If the need for the armoured vehicles arose after the approval of the budget, why didn't the minister through the Senate and House committees on Aviation sought the approval of the NASS to capture it in the budget or inform the President who can send a supplementary budget to the NASS for the procurement of more operational vehicles? Instead, she opted unconstitutionally to make First Bank N122million richer. |

Abuse of Power: a) The NA which is the arm of government empowered to appropriate funds has denied ever appropriating any sum of money for the procurement of armoured vehicles in the 2013 Appropriation Act. The minister on her own gave the approval without recourse to the NA. A violation of the Appropriation Act. b) Such an amount is beyond the threshold of the NCAA, and needs a FEC approval. For the Presidency not to have come out to acknowledge ever approving such, also amount to Abuse of office and misconduct. c) The Bureau of Public Procurement has also denied ever issuing a 'Certificate of No Objection' to NCAA or the Ministry of Aviation. It means NCAA violated the Public Procurement Act. Another Abuse of Office. 2. Fraud: Even if we should go by the argument of the NCAA that the cars were procured under a lease agreement. N240million was approved for the purchase of operational vehicles, an extra N403million was spent bringing it to a total of N643million borrowed from First Bank. The lease agreement would yield an interest of N122million at the end of the 3 year repayment plan. N122million added to N643million will make it N765million for the purchase of 54 Operational vehicles. The question begging for answer is; a) Even if the 54 operational vehicles were all captured in the Mid-Term Expenditure Framework(the planning tool), nothing stops the Ministry/NCAA from procuring the vehicles as captured in the MTE Framework for a period of 3 years. Why didn't the ministry approach the FEC to send a supplementary appropriation bill to the NASS for additional funds to be appropriated if the need for urgency arose? N122million would be fraudulently drained from public purse at the end of 36months repayment plan. 3. Waste: Buying 2 cars for N255million. The President in the 2012 budget requested for 2 bulletproof vehicles for himself and the Vice President at the cost of N280million, but had to jettison the idea due to public outcry. Why should a ministry engage in such waste? A ministry we are told is struggling to send its workers for overseas training? N122million cumulative interest is also a waste. These allegations are enough for the Presidency to sack all those involved. *Note; till date no one is able to verify if those armoured vehicles were procured because the agency have denied journalists, physical inspection of the vehicles. It is possible those cars were not procured, but paper work done in order to defraud Nigeria. There is also the new revelation from FAAN. |

Common sense should tell you that the job(s) of the 3,000 employees of the garment factory will be at risk(the company may eventually fold up), if such shenanigans are allowed to carry on unabated. The uniforms are for government owned schools, so the state Government reserves the right to either produce and supply on its own or license to a firm. In as much as I doubt the authenticity of this news, I believe the State government was right in prosecuting those four since they did not get license or authority from the company that owns the right to make and sell the uniforms. The same punishment that is applicable to one who makes imitations or adulteration of a product that is owned or licensed to another company or organization applies to them also. Just like printing N100 MTN recharge cards and selling for N50 without authorization/permission from MTN. Or generating/transmitting or distributing power/electricity without approval from the FG, even if its sold at a cheaper rate compared to PHCN or any of the GENCO's or DISCO's. If caught, such a person will be an occupant of one of Kirikiri's prison cells. To claim the garment company is run by the wife of the Governor is mere propaganda from Ondo State LP owned website, and they failed to substantiate the claim. In as much as I know that some of ASUU's demands are alarming and outrageous, government should not be playing the victim through sponsored campaign of blackmail being circulated in the media and horrendous lies being fired by Government's hired guns. Government needs to continue to plead to the stricking lecturers, because it was Government who consented to the said agreement, which makes the agreement binding on them. ASUU should also consider the plight of the parents, and the students. As they say, 'an idle mind is the devil's workshop'. |

Isn't that an act of executive incompetence. 2) You majored in economics I am sure you are not blind to see and deaf to hear how the ruling elite has been devouring and depleting the excess crude account on frivolous expenditure and some going into private purse, but using some to develop our university system is too much to ask for?3) On tertiary education taking a large percentage of the education budget. Whose fault is it that the government is not frugal? Shouldn't Education be allocated at least 15% of the total budget even if we cannot do UNESCO's 26%? Whereas its just a mere 9% of our total budget, a little improvement from the previous year. Even at that 9% of the total budget, I put it to you that the performance as at 3rd quarter of this year is less than 50%. So who is fooling who? 4) On the issue of Retirement age, though I have my reservation but why should government accept the recommendation?
