GOVERNOR ZULUM COMMENDS NAF’s CONSISTENT RESPONSIVENESS IN COUNTER INSURGENCY OPERATIONS, AS CAS ASSURES OF MORE SUPPORT FOR DECISIVE DEFEAT OF INSURGENTS The Executive Governor of Borno State, His Excellency, Professor Babagana Umara Zulum, has commended the Nigerian Air Force (NAF) for consistent responsiveness in its counter-insurgency operations in Borno State and the entire North East of the Country. He said the commitment and dedication of the Chief of the Air Staff (CAS), Air Marshal Sadique Abubakar, as well as officers, airmen and airwomen of the NAF had curtailed the activities of the insurgents and limited their scope of operations. Governor Zulum disclosed this today, 11 August 2020, when he visited the CAS at Headquarters NAF Abuja. Speaking further the Borno State Governor, while commending the NAF for its consistent contributions towards the restoration of lasting peace to Borno State and other States in the North East, equally appreciated the Service for regularly providing airlift support to the State Government. He equally commended the NAF’s laudable humanitarian interventions in the State, including its numerous medical outreaches and the Level 2 Hospitals established by the Service at the Bama and Dalori Internally Displaced Persons (IDP) Camps, which provide free, qualitative healthcare services to the IDPs. While highlighting the need for political solutions to address the root causes of the insurgency, which, he said, included poverty, illiteracy and unemployment, amongst others, the Governor noted that there was urgent need to ensure the return of IDPs to their homes in a safe and dignified manner. Governor Zulum further noted that, while the State had suffered a number of attacks in the past 2 years or so, over 90 per cent of these had been successfully repelled through the robust, timely actions of the Air Task Force (ATF) of Operation LAFIYA DOLE. He therefore commended the ATF for its consistent speedy response. “Whenever I receive any report of an attack or crisis in any location, I immediately call the ATF Commander and within a few minutes, the NAF aircraft are usually airborne to deal with the issue”, he added. The Governor said Borno State and indeed the entire Nation would therefore continually remain indebted to the efforts of the NAF under the current leadership. He however solicited for sustained joint air and land offensive against specific areas within the Lake Chad and Sambisa Forest areas, observing specifically that the Lake Chad was, at a time, responsible for employment of over 10 Million people. He said there was need to ensure a return of normalcy to the area in order for the people to reap the socio-economic benefits of the Lake. In his response, the CAS noted that the NAF, in collaboration with sister Services and other security agencies, would continue to work tirelessly to ensure the security of the people of Borno State and the entire North East. He assured the Governor that the Armed Forces of Nigeria and other security agencies would not allow any individual or groups to undermine the Nation’s territorial integrity or sovereignty. Air Marshal Abubakar noted that the ability of the Service to carry out its constitutional roles had continued to be boosted by the provision of adequate resources by the Federal Government. He noted that the NAF, with the support of the Federal Government, had acquired 22 brand new aircraft and was expecting another 17 manned aircraft, while 10 Unmanned Combat Aerial Vehicles (UCAVs) had also been procured and would be deployed for various operations to cover the vast 705,000 square kilometres area of the North East, North West and North Central States. Speaking further, the CAS disclosed that, since 2015, the NAF had significantly scaled up its presence in the North East to meet national security imperatives. He highlighted that the Service now has the Special Operations Command as well as a Reference Hospital and the 201 Composite Group located in Bauchi. He stated that the NAF had equally established a small unit in Damaturu, Yobe State to enhance the reach of its air operations. Similarly, the CAS said a Quick Response Wing, made up of NAF Regiment and SF personnel, had been established in Gembu, Taraba State to deal with the issue of farmers/herders clashes, which broke out in the area about 2 years ago. He also disclosed that, while the NAF had emplaced an aircraft maintenance hangar in Maiduguri to improve maintenance capability for aircraft deployed in the North East Theatre, the Service was also on the verge of establishing a new Forward Operating Base (FOB) in Gombe State. Air Marshal Abubakar concluded his remarks by assuring the Governor that, with the increased presence of the NAF in all the States of the North East as well as the deployment of additional air assets, insurgency and other forms of insecurity would soon be stamped out. Before departing HQ NAF, Governor Zulum was led by the CAS to the NAF Memorial Arcade to pay his respects to aircrew who had paid the supreme price in the line of duty. Also present at the visit were some senior Borno State Government officials and Principal Staff Officers of the NAF Headquarters. COUNTER-INSURGENCY: NAF SET TO DEPLOY AIR ASSETS, SPECIAL FORCES TO GOMBE STATE The Nigerian Air Force (NAF) is set to deploy air assets as well as NAF Regiment and Special Forces (SF) personnel to Gombe State in the North East Zone of the Country to beef up already existing security arrangements in the fight against insurgency and other related crimes in the State and Zone. This was made known today, 11 August 2020, by the Chief of the Air Staff (CAS), Air Marshal Sadique Abubarkar, while playing host to the Executive Governor of Gombe State, His Excellency (Alhaji) Muhammadu Inuwa Yahaya, at Headquarters NAF Abuja. Speaking during the visit, the CAS noted that the NAF, in conjunction with sister Services and other security agencies, would continue to work tirelessly, round the clock, to secure the North East and defend Nigeria’s territorial integrity whilst ensuring the Nation’s sovereignty is not undermined by any group of individuals. He appreciated the laudable gesture of the Gombe State Government in providing 230 Hectares of Land to the NAF for the establishment of a Forward Operating Base (FOB) which, he said, clearly showed the Governor’s commitment towards ensuring that the good people of Gombe State and indeed the entire North East are secured. The CAS remarked that the NAF had flown an unprecedented 26,200 operational hours in the Counter-Insurgency operations in the North East, all to ensure the protection of the people and enable them pursue their legitimate aspirations without fear. Air Marshal Abubakar further reiterated that Nigeria was destined for greatness and no individual or group of individuals would be allowed to undermine its destiny. Speaking further, the CAS noted that, since 2015, the NAF had significantly increased its presence in the North East to meet national security imperatives. “We now have the Headquarters of the Special Operations Command as well as a Reference Hospital and the 201 Composite Group located in Bauchi. We will also soon flag-off the construction of an aircraft hangar in Bauchi to enhance aircraft maintenance activities within the North East Theatre. Apart from Bauchi State, we have also established a small unit in Damaturu, Yobe State to allow us have a wider reach for our air operations. In Taraba State, we have a Quick Response Wing that is located in Gembu, an area that has suffered from farmers/herders clashes, which started about 2 years ago. The Unit, which is made up of NAF Regiment and SF personnel, has been adding value to the security situation in that general area. From what I have said, you can see that we are virtually everywhere in the North East. We recently emplaced a standard aircraft hangar in Maiduguri to improve aircraft maintenance capability. So, Your Excellency, we are highly committed to ensuring that our people are secured, because we believe, just like you mentioned, that without security there cannot be development”, he added. Air Marshal Abubakar also informed the Governor that a NAF Team would return to Gombe in the next few days to commence work on the emplacement of the necessary preliminary infrastructure for the take-off of the FOB. He noted that, as customary, the NAF would, in the long run, establish medical facilities and schools at the Base in Gombe. Earlier in his remarks, Governor Yahaya commended the CAS for the bold step taken to establish the NAF FOB in Gombe State. He also thanked the CAS for the NAF's consistent support and contributions towards securing the lives and properties of Nigerians in the North Eastern States. He emphasized that Gombe’s central location would be an advantage in enhancing the NAF’s operations in the North East. He noted however that the State shares borders with Cameroon, Chad and Niger Republic, which, he said, makes it vulnerable to a range of security threats. According to him, “Gombe State is blessed with Solid Minerals, Oil and Gas, and other natural resources. This has given rise to influx of people into the State which calls for more security concern. These resources cannot be harnessed until the lives and properties of the people of Gombe State are well secured.” He assured the CAS, that the State Government would provide necessary support for the smooth take-off of the FOB as well as ensure that the personnel that would be deployed to Gombe State are adequately taken care of. INTERNAL SECURITY: PRESIDENT BUHARI CHARGES NEWLY COMMISSIONED NAF DIRECT SHORT SERVICE OFFICERS TO DEFEND NATION’S TERRITORIAL INTEGRITY, NATONAL INTERESTS The President, Commander-in-Chief of the Armed Forces of Nigeria, President Muhammadu Buhari, has charged the newly commissioned Nigerian Air Force (NAF) officers of Direct Short Service Commission (DSSC) Course 29/2020 to positively deploy the knowledge acquired during their training to defend the territorial integrity and national interests of Nigeria. The President gave this charge today, 8 August 2020, during the Passing Out Parade (POP) of 114 DSSC officer cadets held at the NAF Base, Kaduna after 6 months of rigorous and intensive military training at the NAF’s Military Training Centre (MTC). The successful completion of military training of the officer cadets, which comprised 2 medical consultants, 14 medical and veterinary doctors, 20 nurses and 78 other medical specialists, is another laudable step taken by the current NAF leadership as part of its human capacity building initiatives to meet the Nation’s security challenges. While congratulating the newly commissioned officers for withstanding the rigours of the training, the Reviewing Officer/Special Guest of Honour (SGOH) at the colourful POP, who was represented by the Chief of Defence Staff (CDS), General Abayomi Olonisakin, reminded them that the occasion was just the beginning of yet another challenging but rewarding career as young officers in the NAF. He further reminded them that the military profession requires absolute discipline, loyalty and hard work, among other virtues. He noted that these virtues were even more critical at this crucial point when the Nation is battling with the challenges of insecurity and the NAF, along with sister Services, is expected to secure the lives and properties of Nigerians to peacefully pursue their individual legitimate aspirations. “Such noble service demands exceptional courage, commitment and patriotism and Nigeria will continue to demand such qualities from you”, he added. Speaking further, the SGOH emphasized that the Government was doing so much to confront the security challenges bedeviling the nation by taking necessary measures to safeguard lives and properties and to drastically cut off all forms of criminality. “I gladly inform you and indeed all Nigerians that the NAF is consistently supporting these Government efforts. Therefore, as you graduate, I urge you all to positively deploy the training that has been inculcated in you to defend the territorial integrity and national interest of our dear country”, he reiterated. The SGOH also urged the young officers to do their best to further enhance the NAF’s efforts towards boosting qualitative healthcare for personnel, their dependants and members of NAF’s host communities, including sustaining medical outreaches for civilians and victims of insurgency and banditry. “This pragmatic approach to promote civil military relations will go a long way in winning the hearts and minds of the communities, thus assisting in timely containment of insurgency, banditry and other security challenges”, he said. The newly commissioned officers were further reminded of the need to subject themselves to both military and civil laws and protect the Nation’s growing democracy. While urging them to be vigilant and guard their utterances and conduct at all times, the SGOH also reminded them of the need to know the limits of their freedom of association and expression which must be matched with responsibility to maintain national security. “You must also not allow yourself to be used by some elements in the society to compromise national security or act in ways capable of denting the image of the Armed Forces. Your duty is to protect all Nigerians irrespective of their ethnic background or religious inclination. Your loyalty must therefore never be in doubt at any point in time as an officer”, he added. The SGOH commended the Executive Governor of Kaduna State, Mallam Nasir El-Rufai, for supporting members of the Armed Forces operating within the State. He also commended the Chief of the Air Staff (CAS), Air Marshal Sadique Abubakar, for his judicious use of available resources and robust capacity building initiatives responsible for a disciplined, highly professional and timely deployable air force. He equally extolled the efforts of the Commandant MTC and his team of officers and men for the successful completion of yet another training, whilst assuring them of his continued support to sustain their training efforts. One of the highlights of the POP was the presentation of awards to deserving passing out cadets. Among the award winners were Cadet (now Flying Officer) Mbam Ndubisi who won the President, Commander-in-Chief’s Award for coming first in order of merit, while Flying Officer Lekon Mustapha won the Honourable Minister of Defence Award for coming second in order of merit. Other award winners were Flying Officer Samaila Yusuf, who came third in order of merit, winning the CDS’ Award, and Flying Officer Ummu Muhammed, who won the CAS’ Award for coming fourth, while Flying Officer Abdulkadir Ahmad won the Commandant MTC’s Award for exhibiting exceptional leadership qualities in the course of training. After the colourful parade, the passing out cadets were conferred with the Presidential Commission into the NAF and decorated with their new ranks of Squadron Leaders, for the consultants, and Flying Officer, for all others, by their respective family members and well-wishers. After administering the oath of allegiance on the newly commissioned officers, the SGOH presented them with their parchments of commission. Another major highlight of today’s event was the Research and Development (R& ) Exhibition/Display which featured some of the recent R& breakthroughs of the Air Force Research and Development (AFRDC). These included a locally developed Hexacopter capable of carrying weaponized payloads; locally designed test bench for hydraulic accumulator diaphragm of the L-39ZA aircraft and a locally produced voltage/frequency converter for aircraft ground support activities. Other R& feats displayed were the 6-tube rocket launcher developed by AFRDC for the Bell-412 helicopter; locally produced heat shield protective cone for Alpha Jet rocket pods as well as the locally designed and produced 30.1mm rocket launcher/rockets. The SGOH was also briefed on the progress of work on the development of 18-tube rocket launcher for the Alpha Jet aircraft as well as other Armament-related R& efforts.The Governor of Kaduna State, Malam Nasir El-Rufai, was represented at the event by the Commissioner of Internal Security, Mr Samuel Aruwan. Other dignitaries present were the Chairman Senate Committee on Air Force, Distinguished Senator Bala Ibn Na’Allah; the Deputy Chairman House Committee on Air Force, Honourable Abbas Adigun; the Director Air Force, Ministry of Defence; Representatives of Chiefs of Army and Naval Staff and the Inspector General of Police as well as the Representative of the Emir of Zazzau, along with many other senior military officers and families and friends of the newly commissioned officers. The signing of the MOUs is in line with President Muhammadu Buhari's Executive Order Number 5 signed into law in 2018 aimed at improving local content in public procurement of science, engineering and technological equipment. It could be recalled that in line with the Federal Government's desire to ensuring that individuals and organisations produce their basic needs, the NA has since keyed into the Federal Government's agenda by ingeniously manufacturing some combat vehicles and equipment such as Ezugwu Mines Resistant Ambush Protected Vehicles, TYB Infantry Patrol Vehicles, the Conqueror MRAPs, boots, steel helmets and fragmentation jackets among others. The representative of the Chief of Army Staff at the signing was Lt Gen LO Adeosun, Chief of Policy and Plans (Army). The representatives of Super Green Security Nigeria Ltd and of Command Engineering Depot were Major General AB Abubakar (rtd) and Major General SS Araoye, respectively. The Director General, Defence Industries Corporation of Nigeria, Major General Victor Ezugwu while signing the agreements commended the leadership of the Nigerian Army for making the Army to be gradually self-sustaining in the development and production of Military hardware and equipment. These commendable efforts by the Nigerian Army under Lt Gen TY Buratai have saved the nation huge amount of foreign exchange that could have been used in the Procurement/purchase of these products/equipment which are usually not readily available in the open market. 6 August 2020 |

A convoy of more than 20 jihadist vehicles suspected to be linked with ISIS affiliated Islamic State of West Africa Province (ISWAP) was recently spotted at night by reliable sources. He confirmed that the ISWAP group was escaping from recently destroyed camps by the Nigerian Army in coordination with the Nigerian Air Force and troops from the Multi-National Joint Task Force (MNJTF). The sources say the mass relocation has further been triggered by the sustained and successful air bombardment on their hideout and camps that killed more than 150-foot soldiers and unit commanders along the fringes of the Lake Chad and Nigeria’s North East state of Borno. The jihadist outstretched convoy was seen relocating at local time estimated by sources as 10:30pm on Wednesday 5/08/2020. The convoy had on board heavily armed Jihadists fighters. Most of them were mounted gun trucks and other pickup vehicles carrying women, children and wounded fighters. Travelling in large convoys at late night is a known tactic by Boko Haram terrorist and ISWAP factions. The essence is to avoid surveillance from the Nigerian Air Force in the complex open, but obscured terrain. As a secondary tactical deterrence Boko Haram and ISWAP jihadists exposed women and children, ostensibly to avoid detection and prevent the Nigerian Air Force from launching airstrikes that are likely to cause the death of women and young children. The convoy was spotted travelling from the western angle of a location given as Kareto town via a secondary location given as Jilli. Another source confirmed that the slow-moving convoy driving with lead motorbikes and deemed lights stopped at a location known as Bamma Bukar Mallammi to have a break before taking off in the thick of darkness. The actual destination of the desperate ISWAP convoy has not been revealed yet. But most of the journey is likely to carry on along the long-stretched Maiduguri-Damaturu road. Troops of the Nigerian military’s Operation LAFIYA DOLE (both land and air component) and the MNJTF should be extremely vigilant and stay on alert especially around Beni sheikh, Ngamdu and Kukareta axis. This is a strategic route that the fleeing jihadist are likely to take to cross over to the south. It is also possible that the jihadist may be aiming to set up camps around the axis of Borno Yakku and Kanamma riverbank. Recall that the impeccable sources have earlier reported a successful coordinated ground and aerial strike by the Nigerian military on Boko Haram terrorists and ISIS affiliated Islamic State of West Africa Province (ISWAP) hiding camps. The intelligence led airstrikes had resulted in the killing of more than 150 ISWAP’s specialist fighters along the same fringes of the Lake Chad and Nigeria’s north-eastern state of Borno. The fleeing jihadist convoy may likely be one of the casualties of the successful Nigerian Air Force aerial strike in coordination with the MNJTF launched on the 1st and 2nd of August 2020 at ISWAP hideouts in Kusuma, Yarwa Kura and Abbaganaram. The Nigerian military air strike targeted a major hideout of ISWAP jihadists at a location that was given as “Abbaganaram” where more than 150 jihadists were positioned to receive specialist training in preparation for ambush attacks on nearby state troops. A preliminary ground assessment by sources had revealed that a number of ISWAP unit commanders and high value fighters were eliminated, while many more were seriously injured. This inter-agency national and regionally coordinated military offensives have forced ISWAP leadership to advise unit commanders to adopt new tactics of spreading their men in very small units and spatial locations to avoid heavy casualties when targeted by airstrikes and artillery shelling. The conventional military-styled rotation tactics has also been introduced amongst other Boko Haram/ISWAP jihadists bigger units. This was due to recent suspicion of collusion and frequent desertion amongst their foot soldiers occasioned by fear, hunger and frustration. The actual figures of Boko Haram and ISWAP fighters killed and wounded during recent coordinated aerial strikes might be underestimated. Because the terrorists are known to conceal the true casualty figures. Moreover, the damage assessment is still ongoing in hard to reach locations, where high casualties rates may have been recorded, particularly at such camps located in Kusuma and Yarwa Kura. The damaging airstrike and artillery bombardment on Boko Haram terrorists/ISWAP camps is smoking the surviving and wounded out of these hideouts. Although jihadists are known to return to places that have been the subject of military clearance. This is clear case of ISWAP insurgents escaping towards the Southern flanks of the Lake Chad to known and unknown locations around Tudun Woulgo, Kirta and Sabon Tombo, among others. Newly established camps will be used to treat wounded jihadist and to re-strategies. Therefore, the military, security forces and well-meaning people should be in the lookout for such new facilities. Attacks in search for medical supply items will likely increase along these locations and beyond. Therefore, intense vigilance is required by all stakeholders, including local and international humanitarian organizations distributing lives saving medical and food items. The fate and leadership structure of both Boko Haram terrorists, Abubakar Shekau and ISWAP Ba Lawan factions have been greatly affected and destabilised by recent sustained land and aerial coordinated offensives by the Nigerian Army; the Nigerian Air-Force; the Chadian Army, the Nigerienne forces and the regional Multi-national Joint Task Force (MNJTF) troops. These offensives have impacted on jihadists operational command and control in the challenging terrain of the Mandara mountains, the fringes of the Lake Chad Basin and the Sambisa forest. In light of these progressive developments in the theatre of war, all local and regional stakeholders must continue to engage each other towards a joined goal of the war against terror. These stakeholders need to collectively collaborate further to achieve complete and sustainable defeat of terrorists and criminal elements relocating and hibernating in some parts of the north eastern and north western of Nigeria. All hands should be on deck among the armed forces and security agencies of Chad, Cameroun, Niger and Nigeria. Citizens and governments must support the military and security forces to succeed. The United States says the Al-Qaeda insurgent group has started to penetrate the north-western part of Nigeria. Dagvin Anderson, commander of the US special operations command, Africa, who disclosed this during a briefing, said the group is also expanding to other parts of West Africa. In his remarks which TheCable obtained from the US Department of State, Anderson said the US will continue to partner with Nigeria in sharing intelligence. “We have engaged with Nigeria and continue to engage with them in intel sharing and in understanding what these violent extremists are doing,” he said. “And that has been absolutely critical to their engagements up in the Borno state and into an emerging area of northwest Nigeria that we’re seeing al-Qaida starting to make some inroads in. “So, this intelligence sharing is absolutely vital and we stay fully engaged with the government of Nigeria to provide them an understanding of what these terrorists are doing, what Boko Haram is doing, what ISIS-West Africa is doing, and how ISIS and al-Qaida are looking to expand further south into the littoral areas.” Anderson regretted that despite successes recorded in previous years, there have been setback, adding: “We as a community of international nations, keep thinking we have defeated them or we have put them on their back foot and that they’re just moments from disintegration.” “I think there’s two factors in that. One, it goes to that each government has to focus on this and provide that focus for international partners to engage with,” the US general said. “The other part of this is we can’t underestimate the threat these violent extremist organisations pose. We, as a community of international nations, keep thinking we have defeated them or we have put them on their back foot and that they’re just moments from disintegration. “I think after 20 years we have seen they are very resilient organisations that, although small, they’re able to leverage social media and other forms of media to have an outsized voice and that they continue to recruit and they continue to find opportunities.” Anderson said for international efforts to yield desired results in the fight against terrorism in Nigeria, the government must take the lead. “When it comes to Nigeria in general, Nigeria, obviously, is a critical nation to West Africa. It is a critical nation and we realize that Nigeria is a lynchpin,” he said. ”For that to have an effect against the VEOs and to have an effect against these stressors, it really takes the Government of Nigeria to lead that effort and to build that energy to coalesce around. “So no nation can come in and fix that problem for Nigeria. We can assist with that – and it’s the United States can assist, the United Kingdom, other countries can come in, many countries can come and assist with that partnership – but ultimately it takes leadership from Nigeria in order for us to focus our efforts.” There has been an increase in attacks in Kaduna, Katsina, Sokoto and other states in the north-west |
