In Port Harcourt, I know that road worthiness certificate is basically for commercial vehicles. I have never paid for that certificate and will never pay. I don't know of other states.
Mind you, this is one certificate i think should not be introduced if FRSC do their work well. As for age, i don't think there is any, it is for all commercial vehicles
