The stage appears set for a fierce legal battle between the Federal and Delta state governments over the $15 million bribe allegedly recovered from the former governor of Delta state Mr. James Ibori. Delta state government has formally come out to lay claim to ownership of the money and is seeking for a Federal High Court order to release the said money to its treasury. The money was said to have been offered as bribe by Ibori in 2007 to the former chairman of the Economic and Financial Crimes Commission, Mr. Nuhu Ribadu to compromise the probe of a fraud allegation against Ibori. However, following the denial by Ibori that he did not offer the bribe, the money had since 2007 been kept in the custody of the Central Bank of Nigeria for safe keep. In an application filed by the Delta state Attorney General and Commissioner for Justice, Charles Ajuyah, at the Federal High Court in Abuja, claimed that the money legitimately belonged to the Delta state government and that the court should order its return to its treasury since the money in dispute was allegedly offered by Ibori while he was in office as governor of the state. In a 35-point affidavit in support of the application, Delta state asserted that Ibori was a governor of the state between May 29, 1999 and May 29, 2007, the period the money in dispute was allegedly offered by Ibori and on that basis, the state said that the $15 million is the exclusive property of the state and it is entitled to collect it as the bona fide owner. The affidavit averred that any denial by Ibori in respect of the money cannot affect entitlement of the state to the amount. The affidavit also indicated that the state did not formally apply for payment of the money in view of the pending appeals to the Supreme Court and the Court of Appeal because it did not want to prejudice the appeal cases. It further claimed that all monies, assets and properties recovered from Mr. Joshua Dariye, former governor of Plateau state were returned to Plateau state just like those recovered from Diepreye Alamieyesigha of Bayelsa were returned to Bayelsa state. With this precedence, there should be no legal basis to treat the case of Delta state any different from others and that it is in the interest of justice that the money should be released to Delta. The Delta state government says the money, if released to the state, will enhance the developmental projects in the state. The application would be argued before Justice Gabriel Kolawole on September 17, when the federal government’s motion on the same issue would come up for further hearing on who should be the rightful owner of the controversial money. The Central Bank of Nigeria (CBN) will very likely release into the market on September 1, 2012, a N5,00 0 currency, under its on-going currency and payment reform scheme. The currency, according to a very reliable and close source in the apex bank, was considered because of the CBN’s cashless policy, which will be extended to other parts of Nigeria by next year. The source also disclosed that the N5000 currency is like a guarded secret by the CBN, which it plans to release as a surprise to the market. The N5,000 single note will be the fifth note to be introduced into the economy in 13 years. The first was N100 introduced in 1999, by the then Governor of CBN, Mr. Joseph Sanusi. Also, in 2000 and 2001, N200 and N500 denominations, respectively were introduced into the economy. The apex bank also in 2005 launched the N1000 denomination under the immediate past Governor of CBN, Professor Chukwuma Soludo. It is speculated that the late President Umaru Yar’Adua’s head will be the bust on the note as mark of honour to him for his contributions to the polity and national economy. Our source disclosed also that the CBN plans to make the currency a bit scarce unlike other currencies to ensure it does not disturb the volume of money in circulation or cause adverse effect of inflation. The royal father of Ukpo in Dunukofia Local Government Area of Anambra State, Igwe Robert Eze who was abducted by four gunmen suspected to be kidnappers yesterday regained his freedom after nine days in captivity. Eze, who is the younger brother of billionaire oil magnate, Prince Arthur Eze regained freedom in the early hours of yesterday and had returned home to his palace in Ukpo. Eze was abducted from his palace on Sunday, July 29, 2012 shortly after returning from church service at St Mary’s Anglican Church, Ukpo, very close to his palace. The gunmen, according to eyewitnesses operated in a green Sport Utility Vehicle (SUV) and shot sporadically as they took him away. Confirming his release, the state Police Public Relations Officer (PPRO), Mr. Ralph Uzoigwe (DSP) said though the monarch had regained his freedom, the abductors must be brought to book as the command would fish them out wherever they might run to. Daily Sun gathered that the monarch was released at about 12 midnight somewhere around Enugu State and arrived home at about 2a.m. At press time, the palace had become a mecca of sort as thousands of people trooped in to thank God for his release. Among the early callers at the palace were traditional rulers, clergymen, his Ukpo subjects and the Chief of Staff to the Governor and Commissioner for Budget and Planning, Professor Chinyere Okunna, who it was gathered came on the directive of the governor to confirm the return of the monarch. Though security at the palace was beefed up, the royal father was unable to come out in the public but was said to have earlier came out to the balcony of his house and waved to the people who were happy seeing him. Daily Sun also gathered that arrangement had been concluded by his billionaire brother, Prince Arthur Eze to fly him to Germany for medical treatment. It was not clear whether any ransom was paid before his release, but the kidnappers were reported to have demanded N100 million before his release. Reacting to his release, the member, representing Dunukofia in the state Assembly, Mr Olibe John thanked God for sparing the life of the monarch, but noted that it was a shame that the traditional institution was so desecrated. Gunmen suspected to be kidnappers, yesterday kidnapped the younger brother of oil magnate, Chief Arthur Eze, who is a traditional ruler of Ukpo, Dunukofia Council Area of Anambra State, Igwe Robert Eze. Daily Sun gathered that the kidnappers stormed a Catholic church in Ukpo where the monarch had gone to worship and whisked him away in their vehicle. It was not certain what transpired during the incident, the kidnappers laid siege to the church where the monarch had gone to worship and took him away after shooting sporadically in the air apparently to scare people away. The police in Anambra state confirmed the incident, adding that the monarch was kidnapped early yesterday from the church. A 25-year-old man, Edmund Educhukwu, is currently receiving treatment at the intensive care unit of the University of Calabar Teaching Hospital after his girlfriend, Dorothy Nkanu, poured acid on him. PUNCH Metro learnt that Educhukwu and Nkanu live in the same apartment. The nurse, who is being detained by the police in Calabar, Cross River State, allegedly poured a bucket of acid on her lover following suspicion that he was dating another lady. Although Educhukwu was rushed to UCTH by neighbours immediately after the incident on Friday, his right eye, face and torso were badly damaged by the acid. Educhukwu, a final year student at the University of Calabar, told our correspondent that he and Nkanu had been lovers for some time. “We even had passionate time that night and it was in the morning that she did this to me without any warning,” he said. On what might have prompted such an attack, he said Nkanu had once accused him of planning to dump her for another lady. Educhukwu said, “But I reassured her that it was not true that people were only trying to destroy our relationship. But it did not occur to me that she was still harbouring the grudge. “It was when I was rounding off our early morning prayers with my eyes still closed that she tip-toed outside, brought the bucket containing the acid and poured it on me.” He said Nkanu, who is from Agwagwune in Biase Local Government Area of the state, chose the time to attack him when he was not wearing shirt. “After pouring the acid on me she taunted me. She asked me the God was I praying to that supports my plan?” Medical practitioners at the UCTH confirmed that one of the eyes had been completely destroyed while the second one could be still salvaged. Mahmud Tukur, the son of Peoples Democratic Party (PDP) National Chairman, Dr. Bamanga Tukur, was among suspects charged with alleged fuel subsidy fraud in Lagos yesterday. The Economic and Financial Crimes Commission (EFCC) is prosecuting. However, the absence of a co- suspect, Alex Ochonogor, forced Justice Adeniyi Onigbanjo of a Lagos High Court sitting in Ikeja to adjourn the matter till noon today. The Nigerian National Petroleum Corporation said on Wednesday it was owed N1.134tn in government fuel import subsidies, debts which would wipe out savings in the Excess Crude Account. The ECA, where the government saves oil revenues over a benchmark price of $72 a barrel, held $6.9bn on July 19, not enough to pay NNPC’s subsidy claims, let alone a string of other fuel importers’ debts. The Governor, Central Bank of Nigeria, Mr. Lamido Sanusi, said on Tuesday that risks to the Nigerian economy from high government spending, worsening security problems and lower oil output were “ominous.” “As at the end of May 2012, NNPC had unpaid (subsidy) claims of N1.134tn,” spokesman for the Nigerian National Petroleum Corporation, Mr. Fidel Pepple, was quoted as saying by Reuters. Two fuel import unions have threatened to go on strike this week over unpaid subsidies, risking fuel shortages in the country. This issue had prompted public protests in the past. Dankwambo awarded record road project –Commissioner Governor Ibrahim Dankwambo has awarded a 54-kilometer road project which is the longest ever initiated by any government in Gombe State, Information Commissioner Habu Dawaki has said. Reverend Dawaki, who spoke when he visited the headquarters of Media Trust in Abuja yesterday, also said government has ordered for 200 new tractors to boost agricultural production. On boosting agriculture, Dawaki said, “Some tractors have been refurbished while 200 new ones have been ordered from Pakistan.” He said the governor’s top priority is Education, which informed the initiation of projects for the building of new schools, including a college of arts and science and a college of education.
