Like I wrote earlier, we can question the cost of vehicles and moralty of the action but NOTHING illegal in the whole. The children of anger on NL have been using terms such as "corruption", "misappropriation", etc but those terms have no place in the controversial purchase of 2 armored vehicles for the office of the minister of aviation.

The 800 vehicles were purchased by respective agencies for the directors and top management staff in their agency. Those agencies have directorates that are different from that of the ministry. Educate yourself.

You seem to be swimming in the ocean of confusion. You admitted that the cost of the vehicles is questionable, yet you see no illegality in it. Isn't that a sharp and corrupt practice? Was money appropriated by the national assembly for the purchase of the cars for the minister? Did she receive FEC approval? The President official car which is bulletproof isn't worth N125million, so I don't see a way he would have approved such an outrageous amount for a minister's official car.

As much as i'm totally against the astronomical overhead spending of Nigerian ministries and agencies, we have to ascertain that what Oduah has done is not in accordance with the laid down rules. is the problem the fact that the money used in procuring the cars are exorbitant or what? Let's be clear and take it from there.

Is inflation of the market price of the cars in accordance with laid down rules? Isn't that a corrupt practice? NCAA is an agency with financial and operational autonomy under the ministry, it is not the statutory responsibility of NCAA to fund expenses incurred by the minister. Any procurement for the office of the minister must be captured in the budget and this isn't reflected in the budget. She is also guilty of abuse of power, if she needed a bulletproof car for her safety. This right thing would have been to forward such request to the FEC which will then send a supplementary appropriation bill to the NA so that it can be included in the budget and not to influence an agency with autonomy to foot the bill. NCAA though self accounting, is bound by the Fiscal responsibility Act.

She said the era where the Ministry was solely dependent on government subvention is no longer sustainable, stressing that rather than get from the federal purse, her vision is to turn the sector to a major contributor to the treasury and catalyst of econmic growth"

And how does this buttress your earlier assertion? All expenditures and capital projects embarked upon by the ministry must be captured in the budget. I am sure you read that 30% of the revenue generated goes to the federation account while the remaining 70% will be used within those agencies to generate more money. Extra ministerial Departments and Agencies under the ministry with self accounting status can internally generate revenue and appropriate money within their operating budgets are bound by the Fiscal Responsibility Act. It is wrong for NCAA to purchase the minister's official vehicle. Such expenses must be appropriated for and captured in the budget of the ministry.

Sincere 9gerian: The ministry of aviation generate revenue internally through agencies such as NCAA, FAAN, NAMA,etc. Of all these agencies, NCAA appear to generate the most revenue. These internally generated revenue is combined with budgetary allocation to execute projects in the ministry. In fact, the target of the minister is that in 2 to 3 years time, the ministry will run solely on internally generated revenue. It is the minister that supervises the deployment of the revenue generated by the agencies. That is why she has administrative control over these bodies.

Hogwash! The ministries rely solely on what is appropriated and allocated for them by the National Assembly in the National Budget. NCAA enjoys financial autonomy separate from the ministry.

All the receiving processes with relevant documentation as done in formal organisations were also adhered to, atleast based on signatures and remarks on the various documents. She had nothing to hide, that is why even the stores officers were also allowed to do their work and be privy to it. Have the auditors come out to feign ignorance of the purchase? Was they no provision for its purchase in the budget?

Isn't NCAA an autonomous agency? If there should be an allocation for such expenses, it will reflect in the ministry's budget and not NCAA. For NCAA to purchase the cars for the minister from NCAA account without the consent of the NA, amounts to egregious violation of the provisions of the Constitution to allocate funds which are not appropriated by the National Assembly that is constitutionally vested with the power of appropriation of public funds.


If funds wasn't properly allocated for the cars, procurement processes such as advertising tenders, competitive bidding, approval of FEC and certificate from Bureau of Public procurement amounts to nothing.

and milking the Aviation parastatals dry all in

instructed all the heads of Parastatals and
Agencies under Aviation Ministry, as well as all
Directors and Departmental Heads not to
respond to invitations from any organ of the
National Assembly on any issue, the group said,
without first notifying her and obtaining written
permission from her to honour such invitation.
They urged the Chairman, of the House of
Representatives Committee on Anti-Corruption,
National Ethics and Values, as well as the EFCC,
to re-open investigation into all contracts
awarded under the Ministry’s airport remodeling
exercise, adding, “Please when next you pass
through any of the recently commissioned
airports, take a more detailed look and you will
notice how Nigerians have been short-changed.”
The Patriots further allege:
• The Madam Minister has instituted a
monthly standing deduction order of about
N158million each from the accounts of Aviation
Agencies namely NAMA, NCAA and FAAN and
other Agencies under her and remittance of
same into a secret account solely run by her.
• The Minister recently ordered the three
main Agencies (FAAN, NCAA and NAMA) to
cough out millions of Naira to settle the bill of
six (6) Sophisticated custom-built ballistic
armoured BMW cars for her personal use (either
for her failed Gubernatorial ambition campaign
or for 2015 Neighbour- to-Neighbour presidential
election campaign).
• Price Waters Coopers (PWC) has audited
various aspects of four Agencies under the
Ministry’s financial operations for at least 4
times. As we speak PWC staff, young boys and
girls who have hardly graduated from university
are on ground at the Parastatals offices since
January this year to date looking for God knows
what.
• The Minister usually fixes the audit fee to
be paid by the Aviation Agencies to PWC for
these phony consultancy audits at about
250million Naira each, totaling a whopping sum
of One Billion Naira on each occasion for FAAN,
NCAA, NAMA AND AIB.
• The Minister took her impunity to the
highest level by employing over 2000 new staff
to fill non-existing vacancies in all the Agencies
under the Aviation Ministry…Ninety percent of
these newly recruited staff are members and
online signatory to the Minister's last neighbour
to neighbour presidential election campaign.
Saying it wanted to intimate Nigerians of
“Nigeria ’s most scandalous, nepotistic, furious
and unsavoury recruitment pattern in history,”
The Patriots said that Mrs. Oduah “personally
printed the letterhead of all the Aviation
Agencies/Parastatals, typed employment letters
stating out of designation and grade level and
regularly summons the heads of the applicable
Parastatals into her office to append their
signatures on the already typed employment
letters. Such letters are then intermittently
released to her wards almost fortnightly.”
They said that “smarter ministry officials” are
now having a field day stealing as many already
prepared employment letters as they wish from
madam minister’s office and typing their own
people’s names on it, taking the advantage of
the Minister’s excesses. Newly engaged staff
keep turning up at the agencies even when
staffs are seen sitting under the trees and
pavements and corridors in the Agencies.
Said The Patriots, “Aircraft inspectors
allowances are not being paid as at when due,
leaving them to the open temptations of bribe
and compromise from corrupt and desperate
airline operators who want their planes to fly at
all cost. The implication of this for air safety and
air transport security is better imagined. The
recent Associated Airlines crash is a veritable
case in point.”
“Further to our investigations, we have
discovered that just recently, World Bank
cancelled a long existing training grant to the
NCAA because of the Ministers illegal over-
bearing influence on the Agency. Usually, the
World Bank does not only provide the fund for
the training but also conducts the training itself.
It’s shocking that Madam Minister in her bid to
scoop every available kobo from the Ministry
and its Agencies, directed the World Bank to
monetize it and put the fund under her
supervision. Infuriated by this singular show of
ignorance and greed, the project was
cancelled.”
Calling on President Jonathan to fire Mrs. Oduah
immediately, The Patriots said, “The way and
manner she is handling the Ministry is
horrendous and more dangers loom ahead if this
is not checked. President Jonathan should feel
the genuine pulse of Nigerians, help save the
Aviation Industry from total collapse, listen to
the voice of reasons and SACK THE MINISTER.”

Everfrank: The fact is that Nigerians are pessimistic about the whole thing because our president is not a man of his words. We are watching all the same. Majority will surely carry the board. The National Assembly must be carried along.

What many Nigerians expected from the advisory committee before the President preempted their recommendation is that, the National Assembly will give the convocation of the conference constitutional backing, and also that instead of the recommendations coming back to the floor of the National Assembly for approval, it will go directly to the people in form of a referendum. It is a known fact that Nigerians do not trust the present crop of politicians in the National Assembly.


Secondly, many Nigerians see this conference as a means to get a brand new peoples' constitution to replace the fraud imposed on us by the military which has a preamble of 'we the people'. Any attempt to send the recommendations back to the National Assembly for deliberation and passage will turn it into an issue of constitutional amendment. It will still be the same fraudulent 1999 constitution, though as amended.

Those embittered folks who are out to extract their pound of flesh have succeeded after all. The minister is the architecture of her misfortune all because of greed. No amount of ethnic orchestrated detergent of image laundry will wash off this atrocious crime off our faces. Even if GEJ in his usual cavalier manner of 'hear no evil-see no evil' to all the allegations of cascading graft within his ranks does not do anything out it, she has already been sentenced in the court of public opinion.

The ministry had the audacious effrontery to tell Nigerians that she needed 2 bullet proof cars to protect her from external threat. How has she been kept safe, what vehicle has she been using since she was made a minister more than 2 years ago(she became a minister in 2011 and those vehicles were purchased 2 months ago)? This is an after thought and a very ridiculous response. The minister/ministry spokes man did not bother to react to the over inflated cost of those vehicles. She bought one for personal use and the other for back up at over-bloated market prices. Such disdain for public funds.

If it wasn't an orchestrated attempt to cover up her tracks of questionable and inflated expenditures, why didn't she make the purchases from the ministry's allocation/account? Why strangulate an agency which has financial challenges to purchase bullet proof cars? Isn't NCAA just a regulator? how autonomous is the agency then?

Yet today, 15th of October, the VC's are yet to receive the money. FG ordered for the release of N30billion for lecturers on the 4th of October. The same FG unable to meet the obligation it made in August, yet you claim it has fulfilled the promised made in October.

Don't be a naïve, just because the government says it has released the money does not mean the lecturers have received it. This things take time and lots of bureaucratic challenges( it will have to pass through the CBN, Ministry of finance, Accountant General's office, budget office, ministry of education, NUC down to the universities). Provision was not made for the N30billion allowance and N100billion intervention in the budget or the Mid Term Expenditure Framework(MTEF), so government will have to source for the funds separately.

Seems you are out to malign ASUU with half truths. When did ASUU receive the N30billion? The N30billion is still a promise just like the N100billion intervention fund. The same way it was reported that government released N100billion to the universities only for the VC's to claim two months after that they are yet to receive the money.
