You can't use the same Identity to open a second payoneer account. Payoneer will not approve your USA bank account if you do.

Secondly, it cost payoneer money to process and ship cards, so if they find that you didn't make good use of the first card they sent to you, they'll not send you another one.

As long as Clickbank don't tell you the payoneer account is rejected because it is already associated to another account, then it is fine to use it. It is the payoneer USA bank account you'll be using right? Also if you can get another payoneer account, then go ahead and do so.

But I don't think that will be possible. The other way is to ask someone else to let you use their payoneer account. But the chances are that their payoneer account is already associated with another clickbank account.

But really, it doesn't matter, you add USA bank account to clickbank to use in withdrawing money, you don't actually link the payoneer account to clickbank. Anyone can use any bank account to receive payment. Also the payoneer bank account doesn't give away the fact that you are a Nigerian should in case you are using VPN.

information on whois.com is been hidden now since may 25 so whether you use Nigeria address or not, it doesn't matter. What matters is the quality and competition of your domain. Though before this new policy, I use a foreign address. And during then, I recorded more success/ sales compared to when I was using a local address.
