The leader of the most diverse nation is an ailing 74 year old man who is clearly unwell. I'm sure we can do better with our diversity. I urge you to diversify into other useful areas and stop being useless

On a normal day, you can't have people get near the presidential convoy. I was a staff of one of the government agencies in the state house and was heading to work. The "road closed" vehicle passed on the opposite lane heading out of the state house; immediately even pedestrians who were walking were told to enter the nearby bushes and squat there till his convoy passes.
This here is an attempt by "the presidency" to deceive Buhari that he is still popular and was missed by Nigerians with sense. Please note that I said Nigerians with sense.

You don't cross it anyhow. In Malaysia, (the family of )whoever is killed on a highway will pay the car owner (or his family) in the event of an accident involving humans crossing highways indiscriminately. Since you wish to quote what is obtainable in the west, there is also something known as Hazard Perception. When you want to apply for a U.K. Driving license you do a CBT which includes Hazard perception. I am pretty sure these cattle didn't just appear on the road, they must have been visible from a distance. A careful driver will recognize this to be a hazard and begin to slow down just in case they decide to encroach on the road. Truthfully most our drivers lack this skill. Let me give you an example, I was driving a saw a mum and her little child on the central reservation waiting to cross. I saw them from afar and began to slow down cos I recognized a hazard; the little girl may cross.... and she did try to cross but because I was aware of this I was slow enough to stop before hitting her. That is hazard perception!

Cattle do not rush into the roads. This isn't to say that it is proper for livestock to cross major roads but road users need to be more aware! I see them many times in a hurry to meander through cattle crossing road impatiently. Note this: if a car hits a cattle, the cattle will win.
