President Muhammadu Buhari has ordered complete purge of the Budget Office due to the discrepancies and padding of the 2016 budget, which had led to some serious embarrassment.
It was gathered that President handed down the directive to bring in fresh people who will be trained and told in clear terms the change policy of his government and will be disciplined if found wanting.
It will be recalled that Buhari had on Monday sacked Yahaya Gusau as the Director-General of the Budget Office and approved the appointment of Tijjani Mohammed Abdullahi as his replacement.
A top government official who pleaded anonymity told Punch that the President was not yet done with the issue. He said Buhari had been properly briefed of the activities of government officials in the Budget Office who were described as “budget mafia” and accused of sabotaging the budget.
The “budget mafia”, we gathered, have links with Permanent secretaries and DGs and MDs of government agencies who send them figures to secretly include inside the budget and once such money are approved and released, they all share the Billions for their personal enjoyment.
The source said, “ The President is really angry over the discrepancies discovered in the 2016 budget. It has been confirmed that it was a clear case of sabotage."
President Buhari has given a directive that henceforth anyone found in such acts will be sent to jail.

THE Federal High Court sitting in Jos, Plateau State has ordered the Independent National Electoral Commission (INEC) to appear before it within 72 hours and show cause why the court should not sanction it for excluding the Peoples Democratic Party (PDP) from taking part in the February 20th, 2016 rerun election for Langtang South local council of the state.
The order was given by Justice D.V. Agishi at the weekend.
The State Organising Secretary of PDP, Michael Dachom, who confirmed the development to journalists in Jos yesterday said the court summons had already been served on the electoral body while the case has been adjourned to tomorrow, 16th February, 2016.
INEC had last week fixed February 20 for rerun and supplementary elections in three state constituencies including Langtang South, Pankshin North and South state constituencies but excluded the PDP in the case of Langtang South, a development which made the party approach the court for redress.
Meanwhile, INEC has approved the use of continuous accreditation and voting during the rerun and supplementary elections in the state, adding that both accreditation and voting will take place simultaneously in the three affected constituencies of Langtang South, Pankshin North and Pankshin South local councils of the state.
The Deputy Director and the Head, Voter Education of INEC, Mr. Osaretin Imahiyereobo, in a statement issued in Jos at the weekend said the approved procedure would commence at 8.00a.m and close at 2.00p.m.
The statement further reads: “Card readers will be deployed for the elections and the use of temporary voters cards will not be allowed. Security has been put in place to arrest and prosecute under-aged voters and those who impersonate by using cards not belonging to them.”
State Resident Electoral Commissioner of INEC in the state, Dr. Godwin Kwanga, said at a stakeholders meeting at the weekend preparatory to the election that the meeting was necessitated by the preparations as ordered by the court.

According to a source from the Ministry of Justice where the accused earns her living, the woman is said to be a tough person who shows no compassion whatsoever for the offenders hence she is nick named “Magareth Thatcher”. The source who confided in Mega Icon Magazine added that due to her tough stances on cases that were assigned to her she is always given cases in which the accused want to be prosecuted by every mean. In her words, “she is a known figure in the ministry due to her tough mien and she always give every case is handling the hundred percent seriousness it deserves, hence, the accused persons never pray to handle cases against her”. Another source who introduced a spiritual angle to the murder the lawyer committed revealed that the stabbing is not ‘ordinary’ saying that the woman might have been ‘remotely controlled’ into committing the dastardly act by people who detest her tough stands on cases she has handled. “From the way I see it, that act (murder) has spiritual undertone. The woman is a hard case who is feared in the court. She is not approachable especially when it concerns lawsuits she is handling. Seven of this country’s 36 states, together with the Federal Capital Territory [FCT], marked the 40th anniversary of their creation on Wednesday last week, February 3. Niger, Bauchi, Gongola [since renamed Adamawa], Benue, Imo, Ondo and Ogun states as well as FCT were created by General Murtala Mohammed in his unforgettable broadcast of February 3, 1976, during which he also announced the relocation of the Federal Capital from Lagos. Of the seven states, Ogun State made the biggest splash of the 40th anniversary with a program attended by President Muhammadu Buhari that included lectures and the commissioning of several projects. The other states marked the anniversary in a low-key manner consistent with the times. The anniversary came at a time when most state governments are finding it difficult to pay workers’ salaries, ex-workers’ pensions and to maintain their basic services to the people, not to mention undertaking capital projects. The state creation exercise of 1976 was the second one since General Yakubu Gowon created the first set of 12 states out of the four regions in 1967. Even though the first exercise hastened the onset of the civil war, state creation has since turned out to be one of the most popular acts of governance in Nigeria. Agitation for new states has been so recurrent in Nigeria that state creation exercise has been undertaken five times namely in 1967, 1976, 1987, 1991 and 1996. The seven states created in 1976 are barely recognisable today in terms of their territory. In his broadcast of 1976, General Murtala Mohamed went to great lengths to spell out the boundaries of the new states, down to provinces and divisions. Still, many problems remained on the ground with actual boundaries. Boundary disputes led to clashes between communities and local authorities in many places. The Federal Government had to set up a committee under Justice Mamman Nasir that went round the country to address the problem. A permanent National Boundaries Commission was later created. Of the seven states created in 1976 only Ogun State has remained stable, territorially speaking. Neighbouring Ondo State was split into Ondo and Ekiti states in 1996. Abia State was carved out of Imo State in 1991 and a part of Abia State was incorporated into Ebonyi State in 1996. Benue State lost the old Idah, Ankpa and Dekina Divisions to Kogi State in 1991. Gongola State was split into Adamawa and Taraba States in 1991 while Gombe State was carved out of Bauchi State in 1996. Niger State also underwent territorial change in 1991 to incorporate the old Borgu Division from Kwara State. Territorial changes apart, how have these states fared since their creation? There is no doubt that all of them have experienced much infrastructural changes over the last 40 years. The respective state capitals of Minna, Bauchi, Yola, Makurdi, Owerri, Abeokuta and Akure have since become much larger towns and cities with the influx of civil servants and businessmen. Many new housing estates were built, together with roads, flyover bridges, secretariat complexes, more schools and hospitals, residential houses as well as varying degrees of commercial and industrial establishments. To that extent, some people will argue that the exercise was justified. Yet, the root cause of the agitation for separate states since the First Republic was the cry by ethnic and religious minorities of domination by the larger groups. It was this cry, more than anything else that Gowon sought to address with the first state creation exercise of 1967. To that extent the exercise did not succeed because while it immediately placated the group crying of marginalisation, it created new majorities and new minorities in every new state and quickly generated cries for even more states. Since then, we have learnt that cries of marginalisation will not end in Nigeria even if we create 100 states because there will always be a new minority. The groups that once accused some other groups of dominating them in the old regions and states turned around and did much the same thing when they acquired majority status. Somewhere along the way the justification for state creation changed from cries of domination to claims that a new state will be economically viable. Agitators for every new state claimed that it has a lot of mineral and other resources to fend for itself. But what happened in the end? Even the states that are marking their 40th anniversary today are among the ones that have trouble paying their workers’ salaries. To that extent they have not made an agricultural, commercial and industrial success of themselves. This is not to say that the states are entirely responsible for the fate that befell them, since the Federal Government has a lot more powers and responsibilities to shape economic policy and fortunes. For example, the Federal Government had a near monopoly of power generation and supply as well as control over currency, tariffs, taxation, banking, security and tertiary education for most of the last 40 years. Under pressure and with evidence of its poor performance it steadily relaxed its grip over some of the areas and allowed other players to come in, which has made a lot of difference in recent decades. Still, the states should not just indulge in buck passing and blame the Federal Government for their woes because in most cases they made themselves utterly dependent on the monthly Federation Account allocations which they collected and squandered. Once these funds started to dry up, they have no fall back positions. All the states created after 1976 should sit up and learn the right lessons so that when their own 40th anniversaries come up, they will not be lamenting and passing bucks like the Seven States of 1976. In the ruling on Wednesday, the court said Governor Emmanuel won the lawfully cast votes, setting aside the earlier ruling of the two lower courts.

The Court also upheld Governor Emmanuel’s Appeal challenging the cancellation of the results of the elections held in 13 local governments.

In the ruling, the appeal of the Independent National Electoral Commission, challenging the cancellation of election results in some local government areas, was also upheld.

Reasons for verdict are to be given on February 15.

Ekiti State Governor, Mr Ayodele Fayose, has described the judgment of the Supreme Court that affirmed the electoral victory of Rivers State Governor, Mr Nyessom Wike, as a step by the judiciary to free itself from the clutches of desperate politicians who want to ambush the judicial arm of government. Speaking yesterday through his Chief Press Secretary, Mr Idowu Adelusi, in Ado-Ekiti, the governor said the apex court, by its decision, had shown that all hope was not lost as far as the judiciary was concerned. Fayose lauded the people of Rivers State for solidly standing behind Wike and the governor for remaining steadfast in the face of serious provocation. He thanked members of the Peoples Democratic Party (PDP) in the state and Nigeria at large for not caving in to pressure. "I rejoice with Governor Wike that his God-given mandate that some people wanted to take through the back door has been restored and the evil doers put to shame. I must commend the Supreme Court for living up to expectation and letting Nigerians know that all hope is not lost. This should teach those who believe they can reap where they did not sow that in the end, a Daniel will come to judgment," he said.

THE Federal Government through the Central Bank of Nigeria, on Tuesday, imposed stamp duty of N50 on bank customers for money received into their accounts. Consequently, bank customers will henceforth pay N50 stamp duty for money received into their accounts via electronic transfer, cash and cheques. This order was contained in a circular to all Deposit Money Banks and Other Financial institutions titled, Collection and Remittance of statutory charges on receipts of Nigeria Postal Service under the Stamp Duties Act”. The CBN stated, “As part of efforts to boost its revenue base, the federal government of Nigeria is exploring revenue opportunities in the non-oil sectors especially taxes and rates. It is in recognition of this fact that banks and other financial institutions are enjoined to support government’s revenue drive through compliance with the provisions of the Stamp Duties Act, LFN 2004 as reinforced by the court judgement in Suit No FHC/L/CS/1710/2013. In this regard, the CBN pursuant to the provisions of its enabling laws, hereby issues this circular to all DMBs other financial institutions: “With immediate effect, all DMBs and other financial institutions shall commence the charging of N50 per eligible transaction in accordance with the provisions of the Stamp Duties Act and Federal Government Financial Regulations 2009, that is, all receipts given by any bank or other financial institution in acknowledgment of services rendered in respect of electronic transfer and teller deposits from N1, 000 and above; “For all avoidance of doubt the following receipts are however exempted from imposition of stamp duties: payments of deposits or transfer by self to self whether inter or intra bank; and any form of withdrawals/transfers from saving accounts; It should be noted that these charges are only payable by receiving accounts; “Each DMB shall open an account designated as NIPOST Stamp Duties Account into which all charges collected shall be paid. The balances in such accounts shall be transferred monthly by the DMBs to CBN NIPOST Stamp Duty Collection Account No. 3000047517; “Other financial institutions shall remit their Stamp Duty collections to any DMB of their choice.”

I went to see Chief Olisa Metuh, our National Publicity Secretary where he is being detained by the Economic and Financial Crimes Commission (EFCC). I was in the company of a friend and fellow People’s Democratic Party (PDP) member. We spent about 2 hours with him and he told us so many things about his ordeal in the hands of EFCC. I itemise below the things he said: 1. He was so excited to see me, he kept screaming “Deji”. He was in very high spirits. He was excited. We hugged. He looked tired and very grey. 2. I asked him how he was being treated and he just smiled and said, “Deji you know I am very strong. They can’t break me.” 3. He said: They have tried to blackmail and spoil my name. Just imagine all they have said about me. Telling lies against me. 4. First they said I was collecting N5 million naira monthly from office of National Security Advisor (NSA). “Imagine if you were my staff, how would you feel if you heard that?” He asked me. 5. “Imagine how all the news men and my staff working with me felt when they heard the lie that I was collecting N5 million Naira from Dasuki.” 6. “They would say, ‘This man is a wicked man o. So he was collecting money from Dasuki and other places and was always telling us there was no money’.” 7. Then they said I received N1.4 billion. That is another big lie. I have no regrets. 14. “They asked me for a copy of my report to the former president. I asked them, ‘Are you the court?’” 15. “I stated in my statement that it is a lie that I was collecting N5 million monthly from Dasuki or anyone in Jonathan’s government,” he told me. 15. “I also stated that they should investigate me thoroughly. The governor of Oyo State, Senator Abiola Ajimobi
has openly announced that the main reason Otunba
Adebayo Alao Akala was allowed to cross carpet
to All Progressive Party in the state is because the
party wants to ‘clean’ him up.
Ajimobi, who was guest on a popular Splash FM
Radio Station anchored by Edmond Obilo and
monitored by PMParrotng.com in Ibadan on
Saturday also said that Akala has been soiled in so
many ways and therefore needed to be ‘cleaned
up’.
When asked to confirm the rumour making the
rounds that he has penciled down one of Akala’s
children on his list of commissioners, Ajimobi
responded: “Alao Akala’s son will never be in my
government, mark my words and I am a man of
my words”.
The governor, however, revealed that “I have just
decided to not appoint the commissioners yet,
some of the ministries functions very well,
commissioner are political appointees, policies are
not formulated by them, the government with some
ministry workers form polices , I don’t want to let
the cat out of the bag , they will be appointed at a
time I choose, it may even be in the next two
years or four years but that won’t happen”.
Speaking on when he will be ready to appoint
Local Government Caretaker Committee, Ajimobi
responded “We would appoint local government
caretaker chairmen this month, all cases in court
have been settled. Infact, we are planning to hold
the local government election in July, this year.”
While speaking about the recent disagreement he
had with the Olubadan in Council over the
promotion of senior chiefs, the governor said he
was acting strictly on the powers the Nigerian
constitution gave him. He announced that he has
the powers to remove and install any chief. He
said he also has the power to jail anyone of them
that runs foul of the laws of the land.
He specifically spoke about the general belief that
he stopped the promotion of the high chiefs
because of his need to stop his main opponent
during the last gubernatorial election, Senator
Rashidi Ladoja of Accord Party from becoming the
Olubadan of Ibadan.
According to the governor, “I really do not need to
stop Ladoja or anybody. I have frustrated him
twice in recent times. All I wanted to demonstrate
was the fact that there are chieftancy laws in
existence and they must be studied and followed
at all times. As for Senator Lekan Balogun, he calls
me every time. As a matter of fact he sees me
every time he wants to see me”.
While addressing the problem of incessant fire
outbreaks in the state, the governor said his
administration just discovered that most of the fire
incidents were engineered by arsonists who were
fighting over parcels of land.
He then seized the opportunity to announce that his
government is doing everything possible to
radically transform and equip the state’s fire
service.
Ajimobi also spoke about why salaries are still
being owed. “We cannot be consistent in payment
of Salaries because the reality is we don’t have the
funds”
