete your study with flying colour. Work few hours you can accommodate (NOT EXCEEDING 20hrs)
The other is take sponsorship offer. Move over to work visa (formerly Tier 2). Complete your studies on part time). PS: we've discussed moving from 'Tier 4 to Tier 2' on this thread.

1. Most CC offers 55 days interest free. Some 3 mths, some 6 mths.
2. When the interest free period elapse, your APR kicks in. You become liable to paying the amount and the interest. For as long as the balance remains negative, interest will continue to mount on the balance due. A slow drift towards CCJ/HCJ (ECJ corrected thanks to Lexusgs430 subtle nudging)
3. If you yank off £5k from your CC, depending on your interest free period, the amount to pay back is the £5k. If say your interest free period is 55 days, you're looking at about £2.5k for two mths (depending on the cycle). If your interest free period is 6mths, you might look at £1k per mth. (However, kindly note, there might be some 'minor' fees here and there; monthly card fees, life credit...)
I think Amarathripple0 and lightnlife wrote a wonderful piece on CC.

Few things from my side.
What you've raised here is #golden. You are assisting a lot with their future plan/application. Once more thanks. Why do I say so.
Ireland has the short stay ‘C’ visit (tourist) visa. This is meant for going on holidays just like people jet off to Dubai for two weeks holiday or UK or US on hold (typically Summer hols). From your narrative, this 8s what you applied for in 2019. I might be wrong though. In anyway, this is not about 'speaking' to you. Pls, I'm just talking generally.
Now, within short stay ‘C’ visit (tourist) visa there is another sub-category, the short stay ‘C’ visit (family/friend) visa. For those that want to visit their loved ones, but are not intending to relocate to join them fully, what is expected is the short stay ‘C’ visit (family/friend) visa and not short stay ‘C’ visit (tourist) visa.
Why is this important. If for instance, a person apply strictly for short stay ‘C’ visit (tourist) visa and did not disclosed that they have family resident in Ireland, should the VO gets to know by chance or anyhow, then the application can be deem false presentence!. By now, we all know what the outcome will be. That is if it did not even include the 5yrs ban!
There's a limit to what I can put on public online post. However, let me codely speak from personal. Some years back, actually some decades, I wanted to visit Ireland for 2wks within my annual leave. Put in the application. Till date, Abuja doesn't have outcome for my application with reference. I held on to the ref and email correspondence of my enquires. Fast forward, about 8 or 9 yrs after, I wanted to go to Ireland for the Easter break. This time across the isle from UK. Emailed them Abuja and Dublin, they said they can't trace. Dilemma 1
Well, went to their office in London.
For this visit, my brother is in Ireland, however, I wanted to surprise him. Dilemma 2
I just told the VO, I had this situation years back (the dilemma 1) and that I'm aware I have a brother in Ireland, but this visit is me going for few days (practically for the long weekend just like any one will take Eurostar to cross the canal and come back) and within the visit, I'll give my brother w surprise visit. I was emphatic on the surprise visit aspect. Long story short, visa granted. I've been in and out of Ireland even from other countries.

Just be transparent as much as you can. No need embellishing.
Kindly note, Ireland has a category for dependent: join family. The non-EEA Category A and some Category B (the one applicable to students is restricted to PhD students) Yep, it takes months!!

Regarding your current plan
1. I do not think you need to revisit your earlier refusal. Let is stay in the past it belong. IMHO, no need passing the buck as in casting the agent. You might just score a own goal! However, you must declare the refusal and articulate how your circumstances has changed and why/how this study is beneficial/critical to your career going forward. Kindly take note of ICaSNG valuable inputs (her addition to my earlier post). It's essential in your case given the earlier refusal was for visit and not study.
2. My opinion will be, if you can afford it, rather opt for the UK study. You should get uni that'll take you on for Masters? You just need to search. Nonetheless, the 'noise', the Suella and the possible PSW changes.
As you rightly stated, you and your hubby can meet frequently in the UK. With time, you might be able to get visa to go over.
3. Regarding the HND lower credit, with diligent search, you should get. More so, if you articulate on your work experiences. For this, go for uni that consider/offer RPL: Recognition of Prior Learning (some might have different terminology). With that said, have you considered doing a conversion course in 9ja b4 proceeding to UK/Ireland
4. Regarding strong ties, I'm not in a position to speak to that.

I applied for an Irish visit visa to see my spouse in 2019 but was refused on many grounds incl financial, OC, insufficient docs etc but the thing is my agent exaggerated my application with the idea of 'u need to look big cos Ireland visa is hard' and of course I agreed cos it was my first time travelling internationally. Luckily, I was not banned.
Now, I would like to apply again myself. Should I go through the study route (will any Irish uni accept HND lower credit?) and declare my finances truthfully to the Irish embassy (and also disclose that my agent exaggerated my previous application) or just apply for uk visit visa and meet up with my partner in the uk. Also what could I use as strong ties and to show that I will observe the conditions of the visa? Thanks

Surname is most critical. If surname and one of the first name is constant, even better.
If you're apprehensive, depose to an affidavit at a High Court. Just ensure, it's done properly. NB: the affidavit might not make any or much difference, but it can become the thin line between granted and decline before an overzealous VO
In-between, I have name rearrangement in my first passport and subsequent passports, i scale through countries with ease.

[Extract] You can apply for a study visa up to 3 months before your date of travel to Ireland.

How 3 mths is determined is left to be seen. I say so because, if you intend arriving in Ireland 3weeks or 1 months before your class start (uni/college starts), that will be about 4 mths. However, it'll still be 3 mths before your date of travel to Ireland.
You may also want to factor in that processing time might take 8 weeks or even 10 to 12 weeks .

According to Braverman we can keep them, just kick the well qualified out! Yet another daft government policy to try to win ratings. There is no solution to stop migrants other than making their lives better in their home countries and less attractive in the UK. There is too much border to build a wall around, too much vote winning potential in promising to be tough on it, and too little political will to actually try and solve it.

The 'answer' is in your appeal refusal (read with your visa refusal).
Using edubond does not absolves you providing good intent to study and explain flow of funds for 6 mths (bank statements). What edubond does is to limit/curtailed the degree of intruding into your (financial) privacy (and that of your sponsor) or make it easier for you not to require a sponsor.
Kindly bear in mind that the VO (whether Ireland, UK, US, Canada or any other) are fully aware of PoF as a business in 9ja!
The key thing one can see/read from these two letters is that you did not do the needful to succinctly explain your incomes for the six months period. Also, it is apparent that you seemly make large sum deposit close to your visa application. This you did not explain until when you were appealing. Even at that, by that time, you merely glossed over things. The VO took cognisance of this and came to your 'rescue' in a way: ... various side hustles...
Since you intend applying again in Feb,
- Make steady inflow in and out of your intended account.
- Still use edubond (I guess you can leave the current one till then which will show your 'capability' to fund)
- write your statement of interest in simple way of; why you want to study, why the course, what you will do with the course when you get back to 9ja, how the course will assist your career (or business,) going forward.
- include (disclose) and explain how your circumstances has 'improve' from this refusal.
NB: you didn't tell us what this course is. However, if for instance it's Masters, you don't start staying you will stay back in Ireland to look around for doctorate. I say this because the VO keeps repeating ... type of visa is for limited duration .... So I guess your statement might not be clear on ... what's next after your current study that you're applying visa for. PS: ICaSNG might assist with guidance on this: like if going for Masters, to indicate if you'll be looking for doctorate post the masters in Ireland. My gut feeling is, it's red flag.

There are other things one can pick, but the above might be the 'deal breaker'
As regarding the I added more documents too, it appears the VO considered them in good faith and did not raise issues with most of them again.
To us all, I'll say, always provide essential documentations requested/needed. Do not focus on one area only, neglecting the others. Most times, focus is on balance of funds!!! Rather, focus should be on ALL on the checklist.

Please I need your advice.
My VISA was refused due to insufficient funds amigst others. I paid the school fees in full, also paid for bond but I had roughly #1M as at when I applied. Upon refusal, I sold my car and everything sum up to over #2. 5 when I appealed. I added more documents too but I was still denied base on same reason.
I'm currently processing another school for February intake but I do not know what to do differently in terms of visa application.
I have attached both refusal letters.
Please help.

The refusal letter is not making reference to the amount you have but making reference to areas you did not address in details :
1. Where you paid your tuition from i.e Bank account and how you came about the funds
2. Proof of all employment or Gap periods from after SSCE till date

Like I've always emphasized, Education bond does not necessarily make a difference if your application is not convincing enough?
She also seems to allude to UG and not PG. If so, it makes the VO refusal more clearer. All the best in Feb.

Quick one. From the link, it would appear this help-to-buy will be treated just like the Help to Buy ISA. There was deliberation on the ISA earlier in the year.
I took the liberty to follow the (Help to Buy: Equity Loan) Property Information Form. From the one with the link (obviously there're others), there's nothing out of this world. The 2nd page requested some info that might determine 'the state' of the applicant (they are not asterisk i.e. not compulsory). However, it doesn't seems to be #STOP in respect of NRPF.
Those that have gone this route, that is have attempted this scheme, can assist. Thanks.

NVQ (England, Wales), SVQ (Scotland) funded training/bootcamp tilts towards public funds: they would trigger NRPF). However, I'll think if the employer is registering and the employer is paying, it might not be 'public funding'; so long the employer is not #govt!!! [TheGuyFromHR to the rescue to define govt]

I know pension funds was discussed earlier as well as savings (TheGuyFromHR, Justwise and all) and the consensus was they are NOT public funds.

In a nutshell, "Nest Corporation, the Trustee that runs the Nest scheme, is a public corporation. It’s accountable to Parliament through the Department for Work and Pensions but is generally independent of government in its day-to-day decisions. Being a public body means that we have no owners or shareholders. As a Trustee, we run the scheme in the interests of our members."
So NEST pension has 'public' splash all over it. A bit scary! Well, stress not.. It's a pension scheme! QED! Pension scheme are not public funds just like other schemes tied to NI contributions.

Still on this public fund matter. So, I am on a study visa but have completed my studies. I was on my own jeje when my agency (employer) added me to NEST's pension programme. The confusing part is that they claim the government will add to our pension pot. Please, does this fall under claiming public funds?

I think the response from @Lindakam is in order. Kindly pay close attention to the clarity by Mamatukwas and LagosismyHome. IMHO, bus ride is universal. I kind of tilt towards the COVID relief being universal as well: TheGuyfromHR might be of assistance regarding COVID.
In responding to (and refunding) the Council, kindly let them know that it has come to your attention that the relief/funds appears to be public funds in nature, as persons on immigration status that does not accord you the right of recourse to public fund, you are of the view that
- you might not be proper recepient of these alleviations, albeit goodwill
- you feel uncomfortable about them
- you had acted bona fide a priori until now ...
Nonetheless, you will appreciate any clarification from the Council.

PS: I recalled there were conversations some pages back on certain Council provisions different in Scotland compare to England & Wales. The conversation was on Council housing. Maybe, I say maybe, there might be one of two differences with Scotland's School provisions as well!!!! Nonetheless, as stated by others, rather thread on the path of caution than #sorry!

What is apparent is that the denial can't be as bad as that of someone 'visiting' from back home (9ja).
If I recalled well, someone posted here, sometimes back, of how they went about visiting the US from here, the UK.
While you wait for response, let me quickly chip this in.
- How much of across the isle to Ireland have you done: say Dublin for long weekend
- How much of across the canal to Paris have you done or 'soak' up in Spain
- Or even week long (or two weeks tour of Europe)
All of these might add up. However, they are not absolute.

You need to address the basis of rejection one after the other.
1.Insufficient fund..read the detailed requirement for finance. The 7000 Euros requirement either in bond or ur in account and well explained....

Thanks Godkiaz. Apparently, most bank don't process edubond through Form-A, which is unfortunate. Well, nothing much one can do. Technically though, edubond ought to fall under university (living) expenses!
Nonetheless, searching through this thread, some have successfully funded their edubond through Form-A while others had to use Dom account. What is even intriguingly is that branches of the same bank process differently: some do, some don't!!

Are the correct. IMHO, I don't think so. Unfortunately, the accommodation situation is not assisting. Ticha and others advice comes in handy. Ensure, you rent is paid monthly unfailingly. You keep looking frantically (as if you've got none!). The earlier you got off such #agent, the better! All the best.
