This statement was made by Stephen to the council of Israel called Sanhedren. From their forefathers till the time they have been killing the people of God for their selfish reasons. They are not ready to change their ways so they resist the Holy Spirit by their hardheartedness. It is this hard-heartedness to yield to the Holy Spirit that constitutes sin
against the Holy Spirit.

The Lord Jesus Christ told the pharesees that sin against the Father and the Son can be forgiven but sin against the Holy Spirit cannot be forgiven why because such sin is a deliberate rejection of the truth, they aren't ready at all to listen let alone repenting from their evil.
